Commons ChamberThe principle that we want to base all these decisions on is that service changes should be based on clear evidence and led by local clinicians who best understand the local healthcare needs. I understand that Calderdale and Kirklees Councils have referred the proposed changes to my right hon. Friend the Health Secretary, and I know he will be considering the issues very carefully, and will be coming to a decision in due course.
Next year is the centenary of the first woman Member of Parliament. Will my right hon. Friend tell us what leadership and encouragement to the women and girls in his constituency to take part in public life the hon. Member for Sheffield, Hallam (Jared O'Mara) has shown in his remarks?

Commons ChamberThe premise of the right hon. Gentleman’s question is false. He seems to be suggesting that the purpose of the Government’s negotiations is to, somehow, engineer a no-deal scenario; it is not. In terms of our future relationship with the European Union, we are working towards a deal and a good, deep and special partnership that covers both trade and security.
May I follow that up? The tenor of the Prime Minister’s negotiations last week and of her statement in the House today is very much, as she says, to seek a creative and pragmatic approach to a new, deep and special partnership. “Partnership” is the key word, is it not, because no partnership would be possible without dialogue within this House, with our European neighbours, with our fellow member states and within the Cabinet? Will she assure us that those talks will continue and that she will not listen to those, unfortunately sometimes on these Benches, who want talks to stop and us to go on to WTO rules?
I can assure my right hon. Friend that the negotiations are continuing. As I have said, we want to ensure, as we are doing, that we work towards getting a good deal. The purpose of my Florence speech was to set out a vision for that deep and special partnership in the future, and it is that partnership that the Government are working towards.

Q4. Thank you very much, Mr Speaker. I know that the Prime Minister and her Ministers, and many other Members of this House, are committed to better mental health care for everyone. I am a founder of the Loughborough Wellbeing Project, and I recently visited the CAMHS––child and adolescent mental health services—eating disorder service in Leicester. As a result of this Government’s careful financial management, £1.4 billion more is going into mental health services. How can the Prime Minister ensure that that money is getting to frontline NHS services consistently?
First, let me commend my right hon. Friend on the work she has done in setting up the Loughborough Wellbeing Project, and I am happy to join her in paying tribute to the work of the eating disorders service in Leicester. As she says, it does incredibly important work, and we must do more to transform the mental health services that we provide for young people and mental health in general. That is why, as she says, we are putting more money into mental health, and our spending on mental health reached a record £11.6 billion last year. We do need to make sure that that funding gets through to frontline services. One example of that is the work we are doing to ensure that teachers and staff in schools are trained to better identify and better deal with mental health problems when they are present in children. I saw that when I visited Orchard School in Bristol last week, where excellent work is being done, really improving the quality of services for young people with mental health problems.

Commons ChamberI say to the hon. Gentleman that we will be publishing a White Paper on the great repeal Bill tomorrow, which will make it clearer how we are going to transpose not just the acquis, but relevant judgments of the European Court of Justice. I am very well aware of this and this Government have taken the very clear position that we do not think the European charter of fundamental human rights is applicable.
In her letter to President Tusk, the Prime Minister, as she did in January, said:
“We are leaving the European Union, but we are not leaving Europe”.
She will know that 16.1 million people voted to do neither last June, but the result is as it is and needs to be honoured. Will my right hon. Friend say how she will keep this Parliament fully engaged throughout the process, and will she do her utmost to secure a trade deal that we can all support rather than listening to the siren voices that seem to think no deal is a good option?
I am very happy to give my right hon. Friend that assurance. I want to secure a really good trade deal with the European Union for the United Kingdom. I also want us to be able to secure trade deals with countries around the rest of the world, but we want to ensure—we start off from a good position, because we are of course operating under the same rules and regulations as the European Union—that we get a really good trade deal with the EU.
There will be significant opportunities for this House and this Parliament to consider the issues as we go through the next two years. Of course, the great repeal Bill itself will be a matter for debate and consideration in this House. There will also be some subsequent pieces of legislation that are required as a result of the decision to leave the European Union which will come before this House. We will make every effort to keep this House informed as we go through that. I have always said that we will be clear and will provide clarity where we are able to do so.

Commons ChamberThe issue of housing in the London Borough of Merton is one that the hon. Lady and I worked on many years ago when we were on the borough’s housing committee together. I recognise that she has raised a concern about a particular constituent. Obviously I will not comment on that individual case, but I will say is that it is important that, overall, the Government are dealing with the issue of homelessness. We are ensuring that we are building more homes and giving more support to people to get into their own homes, but this will take time as we make sure that those properties are available and that we maintain our record of providing housing support across all types of housing in this country.
As the Prime Minister has already said, it must be right that the same pupils with the same characteristics should attract the same amount of money. The unfairness in the system was not challenged for 13 years under Labour. Yes, there might need to be changes to the current draft formula, but I hope that she will commit to fulfilling our manifesto promise to make school funding fairer. I think she would agree that if the Labour Government had carried on in office, their spending plans would have led to what has happened in Greece and Spain, where not just hundreds but tens of thousands of teachers have had to be fired.
My right hon. Friend is right. As I said earlier, the issue of the funding formula for schools was ducked for too long—it was certainly ducked by the last Labour Government. We have started to address it: we have been looking at the formula, and we have brought forward a proposal. We will look at the consultation responses and respond in due course. She is also absolutely right about the Labour party. Its education policies would mean fewer opportunities in schools, and its economic policy would mean less funding for schools.

Commons ChamberI thank the hon. Lady for raising this issue with me. I recognise what she says. Those who have left domestic violence to seek a new life may be seen as some of the most vulnerable in society, but I believe that they are also some of the bravest. As I said, today I can announce that the Government will look closely at representations from Women’s Aid and other domestic violence charities. I am happy to meet the hon. Lady, since we are determined that no one should be denied the opportunity to vote.
I warmly welcome the Minister to his position. He will find that his letter is a reply to one I wrote on this topic when I was Minister for Women and Equalities. I warmly welcome what he has said, but he could speed things up by adding domestic violence protection orders and domestic violence protection notices to the list of evidence needed. I urge him to do that speedily.
I appreciated receiving my right hon. Friend’s letter. It was one of the first things in my inbox that I was determined to act on straightaway. The situation is slightly more complex, because changing the regulations would require a change to the Political Parties, Elections and Referendums Act 2000, but the Government will review all aspects of the policy.

Commons ChamberWe know that the charity advice sector is under a lot of pressure; that is why we found the money for a £20 million fund to provide immediate support for the most vulnerable organisations and why we are undertaking a serious review of the longer-term issues facing the sector. We will be announcing the findings of that review later in the spring, so the hon. Gentleman may not have to wait very long.
Will the Minister join me in congratulating the work of bodies such as Voluntary Action Leicestershire, which are advising the voluntary and community sector so well in Leicestershire, including my constituency of Loughborough, on how to find alternative funding models and how to do things differently given the changed funding environment?
I am certainly happy to do that. Such organisations play an essential role in providing support for front-line organisations. That is why we have found £30 million of funding to support organisations as they improve those services for the front line through the transforming local infrastructure fund.

Commons ChamberOn trade justice with the poorest countries in the world, the EU has quite a good record on giving those countries duty-free access to our markets under the “Everything but Arms” agreements. Where we should make more progress is, for example, on the free trade agreement with Korea, which is worth up to £0.5 billion to the British economy. There are opportunities for many more free trade agreements, which include all sorts of different stipulations but could make us more prosperous here at home, too.
Does the Prime Minister agree that the lack of support shown by the Leader of the Opposition and Labour Members for the measures on growth taken at the EU Council show a real lack of respect and support for the manufacturing and small business sector both in my constituency and in those of all other Members?
My hon. Friend makes an important point. To be fair to the last Government, they spent quite a lot of time trying to push issues like the energy single market and the digital single market, so one would have thought that there would be some sort of welcome for the progress that has been made. Instead, we got absolutely nothing from the Opposition and a complete silence on whether they would have signed up to what they think was the important bit of the European Council—the signing of the treaty. If they think it is so important, they should be able to say whether they would have signed it.

Commons ChamberThe reports produced by my hon. Friend’s Committee are my regular reading, and I enjoy them enormously. I commend the Committee’s work, especially its conclusions on Government ICT. I also commend the work of the Public Accounts Committee, which has focused on the subject. I think that we are making progress, but I entirely accept my hon. Friend’s point: there is much, much more to be done. The previous Government left the taxpayer in hock to an oligopoly of ICT suppliers, and we intend to move on from that.
2. What criteria his Department uses to determine allocations made under the social action fund.
The social action fund exists to scale up projects that have proved their ability to inspire people to take social action. We recently announced the first investments for the fund, which are worth £9.4 million and have generated a further £9 million in match funding. We believe that those combined investments will generate more than 200,000 volunteering opportunities.
A registered charity in my constituency, Fourtwelve Ministries, which runs the Carpenter’s Arms residential rehabilitation centre and a food parcel handout service, was recently turned down for funding by the Social Investment Business, which administers the social action fund. One of the reasons given was that it was part of a Christian charity. Can the Minister assure me that the Government fully recognise the role played by Christian groups in delivering social action projects?
Yes, I can, but I should clarify one point. The charity was not turned down for the social action fund; it was turned down for another fund.
We all know from our constituencies that many churches and faith groups are very active in generating opportunities for people to become involved and give time to help others, and the social action fund is open to bids from faith groups that make social action possible. In the first round we invested in the Cathedral Archer Project, a Christian group in Sheffield that is enabling homeless people to volunteer to help other homeless people.

Commons ChamberMy hon. Friend is absolutely right that without the finance, SMEs cannot take part. I am delighted to be able to tell him that in the first half of the year, SME lending has almost lived up to the target set in the Merlin agreement for SMEs—it is within £1 billion—which is a major achievement.
T8. Does my hon. Friend agree that the promotion of youth organisations such as the Passion youth centre in Shepshed, which are often set up by churches, should be a cornerstone of the Government’s response to the riots over the summer?
I should certainly like to join my hon. Friend in congratulating the Passion youth centre and the local churches that support it. That seems to be an excellent example of the community pulling together to make better use of an old facility, which is exactly the type of thing that we are trying to encourage through the Localism Bill, Big Society Capital and the Community First grant programme.
