My Lords, I start off by being chastised. I thank the noble Baroness, Lady Shields, for moving today’s debate. It is heartening to see that there are contributors from across the House, because we can solve these really difficult questions only if we work together.

Many women around the world will have had the freedom and the wherewithal to celebrate International Women’s Day yesterday by organising local events, social occasions or demonstrations and protests. We are lucky in this country that if we so wish we can do any of those things. However, many women will not have had those opportunities. Either their home countries will have strict social rules about the way women are expected to behave—many not allowing women to be out in public without a male escort—or any questioning of their Government’s policies or programmes will be seen as heresy and protesting as too dangerous. Then there are the women who are just too poor to be able to assemble for an objection or even to raise their heads. To be a poor woman in many parts of the world is to be dirt poor with no hope, no personal space and no rights. That is why we, who are by comparison so hugely privileged, must shout out for those women who cannot shout for themselves.

I am pleased that our Government have continued to commit 0.7% of national output to overseas aid and I would welcome the reiteration of that commitment from the Minister today. It is right that solid procedures must be in place to ensure this money is wisely and well spent. However, I am disturbed by the negative tone taken by the current Secretary of State for the department and I hope we can be reassured today that the right honourable Mrs Priti Patel is as committed to this work as we would like her to be.

Next week the 61st session of the United Nations Commission on the Status of Women will commence at the UN headquarters in New York. This year’s main theme will be women’s economic empowerment in a changing world of work. I have long believed that access to employment is the key to women’s equality. To have your own money in your own pocket is a major step towards independence and dignity. Key to achieving this status is the role of education and while the impact of goal 4 of the sustainable development goals has been remarkable, 57 million children globally are still not in school, over 50% of whom are girls. Poor families are much more likely to keep girls at home, either to help run the home or because limited money is always prioritised for boys.

While major programmes such as the SDGs are essential, local work is key. I am currently working to link up a charity in which I am involved with the work of an NGO called the Book Bus, which operates in a couple of African countries. It tours villages with a book bus and helpers, providing books and teaching children to read. Breaking down nervousness at the role of outsiders and persuading parents and whole families that children’s learning is key to all of their futures needs slow but respectful confidence building.

Equally, the local approach is essential in building the confidence of women and the support of men to encourage and enable women to participate in local life—generally an essential first step on the public activity ladder. It is a proven point that decisions made by both women and men generally lead to the most sustainable and effective outcomes. UN Resolution 1325, which requires the voices of women in peacebuilding processes, was not introduced as a sop but because we know solutions made by mixed communities produce better results.

This is a subject about which we could talk all day. Much is being done to help women to achieve their potential and much more continues to need to be done. I conclude with a small piece of information from 100 years ago. On 23 February 1917 a protest on International Women’s Day led to 12 days of revolt in Petrograd, formerly St Petersburg. On 2 March, Tsar Nicholas II was forced to abdicate and the Russian revolution was on its way. As John Knox said back in the 16th century, beware “the Monstruous Regiment of Women”.

My Lords, I join other noble Lords in thanking the noble Baroness, Lady Deech, for bringing this report to the attention of House. I also thank those members of the committee who worked on producing the report. It is a thorough, excellent piece of work. I hope the Government are prepared to take seriously the recommendations in it.

The report comments on the Government’s preference for progress over process. Largely, I agree with it, but it has to be understood that hindrances to the ability of any of the protected groups covered by the 2010 Act to access services which the rest of us take for granted are almost always systemic. Recommendations within the report regarding greater co-operation across departments, giving more seniority and clout to the responsible Minister and taking note and acting upon which bits of legislation are or are not working well should be music to the ears of the Government because those changes do not generally cost any money but could make a world of difference to those who need the services. Having said that, nothing much else in life is for nothing. There are two areas of concern that I want to raise, both of which come down to what I and many others see as likely damage to the service that can be provided by the Equality and Human Rights Commission resulting from a lack of sufficient funding.

First, recommendation 10 in the report requests that the Equality Advisory and Support Service, known to everybody as the helpline, be brought back into the commission’s house. We know now that this will not happen because the Government Equalities Office has tendered the work out and the service will now be provided by G4S. The noble Baroness, Lady Deech, has already gone into this in great detail; she set out some of that company’s activities in recent years which have come to the attention of the public and the authorities and which do not put it in a good light. Commenting that giving this work to G4S may be a bit surprising could be described as a massive understatement. It does not have a reputation for a deep and clear understanding of the needs of vulnerable people.

It is worth pointing out, however, that there are a number of areas of concern contained under the 2010 Act for which the Equality and Human Rights Commission is responsible. A variety of people with different needs may well be calling the helpline, not just those with disabilities. I question whether members of the black and minority ethnic communities will feel confident or comfortable phoning G4S, given the company’s background in its treatment in many cases of people from those communities. How will the requirements of the service for a helpline be met by G4S? What training programmes have been put in place and have been required? What follow-through will G4S be expected to provide for callers with ongoing needs?

Secondly, there is the overall budget of the Equality and Human Rights Commission. The commission’s duties cannot be produced out of thin air. The continuing reduction in staff numbers and in money for planned projects will obviously have a major impact on staff morale and on the staff’s ability to deliver a service. It also sends a message to society at large regarding the seriousness with which the Government take this agenda. Does the Minister agree that the growing lack of public confidence in the likely success of the austerity agenda for the economy generally and for society in particular should lead to a rethink of the policy of continuing cuts to public service? I welcome the comment of the noble Lord, Lord McColl, that what is always referred to as red tape, as though it is always a blooming nuisance, is quite often the provision of work and service upon which people depend. The noble Lord’s comments focused largely on transport issues, which are hugely important. He called upon the need for various kinds of investment but also changes in attitude. The Government’s stingy attitude towards the funding and provision of equality services is hardly likely to enthuse others when it comes to positive thinking for this agenda.

Finally, the one recommendation in the report with which I do not agree is for a separate decision-making disability committee. That was the case when the Equality and Human Rights Commission was first established—a correct decision at that time, because dedicated work at a national level on disability was then very new. However, the commission has responsibility for issues relating to all protected groups, and it is my opinion, having been deputy chair of the commission for six years since its inception, that disability issues are likely to be much better served within the overall family structure of the commission as a whole.

To ask Her Majesty’s Government what action they will take to reduce the number of women killed by partners, ex-partners or family members and the incidence of domestic abuse.

My Lords, the Government are committed to tackling domestic abuse and have placed domestic homicide reviews on a statutory footing to ensure that local areas learn lessons from each and every one of them.

I thank the Minister for that reply, brief though it was—it took me slightly by surprise. For those in the Chamber who are not aware, today is the international day against violence towards women, hence the importance of the Questions on the Order Paper today. Since 28 October, when I put this Question down, eight more women will have lost their lives at the hands of a violent partner or ex-partner. Can the Minister tell the House, with some clarity and precision, just what the Government are doing to prevent this carnage and what specific training programmes police forces are required to undertake to recognise cries for help and spot dangerous situations? What measures are in place to ensure co-ordination across government departments?

The noble Baroness is absolutely right that, on this International Day for the Elimination of Violence against Women and girls, we should focus on this issue because every one of those deaths was in some way preventable. We have often found in these cases that incidents will have been happening over a consistent period of time, until the point of the fatal action, and that if there had been earlier interventions something could have been done. That is the reason for changing the police training on this. The Crown Prosecution Service has also changed its procedures. As a result, we are seeing domestic violence convictions at a record level. Referrals from police and prosecutions are also at a record level. Those results are all heading in the right direction but there is an awful lot more still to be done.

To ask Her Majesty’s Government when the outcome of the cross-Whitehall consultation commissioned by the Home Secretary on the Council of Europe convention on preventing and combating violence against women and domestic violence will be made available to the House.

My Lords, the cross-Whitehall consultation identified a number of issues requiring further consideration before a final decision can be made on whether to sign the convention. As part of this further consideration, the Home Office launched a public consultation on 12 December last year on whether to create a new criminal offence of forced marriage. The consultation ends on 30 March.

I thank the Minister for that reply. Given the importance that the Government give to tackling violence against women and their view that it is essential that the UK takes a strong lead on the issue internationally, can he advise the House of the timetable for signing the convention, which would both indicate their commitment to this issue and give a lead to other Council of Europe member states—18 of which have now signed up to the convention?

My Lords, I cannot take the noble Baroness much further than saying that the consultation on forced marriage will end on 30 March. We will obviously have to respond after that and consider—as the Prime Minister made quite clear last year—whether forced marriage should become a criminal offence in itself. However, we also have to look at other issues, particularly whether extra-territorial jurisdiction should be extended. There are very real problems in that area. The simple fact is that we can only sign up to the convention as a whole—we cannot sign up to it in part. Until we can get decisions on all parts of it, we will not be in a position to sign up. However, I make it quite clear to the noble Baroness that we broadly support the intention behind the convention.
