My Lords, following on from what the Minister has just said, perhaps I may be allowed to put a drafting point to the noble Baroness, Lady Northover. Her amendments state, “recognised as a refugee”. Might it not be better to say, “claiming to be a refugee”? That is because the process of obtaining recognition can often take a very long time and, in certain circumstances, it is just not obtainable. I would favour a wider wording.

I thank the noble Lord for his suggestion. This was my thought when reading the Bill —it did not come at the request of any of the NGOs, so they might be slightly surprised that discussion of this is included in what we are covering, which indeed came from them.

I was thinking not about the general exceptions that the Minister talked about, or of NGOs’ work, but about the example of a group fleeing Syria. What protection would they have if there was a sanctions regime that would otherwise have included the means by which they escaped from that regime? That is what I was probing for. Perhaps the Minister could go away and consider a more thorough answer on how that is dealt with. I would appreciate that. In the meantime, I beg leave to withdraw the amendment.

To ask Her Majesty’s Government what measures they and the host states are planning to prevent Syrian refugees becoming permanent residents in those states.

My Lords. The UK continues to call for a negotiated political transition in Syria as the only way to end the conflict and allow refugees to return home in safety. We have pledged £800 million in response to the crisis and we are working closely with host countries to support refugees in the region.

I thank the noble Baroness for her reply. The whole House will know very well that many Palestinians are still stuck in the camps to which they moved in the late 1940s. Given the low capacity for absorbing Syrians into the neighbouring states, do the Government agree that maximum family reunion for Syrians, both in Europe and elsewhere, together with permanent resettlement in those countries that are open for immigration, is the best way forward?

Where an individual is accepted under the vulnerable persons scheme in the United Kingdom and is part of a family, we are already bringing the family with them as a unit to the United Kingdom. Those granted asylum status are also eligible for family reunion. Clearly, decisions by other countries depend on their own rules. The noble Lord is absolutely right to point to the huge problem in the region. That is why we have committed £800 million to help support the refugees in the region and, in particular, those countries that are hosts to them.

I can give all those assurances. We are a leading contributor, as my noble friend rightly points out. We also encourage other nations, both at the Kuwait pledging conference and at the UN General Assembly, to bring forward their own contributions, helping to raise $3.3 billion. However, he is right about the scale of this crisis. We continue to play our part internationally.

My Lords, almost three years after the start of fighting in Syria, and given that a political solution is a long way off, is it not clear that resettlement in third countries outside the region will be necessary? Will Her Majesty’s Government therefore consult the International Organization for Migration on this very point?

A political solution has to be the way forward, given the population of some 22 million in Syria. At the moment, 12.2 million people within Syria require assistance. It is critical to try to take forward a political solution, and we are working internationally on this. The UN is working on it. There are conferences further down the track. It is extremely important that that is addressed.

It is worth bearing in mind that, as I said, we urge restraint on both sides. In that conflict, 71 Israelis lost their lives and 2,131 Palestinians were killed. It is extremely important that we move forward into a proper peace process.

My Lords, am I correct in understanding that Turkey has offered a ship with sufficient generating capacity to supply electricity to the whole of the Gaza Strip for six months? If that is correct, will the Government ensure that the offer is accepted and the thing is made use of?

I do not know the details of that but I will write to the noble Lord. I know that we are gravely concerned about Gaza’s fuel and energy situation.

My Lords, are non-recognised entities in the former Soviet Union and other special areas such as the Gaza Strip or ethnic minority regions of such countries as Burma and many others receiving their fair share of aid and technical assistance?

I may need to write to the noble Lord with details but I assure him that, as I think he knows, a great deal of United Kingdom assistance goes to support the people in Gaza.

We call on all parties to improve their co-ordination. Israel, too, needs to provide uninterrupted access for medical supplies, personnel and patients in and out of Gaza.

My Lords, the noble Baroness has virtually agreed that we are facing a public health disaster. Can she say how soon that will happen if things just drift on as they are at present? When will UNRWA be able to build the schools and houses for which it has both plans and funds?

At the current rate of depletion, the Gaza aquifer will become unusable by 2016 and the damage will be irreversible by 2020. We are urging Israel to allow supplies to come in through the crossings so that the damage that has been done can be rectified.
