My Lords, the noble Lord will be aware that there are discussions in London tomorrow at which the Saudi Arabian Government will be represented. Those discussions will focus on joint action against the spread of terrorism. I think that it would be wrong of me at this stage to posit what the Saudi Arabian position might be and how it might develop. Tomorrow is a vital meeting. We hope that it will set us on a track that will mean we can then more broadly work with the rest of the countries in the United Nations to ensure that more stability returns to such a strife-riven region.

My Lords, I am sure the whole House will feel relief at what the Minister has been able to say about the safety of our staff in the embassy. However, in the past, the British embassy and the British ambassador—a different, former ambassador—have been directly targeted. Will the Minister assure us that all non-essential staff have already been able to leave Sana’a? She mentioned the role of the GCC in its efforts to move towards a ceasefire. Can she give us any information about whether the Arab League has made any statements about the current position?

No, I am not in a position to answer the latter question but I will certainly take it up at the earliest opportunity when I leave the Chamber. I will also update the noble Baroness about the Arab League, and I thank her for that point.

With regard to the security of British citizens, all efforts are being made to secure the safety of those who have needed to remain within the embassy at Sana’a. When the ambassador wrote an article last year about her experiences there, she made it very clear to all of us that, in her words:

“The Al Qaeda cell in Yemen is a real threat to the UK’s security. They are the reason you can only take limited liquids on board a plane and why you have to remove your shoes … at security”.

These are brave people doing tough work. If anybody can aid the Yemenis in getting back on to the right track, they will.

My Lords, this Government have already reformed the process of the European arrest warrant. It is different from that which this House passed in 2004. The Government are strongly of the opinion that further reform is necessary across all aspects of EU activity to make it more flexible, competitive and democratically accountable.

My Lords, will the Minister reflect a moment longer on the Answer she gave to the noble Lord, Lord Maclennan of Rogart, about the idea of a convention, which was echoed to some extent by the noble Lord, Lord Howell of Guildford? It is not just a question of Heads of Government making decisions; it is a question of Heads of Government being able to convince their Parliaments about what is necessary in a reformed Europe. To do that, we need a wider coming together of the various political groupings in Europe. I think the noble Lord, Lord Maclennan of Rogart, is on to something and I ask the Minister to reflect again on that.

My Lords, I agree that the European Union needs to be more democratically accountable, and any changes within the European Union should therefore involve the participation of national Parliaments. There is much that can be done to ensure that national Parliaments have a stronger role to play. We now have a new Commission and a new head of the Commission, and there are prospects for a very constructive discussion about how we take these matters forward. In the first instance, it takes leadership and that is what the various Governments throughout Europe are showing now.

My Lords, I certainly will. In the Statement I have made a series of statements about what we hope to do with regard to our own security and changes that will be made, and the issue that my noble friend raises is one of those. I know that the Home Secretary has already started negotiations, both within the coalition and elsewhere, and as soon as we are in a position to be able to make clear what steps we may take, obviously I will be in a position to assist the House.

My Lords, I, too, welcome the Statement, following the Foreign Secretary’s visit. It was, however, a very grim Statement. It is appalling that up to 30% of Iraq’s populated territory could now be under ISIL control.

I return to the point made by my noble friend Lord Robertson. The Statement is unequivocal on two points: first, in relation to Syria, it says that the UK strongly supports air strikes, and, secondly, it acknowledges that ISIL is already a major threat to us here at home. Given those unequivocal points, do she and other Ministers anticipate returning to Parliament within the next few weeks on the issue of joining the air strikes on Syria?

My Lords, if I were to give such an undertaking, I would be undermining the work of our Armed Forces, the Peshmerga and the moderates who are fighting against the evil there because I would be making an assumption that further intervention of that nature was necessary, and necessary in a particular timescale, so I shall be overcautious and not do that. But I can say to the noble Baroness that my right honourable friends the Foreign Secretary, the Defence Secretary and the Secretary for International Development, together with the Prime Minister and those who meet in COBRA, are considering these matters almost daily. The noble Baroness has had a distinguished career herself as a Minister at the Ministry of Defence, and she will know that COBRA will look at every single nuance every time it meets, which appears to be almost every day. So we will be watching to see how this develops. However, it is not a matter of saying what we can do in one week, one month or even one year; it is going to be a very long haul, and the difficulty for all of us here in Parliament will be to ensure that we continue to engage the support of the British people in this long haul.
