As the right hon. Lady will know, we want to make sure that all EU citizens who are here know exactly how the process works for them to stay. We want them all to stay and we want to make the scheme that I have just set out as easy and accessible as possible. As with any scheme, there will need to be a cut-off period at some point, not least because this is about protecting the rights of EU citizens so that as we end freedom of movement there is no possibility that we can have another Windrush-type situation, which she knows was created by successive Governments not properly documenting a change in immigration status for people who were already here. It is important that we get this right. In terms of a cut-off, we will take a proportionate and sensible approach.

A whisper may have reached the Home Secretary that my hon. Friend the Member for South Leicestershire (Alberto Costa) is going to propose an amendment on Wednesday calling for a joint UK-EU commitment to adopt part two of the draft withdrawal agreement as soon as possible. May I invite the Home Secretary to indicate, for the very reasons he has just set out, that the Government are supportive of that position?

I have been very clear, and I am very happy to say so again to my right hon. Friend, that we want to make sure we are doing everything we can to guarantee the rights of EU citizens who are here in the UK, whether there is deal or no deal. She refers to concerns raised by hon. Members, including my hon. Friend the Member for South Leicestershire. I welcome the interest of both him and my right hon. Friend. I would be happy to meet them to discuss it further.

We all want more affordable homes, including of course in our capital city, and that is why over £3 billion was given to London for affordable housing in the spring Budget. It was the biggest ever settlement, and it was welcomed by the Mayor. Yet despite that, we have seen a fall in affordable housing delivery under Sadiq Khan. That is not acceptable: he needs to do much better.

T7. My hon. Friend the Member for Charnwood (Edward Argar) has already raised the issue of fairer funding for Leicestershire County Council. The county council is broadly supportive of the Government’s consultation, but does the Minister agree that the overall funding formula needs to be looked at in detail, because if the baseline is not addressed Leicestershire will still be falling behind other county councils?

I very much agree with my right hon. Friend, and Leicestershire in particular has done much work on this, which will certainly feed into the consultation on fairer funding that is closing today. My hon. Friend the Minister for Housing recently met with Leicestershire and I would be very happy to meet my right hon. Friend to discuss this further.

The Secretary of State will be aware of the concerns expressed by the leader of Leicestershire County Council about the letter he received about money going back to the NHS, rather than sticking with the social care authority, and about delayed transfers of care. Will he comment on that and on discussions he has had with his colleague the Secretary of State for Health?

My right hon. Friend is right to raise that. Delayed transfers of care are a shared endeavour between councils and the NHS. There has been good progress in Leicestershire, especially from using the better care fund, and this is a good opportunity to commend Leicestershire on its improving DTOC position.

We have removed central targets by scrapping the policing pledge and the public confidence target, and we will be abolishing the assessment of policing and community safety. We are also working with Her Majesty’s inspectorate of constabulary to develop new, light-touch monitoring arrangements for police forces that will allow us to focus on performance, at the same time as reducing the inspection burden.
