To ask Her Majesty’s Government, in light of the Secretary of State for Business, Innovation and Skills’ comment that the handling of the proposed abolition of the Regional Development Agencies (RDAs) had been “a little Maoist and chaotic”, whether they will now withdraw their proposals to abolish the RDAs.
There are no plans to withdraw our proposals to abolish the RDAs. We fundamentally believe that it is the right thing to do to ensure growth and economic development that meets local needs.
I thank the noble Baroness for her clear Answer, but does she agree that the Government have got themselves into a bit of a pickle—maybe an Eric Pickles brand of pickle—on this issue? Will she clarify whether she agrees with the comments of her boss, the Secretary of State for Business, and if so why will she not withdraw the regional development agencies from Schedule 1 to the Public Bodies Bill and transfer them to another schedule where their great contribution to economic development might be properly considered and assessed?
We will not do that because we know that the system does not work. It has cost a load of money and has taken ages. It has not achieved what it wanted to achieve in the first place, which was to bring the north and the south together, so it is time for change. That is why I am standing on this side of the House and the noble Lord is on the other.
What did my honourable friend in another place mean? He meant that change is upsetting and can be chaotic. Let us face it: if any of us have moved house, we know exactly what that feels like. We have set an ambitious pace for reform and are trying to move at speed to reorganise completely the way in which economic development is targeted and supported locally, where it can really impact on people. In abolishing the nine autonomous organisations, we have set ourselves a challenging task to achieve that by March 2012. Change is upsetting and unpleasant and feels chaotic, but at the end of change we know that what we are doing is for the best.
My Lords, I beg leave to ask the Question standing in my name on the Order Paper. In doing so, I declare an interest as the chair of Cumbria Vision, the soon-to-be-abolished sub-regional partnership with the North-West Development Agency.
My Lords, we recently published our White Paper on local growth, which sets out our approach to rebalance the economy and to drive sustainable growth. Initiatives will include local enterprise partnerships that will see local business and civic leaders working together to create new jobs in their communities and the regional growth fund, which will support communities currently dependent on the public sector, helping them make the transition to private-sector-led growth and prosperity.
I thank the noble Baroness for her Answer, but I sadly find her response inadequate to the challenge that areas like the north of England face. When will the Government understand that a combination of a growth fund worth £1.4 billion over three years, which is two-thirds only of what the RDA spent in each year, and an announcement of local economic partnerships, which so far do not cover, in the north, Lancashire and large parts of the north-east, and have no resources whatever from central government, at a time when the capabilities of the agencies are being abolished—
Is this not a totally inadequate response to what independent experts expect to be a rise in unemployment and 233,000 jobs lost as a result of the spending White Paper?
My Lords, the noble Lord, Lord Liddle, is something of an expert on this subject because of course he worked with the previous Administration to see how they could make the RDAs work. The RDAs spent £19 billion over 10 years and failed to make any impact on the imbalances in growth. Although I am delighted to hear what he has to say, I am not sure that I would take lessons from it. We do not yet know how significant the cuts in public sector employment in the north will be. As there is less money, it is important to ensure that our investments are well targeted. It is less money because we were left with no money.
My Lords, does the Minister accept that, in considering the review of the noble Lord, Lord Browne, equality of access to university is an absolutely fundamental principle? This is important in two key respects. First, while we welcome the extension of help to part-time students—that is an important social reform which the noble Lord, Lord Browne, is proposing—it will be wholly negated for the universities which rely heavily on teaching income if the teaching grant element of support for universities is slashed in the forthcoming comprehensive spending review. I speak with an interest here as a director of the University of Cumbria. Secondly, in terms of the principle that the brightest working-class children should be able to go to the very best universities in this country without fear of finance being a deterrent, what action is the Minister proposing to ensure that bright working-class children will be encouraged to apply for the best universities and will have bursaries and scholarships of sufficient adequacy to ensure that they do not face any deterrents?
This is very important to us; I support the noble Lord on it. We all agree that widening participation is very important. We are clear about the importance of promoting fair access and widening participation in higher education. We are clear that the brightest and best must have access to higher education irrespective of family income and in those universities where, as the noble Lord described, they have difficulties at the moment. We hope that as you give evidence to us, we hear these problems explained further and better and we know what we have after the spending agreement, we will then be able to start moving forward.
