Lords ChamberMy Lords, we legislated through the Education Act 2011 to require schools to secure impartial and independent careers guidance, including on apprenticeships for 12 to 18 year-olds. It is important for young people to have a range of options presented to them and be well informed on what those options are. We continue to raise the profile and esteem of apprenticeships with young people by featuring successful apprentices in the Get In Go Far campaign, so that young people see apprenticeships as a high-quality and prestigious path to a successful career, just as much as they might in heading in another direction, such as to university.
My Lords, the noble Baroness raises some very interesting points, which have been around for a long time. Since the Labour Government raised the profile of apprenticeships, things have moved on. One thing that employers find is that parents are often the issue—they sometimes feel that being an apprentice is not as good as going to university. I just wonder how we can help them change their mind and understand the importance of an apprenticeship to their children’s future.
The noble Baroness makes a very good point. Parents have an important role, particularly with young people—we know that teenagers are not always the most communicative of individuals. Early on, parents have a role to inspire. That is why the Get In Go Far campaign has a role for parents as well. It is accompanied by advertisements on TV and it is clear that parents as well as their children are looking at this. Since August 2016, the campaign has resulted in more than 125,000 people starting an application for an apprenticeship.

Lords ChamberI agree entirely. Subject knowledge is one of the most important things that teachers must have. The Carter review, while saying that the overall effectiveness of ITT was pretty good, pointed out that this was one of the weak areas. Our reforms to the curriculum, by attracting more highly qualified teachers into the system, will result in our next generation of teachers having greater subject knowledge. We are already seeing this in A-levels, where over the last five years the number of students has increased by 13% in maths, 16% in physics and 17% in chemistry.
My Lords, I am sure that the noble Lord is aware of the concern that many employers have about many teachers’ lack of knowledge—not lack of interest—about how they can support industry and local employers to talk about apprenticeships and encourage their youngsters to apply for them. Will he assure the House that regardless of which scheme or method of training goes forward, there will be an element that requires teachers to relate to local employers, making sure apprenticeships become part of young people’s options?

Lords ChamberMy Lords, having accepted the proposal and explanation by my noble friend Lady Prosser about the challenges faced by secondary schools, further education institutions and universities, how are the Government going to achieve their goal of having more apprenticeships—a major problem for employers—when most young people going into apprenticeships find out from family rather than from any other available careers advice?

Lords ChamberI am delighted to hear of the noble Lord’s involvement in studio schools. It is fantastic for someone with his experience to be giving back in this way. There are 46 studio schools, 28 of which are open with a further 18 in pre-opening phase. More than 400 employers are involved in studio schools. We welcome all high-quality applications for studio schools.
My Lords, I congratulate the noble Baroness on the points that she made, with which I agree totally. Could we not emulate Germany in another way by recognising vocational qualifications such as apprenticeships? Apprenticeships are celebrated in Germany very much like graduate degrees are celebrated in this country. For instance, engineers who have come up through an apprenticeship route are held in much esteem, much more than they are in this country. What can we do to make sure that we emulate that?
The noble Baroness is quite right. The first thing we can do is to reform the standard of our previously existing vocational qualifications, which were nowhere near good enough, with far too many that were not doing our pupils any favours. However, for the first time we now have a high and equal status pathway for pupils through the tech bacc.

Lords ChamberMy noble friend speaks with great passion and personal experience on this subject; I have heard him do so many times, and we have already met on this subject. The Government are aware of the technical issues with assisted technology in the English and maths assessments. We are meeting the British Dyslexia Association, Ofqual and the Dyslexia Trust to try to ensure that we send a very clear message to all involved, providers and examiners, that there is the ability to use screen readers, in the case of dyslexia, as well as other assistive technology. I think that my noble friend knows that he has my personal commitment —if he does not know, I give it to him now—that we will do as much as we can to sort this out.
My Lords, in response to my noble friend’s earlier question, the Minister said that it was really down to employers to do more work. Is he aware that employers try very hard to be in touch with schools, but that there is an issue around head teachers, in particular, encouraging that? As my noble friend Lord Young said, rather than aiming primarily for academic qualifications, this country needs very good apprentices; we need women apprentices, as the noble Baroness, Lady Howe, said, but we also need people to get engaged with apprenticeships and be encouraged to do so. That is not evident.
I am sorry to hear the noble Baroness make that comment. I think that it is a two-way street. We need schools willingly to engage with all walks of business for all apprenticeships, but I still hear shocking stories about schools being reluctant to send their pupils on them and heads being too focused inwardly. They cannot give their children a good education unless they give them a direct line of sight. I have been so impressed talking to young people about how the experience of going to the workplace and meeting people in work has raised their aspirations. From this they have managed to reverse-engineer backwards what they need to do to achieve this themselves.

Lords ChamberI am very interested in my noble friend’s comments. I know that he has vast experience as a teacher. On his last point, I recently read a very interesting report from America, which said that lesson observation was not the best way of working out whether teachers were teaching well; the best way to do that was through exam results and pupil feedback. My noble friend makes a very good point. In relation to pupils who maybe experience particular difficulties with resits, I will take this away for consideration.
My Lords, I welcome the Minister’s Statement. I am involved in skills and in working with employers, and as late as yesterday I hosted an event here for employers who deal with STEM subjects. The information the Minister shared with us is very much in tune with what is being experienced out there.
My first point follows on from the comments about how we engage parents. A key thing that came out from the meeting yesterday was how we persuade parents that the vocational route is as good, as well qualified and as valuable as the academic route, which my Government and previous Governments have endeavoured to take more people through. That is hugely important. When young people look at apprenticeships, very often their parents will suggest that they are the least best option, let alone the message that comes from schools, where career advice is now non-existent, and Connexions has gone—not that I was a great admirer of it; it had lots of faults. However, if we are to get UK plc working in the way it should do, and being as productive and profitable as it needs to be, employers need to know that they have support from parents as well as government and themselves, ensuring that the skills and vocational techniques that apprentices require are just as important.
Secondly, although the Minister has been very sceptical about equating GCSEs with vocational NVQ qualifications, that has made a difference, because it has allowed parents to measure in some way, however accurate the measurement, the value of what their children are learning. I hope that they will also be brought to a productive employment future.
The noble Baroness makes some very good points. It is essential that we now make sure that our vocational qualifications are seen by all— employers, parents and students—as being as rigorous as academic qualifications and equally valuable. The Alison Wolf review, which suggests that we focus down on a core—although still substantial—number of vocational qualifications, is helpful here. However, we started from a very low base. You could get a diploma in a subject—I will not mention the name—which required no examinations at all because it was assessed entirely by continuous assessment. That counted as four GCSE equivalents. We clearly had got to a point where the system of equivalents was out of control. However, we need to see more rigorous vocational qualifications—and the UTC programme is very focused on this. We are seeing pupils, aged 14 and 16, going to UTCs which offer extremely rigorous vocational qualifications, and we need to spread this practice into schools as well.

Lords ChamberI agree with the noble Countess. These subjects have a range of benefits for all kinds of children.
My Lords, is the Minister aware that what ought to be included in the discussion around the arts, drama and dance is how these subjects will lead to employment in the way in which the qualifications are designed and delivered? The creative and cultural sector skills councils are all one now and it would be advisable to talk to Creative Skillset about what skill sets employers are looking for.
I agree with the noble Baroness that it is important to talk to employers and a range of interested parties that can help contribute to our thinking. It is worth making the point that the original thinking behind the EBacc was driven by the relatively small number of children who had that mix of EBacc subjects, which experience seems to suggest are most likely to lead to those children being able to go to our top universities. When only 4% of children on free school meals were doing the EBacc subjects, it was pretty clear that the number of those children who were going to be able to go to our top universities would be constrained. The idea behind the EBacc is not to set about a narrowing of education but to try to tilt the balance back towards some more rigorous subjects. About 15 years ago, half of all children did the equivalent of the EBacc subjects; today it is about 22%. If we can tilt it back a bit more that way, I think that would be good.

Lords ChamberMy Lords, I agree with the noble Baroness about the importance of that, and I know that it is one of the issues that the university technical colleges are grappling with because they are keen to encourage that kind of take-up. The noble Baroness is right to remind us of that, and I hope that we will see the figures increasing.
My Lords, does the Minister agree that the comments of the noble Lord, Lord Trefgarne, supported by the noble Baroness, Lady Howe, are crucial? The Government aim to involve more women in science, technology, engineering and manufacturing, yet the diploma encouraged more women to be involved in those subjects than had previously been the case. There is a lack of understanding among employers of why the Government felt the necessity to move away from that. The diploma is recognised and valued, and I urge the Minister—as did the noble Lord, Lord Trefgarne—to rethink the position.
My Lords, there are two separate issues. So far as the diploma generally is concerned, the reason that the Government have taken their decision is that we do not want to favour a particular kind of qualification that then receives additional funding to support its take-up over other qualifications. We want qualifications to be driven by the interests of the children and the awarding organisations. I completely agree with the points made about the importance of making sure that employers are involved with the development of qualifications, and it is my hope and belief that employers will work with the awarding organisations on the replacement of the principal learning element of the engineering diploma, which is the core issue at stake here, and that we will have well regarded and rigorous qualifications that will encourage the take-up of engineering, other technical subjects and vocational qualifications. The route to having more people taking these subjects is to make sure that they are properly valued by employers and everyone else.

Lords ChamberMy Lords, I should like to speak to the government amendments in this group, tabled in the name of my noble friend Lord Hill. These amendments are the outcome of a great deal of work and good will on the part of the noble Lord, Lord Layard, and his colleagues, my noble friends Lord Wakeham and Lord Willis and the noble Lord, Lord Sutherland. I am extremely grateful for their efforts and pass on the thanks of my honourable friend the Minister for Skills, who heartily welcomes the amendments.
The amendments go to the heart of what needs to happen to expand the apprenticeship programme and create more opportunities. Amendment 89ZZB places a new duty on the chief executive of skills funding to “make reasonable efforts” to secure employer involvement in apprenticeship training for a broad class of people made up of all the groups covered by the apprenticeship offer. It also specifies that the guidance that the Secretary of State can issue to the chief executive must include guidance on carrying out that duty. It strikes the right balance between aspiration and pragmatism and complements the new duty on the chief executive of skills funding to prioritise funding, making the Bill even better legislation. Therefore, I urge your Lordships to support these amendments. I will of course respond to the noble Lord’s questions and arguments if other noble Lords do not speak.
My Lords, I, too, have put my name to Amendment 89ZZA. I welcome the opportunity to extend the congratulations that my noble friend Lord Young extended to the noble Baroness. I am sure she will be an asset to the team.
I just want to add to more or less everything that my noble friend said in the context of apprenticeships. What surprises me is the semi-reluctant manner in which the Bill is worded. It does not reflect at all the ambitions that the Government talk about in the goals that they have set to achieve apprenticeships or, perhaps more importantly, the way employers constantly remind the Government of the importance of apprenticeships. I know that my noble friend Lord Young referred to employers who still feel that apprenticeships are a burden. However, there are hundreds of employers who see them as an advantage to their businesses and have a real commitment to them. They feel that the Government may be saying one thing but doing another. That is, to say the least, very unfortunate, since apprentices are the core of major businesses.
My own experience is in the engineering sector, as noble Lords will know. Outside that sector, apprentices are now becoming much more important to the hospitality sector and others. Therefore, it surprises me that mixed messages are going out, the result of which is very confusing. I welcome what the noble Baroness said in responding to my noble friend. However, stronger language could be used in the drafting of the Bill—words such as “encourage” rather than “take note of” or other such phrases that are used in the Bill. Anything that can strengthen the enthusiasm that is out there is important.
My noble friend made particular reference to and emphasised the young apprentices who are coming in. There are major issues around young people not being able to engage with apprenticeships, although there are lots of schemes. I am certainly involved in one—the SEMTA Sector Skills Council, through its academy—that encourages young people to come off the unemployment register and works with SMEs to place those young people in businesses. There is a quid pro quo relationship in how that might be funded to give those young individuals a start in life. All the stuff that we hear about—the disruption that is often attributed to young people, and to which they contribute—really can be helped by individuals having a purpose. One of the things that I have found, as I am sure other noble Lords have, is that when you talk to young people who are on apprenticeships, they are absolutely delighted. When they come through them, they are even more thrilled. This is not about attracting a certain type of young person; it is about opening it up to everybody, because it is an opportunity. It is also an ambition for a lot of people. The country, as well as employers, needs these people,
I want to make a couple of quick comments about the other amendments in this section and about the procurements issue in particular. My noble friend referred to our Government’s intentions on this. Employers say to me and to people I work with, “You never see the Government doing this, yet we are being encouraged to do it”. If you consider the relationship between the SMEs and prime businesses, you would consider those people to be part of the procurement process; they buy from them and prime companies demand that SMEs have apprentice-trained people inside their businesses to ensure the quality of the product that they are producing on their behalf. We need some matching up of words—I was going to say rhetoric, but that is probably too harsh, given the way the noble Baroness has come back to us—to ensure that we are talking the same language and, more importantly, that these people have that opportunity. It is the Government’s policy to increase apprentices. We should be knocking at an open door when we have this discussion, rather than feeling that we are challenging them. I am delighted to be part of tabling this amendment.
My Lords, I warmly welcome the government amendments that have been proposed, and I think the same goes for the noble Lords, Lord Wakeham, Lord Willis and Lord Sutherland, with whom I tabled a related amendment in Committee. Our aim was very simple; it was to ensure that there was a clear route to skill via an apprenticeship for young people who did not want to go down the academic route and, for this to become a well understood reality, that the National Apprenticeship Service had a clear duty to make reasonable efforts to ensure that the provision was there for all who wanted to take advantage of it. That is what this amendment now proposes.
I would have preferred a stronger duty on the National Apprenticeship Service, like the noble Lords who spoke earlier. However, I believe that this government amendment is a major step forward, and I pay a warm tribute to John Hayes, the Minister in the other place who is responsible for this, for his passionate commitment to apprenticeships and his vision in proposing this new clause. It is a major improvement in the Bill and it will be a major improvement in our whole educational system for 16 to 19 year-olds, although an even better one would be that proposed by my noble friends.

Lords ChamberThe remarks made by the right reverend Prelate echo my almost daily plaint. I agree with him entirely. It is our hope that with the new scheme we will be able to deliver it faster, perhaps up to 12 months faster, which will obviously save money. I agree that these processes can seem extremely complex. If he has experience from the academy with which he is involved, I would be interested to talk about that because we are keen to learn and try to do it better.
My Lords, I want to highlight a couple of things in the Statement, but first I must say that I think it was quite a mean-spirited Statement in its very negative description of the approaches taken by the previous Government. Even in the paragraph on academies, there is no recognition of the success of the academies programme, which started under the previous Government and has carried on under this one. It is probably the most negative Statement that I have seen for quite some time in this House, and I just want to put on record the fact that I am very disappointed about that.
I have some questions about university technical colleges. Where do they fit into all this? What is their relationship to the academies? What is the funding for them? I am quite surprised that the Statement does not refer to them as the way forward. Noble Lords will know from the noble Lord, Lord Baker, that they are very much the future, as I know from my involvement with some of the FE colleges that are going in that direction. Where are the university technical colleges going to fit in terms of revenue and the whole process?
My Lords, I hope that noble Lords who have been subjected to me talking about academies would say that I have always been very quick to make clear the huge contribution that the previous Government made to academies. I have said from the beginning, although this might not always be an altogether welcome message for those on the Benches opposite, that I see my job as trying to build on what the previous Government did and what they intended to do in 2005. We are taking that forward; I am very clear about that. I am also very clear about Building Schools for the Future, having met a lot of the schools, children and heads who were involved with it. I absolutely share the previous Government’s intention to improve the building estate. I know what they were trying to do, and I understand why they did it, so I am sorry if the noble Baroness felt that the Statement was mean-spirited.
We did not mention funding for the UTCs in the Statement, but the noble Baroness will know that the Chancellor found some more money in the Budget to—I hope—double to 24 the number that we were aiming for in the lifetime of this Parliament. That is in place, and is not affected by anything that we have announced today. Given that these are new institutions, I guess that by definition the pot for dilapidation is not going to be relevant to them. As she will know from her conversations with FE colleges, there is a lot of support for them. We have had a large number of applications, which we are considering, and we will in due course make announcements on those which I will be very happy to share with her.
