Lords ChamberMy Lords, as I have said, we are deeply concerned by the unfolding humanitarian catastrophe. The figures that the UN estimates are heartbreaking. We must do all we can in international fora to bring this issue to the table, while continuing our diplomatic work. Regarding 0.7%, to me it is a source of great pride that the United Kingdom has been a development superpower and contributes so much to the world. Our support and leadership on development has saved and changed millions of lives; noble Lords can see that in the work and progress we have seen in Ethiopia.
My Lords, I welcome the Minister’s comments on 0.7% and certainly hope that we will not see that budget cut to fund bombs and bullets in the defence budget. The Minister has recognised the dangers of the war spreading beyond Ethiopia’s borders. Can she therefore tell the House whether the Government have been in communication with the Eritrean Government to commend their restraint following the TPLF rocket attack on Asmara, and to urge them to continue to avoid responding to provocations?
My Lords, we continue to engage with our partners in Ethiopia and across the regions. On Eritrea specifically, we continue to track the situation, raise our concerns about the deaths of civilians and raise the importance of respect for human rights in meetings with regional leaders.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the effectiveness of their policy in respect of Zimbabwe.
My Lords, sadly we have not seen sufficient progress towards the economic and political reforms that the Government themselves set out. The onus must be on the Zimbabwean Government to deliver that progress. Our policy remains to support the people of Zimbabwe in moving towards a more democratic, stable and prosperous country.
My Lords, do the Government recognise that, if we continue with our current policy, we will see the same results—injustice and repression continuing to be visited on the Zimbabwean people by their Government, a growing humanitarian crisis and the need for ever-increasing amounts of emergency aid to prevent starvation? So will the Minister consider convening a round table of experts to develop a more strategic political and economic approach, including looking at how a post-Covid Marshall plan for the region, accessible to countries that met specified governance and rule-of-law standards, could stimulate both economic recovery and democratic renewal in Zimbabwe and further afield?
My Lords, as I said, we have not seen the progress that we want and, like the noble Lord, we want to see both economic recovery and democratic renewal. So I am very happy to meet with the noble Lord to discuss that idea and to help bring that about.

Lords ChamberThe noble Baroness refers to the situation of women in Sudan. We welcome some of the recent reforms that will support women in Sudan. Gender inequality of course plays a significant role in food security and the nutrition status of individuals. Entrenched sociocultural norms and practices are placing women and girls at greater risk. We are working with the World Food Programme and others to ensure that we are targeting vulnerable groups, including women and girls, as the response continues and as we help to increase food productivity and the diversification of crops and livestock for women farmers.
Does the Minister agree that growing food insecurity in Ethiopia, compounded by Covid-19 and the ongoing locust infestation, is placing further strain on an already fragile political situation? What support are the Government providing to relieve these added pressures and to help ensure that Prime Minister Abiy’s reform process is successful?
I agree with the noble Lord that the humanitarian context in Ethiopia is increasingly complex and of concern. The UK supports a safety-net programme to deliver food and small cash transfers to 8 million people in Ethiopia, and we continue to support the welcome reforms, which include supporting the independent electoral board, organised free and fair elections, and the consultations with civil society and media. We are reviewing the impact of the recent political insecurity on these reforms.

Lords ChamberMy Lords, DfID is rapidly adapting its bilateral programmes across Africa to help counter the health, humanitarian and economic impacts of Covid-19 in support of the most vulnerable and poorest people. We have provided health experts to give direct support to African countries, and we have made significant contributions to the multilateral response. UK aid is also supporting a team at the WHO’s office in Brazzaville, to co-ordinate the regional response.
My Lords, I commend the Minister and her department for the rapid deployment of financial support to the continent. As she will be aware, the gravest health risks facing African people may well arise from the economic impacts, rather than the disease impacts, of Covid, leading to a reduction in resources available for health services, spiralling hunger and an increase in other fatal diseases such as measles, polio and malaria. Can the Minister therefore tell the House what planning DfID is undertaking to ensure a co-ordinated and long-term approach to supporting and reviving African economies as they emerge from the immediate crisis?
I agree with the noble Lord that the gravest health risks may come from the economic impacts. The UK is at the forefront of efforts to protect African economies. We are encouraging international financial institutions, UN agencies and others to co-ordinate to make funds available as quickly as possible. We have committed up to £150 million to the International Monetary Fund to help vulnerable countries meet debt repayments. In the longer term, we are providing technical assistance and capacity building to help support the African Union’s African continental free trade area, which offers the opportunity to kick-start regional trade and support the economic bounce back.
