My Lords, I will speak in the gap, if I may. I would like to congratulate the noble Baroness, Lady Shawcross-Wolfson, on her maiden speech. I look forward to her future contributions, particularly with her policy background. I also want to thank the noble Baroness, Lady Bryan, for her service to this House.

I support the regret amendment in the name of the noble Baroness, Lady Bennett, and I have key three key points to add to this evening’s Second Reading of the Universal Credit Bill. First, on Wales, the Joseph Rowntree Foundation calculates that there are almost 900,000 disabled people in Wales—around 30% of the population—with 26% of working-age adults self-reporting as being disabled. The DWP’s own Green Paper evidence pack shows that Wales will be disproportionately affected by any changes to welfare. It shows that 14.7% of the working-age population are on disability and incapacity benefits, the highest in the UK, while 20.4% of working-age people and 26.9% of working-age households in Wales receive universal credit. The Bill has also been highlighted by the First Minister of Wales as having a disproportionate effect on Wales. Will the Minister share with us what specific attention the UK Government have given to these disproportionate effects, and what discussions His Majesty’s Government will be having with the Welsh Government on the effect of this Bill?

My second point is that we already have a two-tier benefit system, and this Bill, as so eloquently pressed by other speakers, will worsen that. What I mean by that is that the two tiers already in existence are in relation to age. I will illustrate this briefly. Universal credit rates are 20% less if you are under 25, and the housing cost elements can be 45% less for those under 35 in some areas. There is a presumption here that all young people have parents or family members to support them, which is not the case. Practically speaking, the cost of food and bills is not, shockingly, cheaper for those who are, say, 24 years old compared to someone over 25. I ask the Minister: are those age rates something that will be addressed in the future? The noble Baroness, Lady Browning, also raised real concerns in relation to the gap in the welfare system for those with lifelong disabilities who are under the age of 22.

Finally, as a former unpaid carer, I would just like to add my voice to the calls for further clarity for unpaid carers under this new system.

My Lords, the aim of our youth guarantee is to go further than that. We want every young person to be guaranteed to get either high-quality training, an apprenticeship or a job, or the support to get into one of those places. There are many young people for whom an apprenticeship is absolutely the right thing; there are others for whom more training is necessary, and others for whom a job is the right way forward. That is what we want: at that age, that is the choice that people should have. They should be earning or learning, and a job, an apprenticeship or education is the way forward.

My Lords, I welcome this White Paper, especially the emphasis on supporting young people into work and recognising that there are lots of different pathways that are suitable for people. It is difficult to distinguish what parts are relevant to Wales. There is reference in the White Paper to the trailblazer in Wales, so can the Minister clarify how this will work and where in Wales it will be?

I share this: I have a grid that tells me which bits are devolved and which are not in different parts, because I struggle to keep track of it. The noble Baroness probably knows much more about this than I do, for which I pay tribute. Essentially, in Wales, as she will know, health is devolved; employment support, including youth, skills and training, is devolved; careers are devolved; and welfare reform is reserved. We are going to work with the Welsh Government; for example, there is already a youth guarantee in Wales, as I am sure she is aware. Some of the principles in our White Paper go with the grain of work that has already begun in Wales and we will work with the Welsh Government on a Wales-based trailblazer and to figure out how best we can join up with what they are already doing, where the gaps are and how we can learn together. It will be very much a partnership question. In Scotland, it is slightly different again—not that she asked about Scotland—because different parts are devolved. In Northern Ireland, it is pretty much all transferred. We have already begun speaking to officials in all the devolved Administrations with a view to taking this forward.

My Lords, as I said, the child poverty task force has already started urgent work to address this, and it will publish a child poverty strategy in the spring. Given that the Government have not been in place for very long, looking across the whole of government to produce a strategy by spring reflects a real sense of urgency.

My Lords, in Wales children are more likely to be living in poverty than those in other age groups. Will the Minister tell us what tangible steps the two Labour Governments will take to eradicate child poverty in Wales?

I thank the noble Baroness for that question. I know that the Welsh Government take these matters very seriously. To make it clear, from the UK position the task force will work closely with the devolved Administrations. In fact, I can reassure her that the co-chairs of the task force have already written to the First Ministers to ensure that the strategy represents the interests of communities across the UK.

Indeed. I think I have made it clear already that we need to be fair. We need to balance carefully our duty to the taxpayer to recover the overpayments with safeguards in place to manage the repayments fairly. I am the first to say that some carers are among the most vulnerable people in society. Where they have got themselves into difficulty and gone over the limits, it is their duty to tell us and we have an important job to do in these situations to help them with their repayments. We have made some very good progress on that, but I have made the point that in terms of communications there is more to be done.

My Lords, I myself was a young carer for my late father and I understand how such additional responsibilities can limit your options for a stable income. Does the Minister acknowledge that unpaid carers are disproportionately affected by poverty? Will he explore longer-term solutions to bring more unpaid carers out of poverty, such as reforming the much-needed carer’s allowance?

The noble Baroness makes a very good point. Each carer has his or her own responsibilities, some of which are very great, involving permanent lack of sleep. However, it is very important that, if they can, they should lead for themselves fulfilling and rewarding lives. That is why we have a number of initiatives to encourage carers to do some work. We think that it is good for them, and they acknowledge that. Clearly, this is a very important part of what we do in our department.

The noble Lord makes a good point. The Government and local authorities should work in tandem, particularly in relation to care leavers who may have married young; I think that is the implication of his question. Local authority children’s and housing services should and do work together to ensure a range of suitable, move-on options, including for accommodation, because housing is often one of the key factors. Personal advisers should help young people to plan—particularly those who might be married—and agree which option is best to see them forward. This includes paying for items such as nappies.

My Lords, would the Minister not agree that the price of rent and food was similar for those aged 25 and those aged 24? Will the Government review this policy, which is not fair to young people?

In my opening Answer, I already alluded to what we might or might not do about that. In addition to the £250 million help that we give to care leavers, there is much cross-government support. For example, the Second Chance Learning scheme supports care leavers between the ages of 18 and 21 who wish to catch up on their education, particularly secondary education. I have already mentioned housing. There is an exemption from the shared accommodation rate—the SAR. Importantly, we are improving the transition from local authority support to DWP benefits, so that those who are not able to find a job immediately can be transitioned quickly on to the universal credit system; that was alluded to in a previous question. I do not think that the noble Baroness should be shaking her head; these are genuine issues.
