Lords ChamberMy Lords, multilateral organisations have strong controls in place on financial accountability and transparency. The UK, as a shareholder, has helped to shape these controls and we work hard to monitor effectiveness of multilateral expenditure. The ongoing multilateral aid review is assessing the overall effectiveness of organisations. Each multilateral organisation has its own mandate designed to address a specific challenge. The review is also looking at the relevance of each organisation to the UK’s objectives.
My Lords, does the Minister agree that the European Commission has made significant progress on aid effectiveness and transparency? Does she also agree that the budget support, which the Commission gives directly to developing countries, makes a huge difference to their ability to meet the MDGs and to provide predictability and long-term funding?
My Lords, I agree with much of what the noble Baroness has just said. Some 56 per cent of the world’s ODA is provided through the EU and 43 per cent of the European Commission’s overall budget goes to low-income countries. The EU also supports middle income countries, where 75 per cent of the world’s poor live. The effectiveness of EU aid has increased steadily over the past 10 years. It is now faster, more flexible and more predictable. Over the past five years, EC aid has helped 9 million children to enrol in primary education and 31 million households to access better drinking water.

Lords ChamberMy Lords, my noble friend is right. I congratulate her on the work that she did 25 years ago, on which we need to build. Of course, better representation in public life, whether it is in national politics, local politics or public bodies, is crucial to ensure that the voice of women and their policies are addressed fully and properly. I look forward to her support as we ensure that through the Equality Act many of these issues will be addressed.
My Lords, it is clear that there is still no Minister with specific responsibility for ensuring coherence of effort across the MoD, FCO and DfID to combat violence against women internationally. Does the Minister think it is really possible to maximise efforts to combat violence against women without a Minister with explicit responsibility for diplomatic oversight and co-ordination?
My Lords, the noble Baroness raises a crucial point, and I accept that the only woman in those three departments is me. However, I want to point out that all three departments take very seriously the issue of prioritising the role and position of women globally. I would urge the noble Baroness to have some faith in those Ministers and Secretaries of State. They know that there is a job to be done and, while they are male and may not understand all the tiny details, it is for us to educate them.

My Lords, the noble Baroness will be aware that the European Union common position on Zimbabwe will be under review in February. Does she anticipate that there are likely to be calls for modification of the common position on targeted measures against Zimbabwe? If there are, can she assure us that the United Kingdom will insist that, before any such changes are made, there has to be a serious improvement in human rights, good governance and democracy in Zimbabwe?
My Lords, we agree with the noble Baroness that there have to be improvements in human rights issues. We are in discussions with our EU partners about the future of the restricted measures which, as she rightly says, are up for review in February. Any UK support for the easing of targeted measures will be guided by progress on the ground. These are not sanctions; they are appropriate measures targeted at individuals and entities that have played a major role in the mismanagement of Zimbabwe and in associated human rights abuses. We hope that as progress is made we will able to work much more closely with Zimbabwe.

Lords ChamberMy Lords, I thank the noble Lord, Lord Chidgey, for initiating this debate and, indeed, for giving us his usual wise and comprehensive account of the issues we are discussing. At the outset I pay tribute to the remarkable achievements of the Labour Government on all aspects of international development, including the millennium development goals. We trebled the aid budget, cancelled debt, established DfID and for the first time had a Secretary of State for International Development sitting in the Cabinet. Yet in spite of the efforts made by world leaders, many of the MDGs remain dangerously off track. We know that, according to the Institute of Development Studies, unless MDG progress accelerates more than 1 billion people will be living in dollar-a-day poverty in 2015. At current rates, we will not halve poverty in sub-Saharan Africa, which is the objective of MDG 1, before 2141.
Attention must be paid to achieving better accountability and to providing the predictable long-term funding which Governments in developing countries need if they are to plan a health infrastructure and get children into school. Critically, funds must be additional. This has to be new money. We do not want to see a rebadging and recycling of money that has already been pledged. I am afraid that we are seeing far too much of that in many countries. I very much hope that I can be given an assurance today that the funds that will be needed for resourcing adaptation to and mitigation of climate change will be new money and will not be transferred across from what is meant to be overseas development assistance. We also need to look at innovative sources of funding development. I am very much in favour of taxation on financial transactions—the so-called Robin Hood tax. France and Spain have already called for such a tax and I hope that the Government will support their position.
Critically, we need to invest in more and better opportunities for women and girls, as the noble Lord, Lord Chidgey, intimated. We need to invest very seriously and conscientiously in the economic, legal and political empowerment of women and girls. Gender equity has a multiplier effect on all the MDGs and arguably offers the most significant linkages between the millennium development goals. For instance, if we ensure that girls have increased and unfettered access to education, we will have more of a linkage to better health and nutrition. Enhancing access to reproductive and maternal health contributes to all the MDGs. Maternal mortality in sub-Saharan Africa has barely changed in two decades. Women also need to benefit from equitable land distribution, which increases output and provides better food security. Safe water and sources of energy reduce the burden of women’s domestic activity. Discrimination is pervasive and ensures that women are more likely than men to be in low-paid jobs with no social protection. Violence against women was rightly described recently as a global pandemic.
On MDGs 4 and 5, which were a major focus in New York, I should be very interested in a response from the Minister to criticism that statements and announcements from DfID are focusing too much on newborn and one-month old babies rather than on children under five.
In conclusion, the millennium declaration represents a commitment to social justice and promises to promote equity and tackle social inclusion. I hope that will be the outcome of the MDGs.
