Gentleman is right that having good broadband and good mobile connectivity is important for all of us, but particularly for our small and medium-sized businesses, many of which are run from rural, even residential, premises and need that connectivity to be fast and reliable, and not, as he says, to fade in and out. I hope he will welcome the fact that at the moment the coverage of all four operators is 78% in Northern Ireland, but once the shared rural network programme has taken effect, which we very much hope it will and as it is expected to, it will reach 91% of Northern Ireland.
I regularly survey my constituents in Brigg and Goole and the Isle of Axholme on this and produce a network by network, geographically located report. EE has been very good in responding to those surveys. A new mast in Broughton will come online on 5 November as a result of that, and changes are also being made to a mast in Reedness, so there is some good news. However, it is clear from my surveying of constituents that the maps provided by the networks do not have a great deal of reality compared with what my constituents are experiencing. May I urge the Secretary of State to look at that? Will she also look at local authorities offering up their facilities? One of my local authorities, North Lincolnshire Council, did that, but not a single one of the networks took it up on that offer.
My hon. Friend makes a good point about maps. That is really important. Now that the mobile network operators are working together, it will hopefully be easier to get that information so that our constituents will be able to see the progress that is being made. He talks encouragingly about the two masts and the changes already happening in his constituency. In relation to local authorities, we are working with the Cabinet Office and having conversations to make sure that local authority infrastructure such as hospitals and schools can also be used to increase and improve connectivity in these communities.

Commons ChamberI am going to make progress now, because a great many Members wish to speak in the debate.
As I have said, the academies programme reflects our core Conservative belief that public services should be run by front-line professionals. That means heads, teachers and governors running our schools. International evidence shows that autonomy of schools is linked to improved performance, and that an autonomous system must include strong school leadership and accountability. Academic studies show that, for instance,
“test scores are higher when schools manage their own budgets and recruit and select their own teachers”.
Schools do not have to follow a single way of doing things. Each school can develop a different approach that works for its pupils. Academies are better for teachers because they have greater freedom to innovate, and heads can reward them for their excellence. That freedom means that they can set pay, which enables them to attract and retain good teachers. Academies are better for pupils because it is easier for teachers to share best practice and take advantage of new opportunities, and for Governments to intervene if any evidence is found that schools are failing.
As we have said before, we want parents to be more involved in their children’s education, not less. As the Prime Minister said earlier, we are not suggesting, and have never suggested, that parents should no longer sit on governing bodies. We support the idea of parents being school governors. Many already play a valuable role in governance, and parents will always be encouraged to become governors or trustees.
However, there are other ways in which parents can be involved. For instance, the Flying High Trust in Nottinghamshire has a local governing body for each of its academies, with three elected parent representatives who receive not only an induction, but ongoing development so they can be really clear about their role in ensuring that the schools continue to be linked to the communities that they serve. We will also introduce more regular surveys of parental satisfaction, and display the results alongside examination results.
One issue that has not been addressed so far is the lack of intervention by some local authorities in schools that are failing or coasting. There are 42 local authorities that have not appointed an interim executive board since 2006, and 45 that have not issued warning notices since 2009.
I am pleased that this is such a popular intervention.
My right hon. Friend has just referred to the role of local authorities. Some authorities have clearly frustrated the academy process, but that has not been the case in North Lincolnshire. May I commend to my right hon. Friend the model of educational standards boards that we have established there? Even post-academisation, the local authority accepts that these children are our children and we have an ongoing responsibility for them. The authority has concerns about a forced academisation programme, as indeed it should, but will my right hon. Friend look closely at a system that accepts that these children are our children whatever school they are at?

Commons ChamberIn going around talking to organisations and schools across the country, I have found that it is not so much a matter of financial issues as of the lack of contacts. That is what the company is all about—brokering links between employers and businesses and schools. Yes, I am absolutely confident that this will make a difference. It is part of the careers landscape and I welcome the hon. Lady’s support.
I cannot claim to be the daughter of a skilled worker, as the hon. Member for Lewisham East (Heidi Alexander) did, but I can claim to be the son of a skilled manual worker and to be someone who attended a pretty bog standard and quite poor comprehensive school. Is not the truth that poor-performing comprehensives cannot possibly offer the sort of links to employers that posh private schools, such as those attended by various Members, can? How will this announcement ensure that those who attend what have been called “bog standard” comprehensives get access to proper workplace experience?
I know that my hon. Friend had direct teaching experience in colleges before he came here. Returning to my previous answer, we know that the good links, as my hon. Friend says, happen in some schools in some parts of the country. What this company will do through a network of enterprise and employment advisers is to make sure that the links between schools and businesses and employers happen right across the country. Some schools are very fortunate in having a large successful company down the road that offers an excellent scheme, but many schools are not in that position. Yet there are some fantastic businesses out there, often perhaps in the supply chain or in the service sector, looking for the next great generation of employees—and I am absolutely convinced that they are in the schools that my hon. Friend mentions.
