My Lords, last week the National Housing Federation published Let’s Fix the Housing Crisis. A key recommendation is increased grant funding to build a new generation of social housing, particularly for those 2 million children currently living in overcrowded, unaffordable or unsuitable homes in England. What plans do the Government have to increase grant funding for social housing provision to meet this urgent housing need?

My Lords, following on from the noble Lord, Lord Campbell-Savours, the recent proposal by the Labour Party to remove hope value would allow social landlords more easily to develop the affordable homes our country so badly needs. Fewer than 7,000 were built last year but we need 90,000 every year, so it is not surprising that these proposed reforms are supported by a wide range of organisations, including the National Housing Federation and Shelter. What assessment have the Government made of the impact of high land values on our ability to deliver new social housing?

I agree with the noble Baroness that terminology is important—and terminology changes, so it is important to keep up to date with it.

My Lords, on 15 November, the Minister said, in response to an amendment of the noble Baroness, Lady Newlove, that she would ask police forces to record and identify any crimes of violence against the person where the victim perceives it to be motivated by hostility based on their sex. If she has not already done this, when will she do it? Does she accept that, whatever policy is adopted following the Law Commission’s report, women should be able to expect the same approach across all police forces?

I agree with the noble Baroness that we need consistency across police forces. I know that we are working with police forces across the country to assist in the endeavour that I outlined to my noble friend Lady Newlove.
