My Lords, the noble Lord makes an important point and I shall answer it on two bases. We have worked consistently with other countries, particularly those that do not have the technical capacity to take appropriate mitigation against cyberattacks. We have invested a great deal, including through the Commonwealth, on issues of cybersecurity. Working through the NCSC, we also recommend that, where possible, organisations update to the latest version of software and patch frequently to protect against cyberthreats. On this occasion, both the NCSC and Microsoft have published actionable advice for network defenders. As we improve our capacity to defend, we continue to work with key partners to further mitigate risks to any individual or organisation within the UK.

My Lords, the widespread nature of this attack shows that cybersecurity is a global issue which needs global co-operation. What steps are the Government taking to play a greater role in the United Nations innovation agencies to help to make future technologies more cyberspace-secure?

My Lords, the noble Baroness points to multilateral action. Cybersecurity and cyber more generally remain a point of discussion within the context of the United Nations, as well as other multilateral organisations. It is worth reflecting that, when I mentioned 39 countries earlier, that demonstrates that this is an international challenge that, as the noble Baroness rightly recognises, requires international action, as on this occasion. Working with international partners and organisations, we have illustrated the need for uniform action and calling out those who seek to use cyberspace to attack other countries, organisations or individuals.

My Lords, the noble Baroness is correct. We have prioritised media freedom in our work globally and I can assure her that we have raised a broad range of human rights abuses and concerns arising particularly from the recent protests. In this regard, we welcome the concerted attempt to look into investigations and hold to account those who have committed these crimes.

My Lords, it is concerning to learn that 83 people recently suffered gender-based violence during a social protest in Colombia. One young woman who was arbitrarily detained was only 17 and was allegedly raped by the police. She committed suicide as a result. As the UK has taken the global lead on prevention of conflict related to sexual violence, what representation is it making to the Colombian Government on the alleged sexual assault?

My Lords, I will certainly follow up on the noble Baroness’s specific case and ensure that an appropriate representation is made in my capacity as the Prime Minister’s special representative on preventing sexual violence, particularly in conflict—that means building post conflict, as well. This is a key priority for our Government.

The right reverend Prelate raises an important point. We are awaiting, and certainly support, the full investigation. Various UN agencies, including OCHA and the UNHCR, are working to establish the facts of that very incident.

My Lords, we know the effect that malnutrition has on babies and children—from a baby’s gestation right through to the child turning three. It affects their lungs and it affects their life for the future, and it will affect the livelihood of that country. What are we doing to ensure that the food on the ground is the correct food, particularly for babies, toddlers and pregnant mothers?

Our UK aid is focused on that very issue, among various priorities, and 5.6 million children under five, women and girls continue to be reached through nutrition-related interventions on the ground in-country.

My Lords, on the first question, we continue to focus on that issue, which has informed much of our research. On spending on research, as the noble Baroness is aware, we have allocated specific sums to research as a stand-alone function in the budget assessments that we have made. Also, across the seven themes and priorities that the Foreign Secretary has outlined, research budgets will be specifically allocated to fulfil those objectives.

My Lords, as part of the task force of the Commonwealth arising out of CHOGM, a commitment was made to allow girls aged nine to 13 to have access to HP vaccinations, as we know that 40% of incidences and 43% of deaths in the Commonwealth are from cervical cancer.

My Lords, on the specifics, I will write to the noble Baroness with an update on vaccines. The commitment that we gave to supporting global health in the context of the Commonwealth remains a priority for us as chair-in-office. Indeed, we are discussing this with the next chair-in-office, Rwanda.

My Lords, first, I welcome the Lord Speaker to his new role. This is the first Question that I am answering with the new Lord Speaker on the Woolsack and I am sure I speak for the whole House in wishing him well for this Session. The noble Baroness rightly raises the important work of demining, particularly in the context of the integrated review. It very much remains a priority. She specifically mentioned Angola. UK funding is key in supporting the Angolan Government’s demining strategy and we have seen success already, including the clearance of landmines in an area constituting about 3,700 football pitches and life-saving education being delivered to more than 86,000 people. Angola will continue to be a country of focus.

Can this issue be on the table for the G7, the G20 and COP 26, because landmines are everywhere? We see that they are going to be left in Gaza. We know that in other areas, such as Yemen and Syria, when people do the clear up, they find more landmines. Although there is the protocol, we must ensure that landmines are no longer allowed to be used in any dispute or any war. We absolutely have to ensure this. Can we have an undertaking that this can be put on the agenda?

My Lords, what I can say to the noble Baroness is that we will continue to focus on this important work. We have seen the importance of leadership in this respect. The UK will use our commitment, and the presidency of the 2008 cluster munitions convention, as an opportunity to bring more focus and more support to this important priority.

My Lords, I join the right reverend Prelate in paying tribute to the courage of many voices in civilian society, including those of religious leaders who are calling for peace. The situation with the Rohingya underlines how religion can sometimes be used as a divisive tool used to target particular communities because of their faith or ethnicity. On the issue raised by the right reverend Prelate about engagement with the military, our assessment is that there is a real fear that, even under civilian administration, we can see the challenges as the situation plays out. I do not feel that, at the moment, we are on the cusp of any real hope of seeing a resolution of the internal civil issues confronting Myanmar. However, we will continue to work through all channels in pursuit of that common objective.

My Lords, I declare my interest as a member of the All-Party Parliamentary Group on Democracy in Burma. The Minister has talked about sanctions by the United Kingdom. While those are welcome, they will be directed at individual members of the Tatmadaw. Does he agree that the brave activists in Burma need to see tangible action by the international community against the institution of the Tatmadaw? The best way to achieve that is not by withdrawing trade privileges and preferences, which would impact on ordinary Burmese people, but by robust and targeted sanctions on military-owned and controlled companies and their substantial business associates, including those around the world.

My Lords, I can reassure the noble Baroness that the targeting of sanctions, as and when we impose them, is intended to identify the individuals and organisations responsible for the most egregious abuses of human rights. As I said in my response to the noble Lord, Lord Collins, and the noble Baroness, Lady Northover, we are keeping the situation very much under review. We have noted the actions that others have taken, most notably the United States.

I agree with the noble Baroness. I can assure her that we are working closely with our European allies and friends on the important issue of global human rights sanctions. Indeed, they followed our sanctions regime. The practical issue that she raises is a matter for the EU and I am sure it will act swiftly in this respect.

My Lords, last week I asked the Minister for Trade to what extent human rights issues were part of our trade negotiations and the signing of contracts. He was not able to say whether this would be the first item when we discuss trade with China and other countries. Can the Minister undertake that we will not enter further negotiations with China or anyone else without having human rights as one of the first items on the agenda?

My Lords, I am sure the Minister is aware of the She campaign. Over 400 female climate leaders, including from the United States, have called for gender equality in the leadership of COP 26 from all countries, including our own at the top. Can the Minister give an assurance that we will have gender equality in leadership, which we do not have now?

My Lords, I speak on behalf of my right honourable friend the Prime Minister, and I remember his commitment to this agenda when he was Foreign Secretary. It starts from the bottom up, and his commitment to girls’ education demonstrates his commitment to this important priority. I am sure that, as we build up to COP and at the event itself, the point the noble Baroness makes on gender will be reflected in representations not just from the UK but across the globe.

Let me assure the noble and right reverend Lord that yes, we are in touch with some of the countries I have already listed, such as Kenya, Uganda, Somalia and South Africa. We are dealing with those countries in the region at the most senior levels of government.

I totally agree with the noble Baroness. The United Kingdom has been at the forefront of involving women peace mediators. Indeed, we have launched several initiatives, and I agree that when women are involved in bringing about peace and sustaining it, peace agreements last much longer. The evidence is there for all to see.

My Lords, exercising diplomatic protection to Mrs Zaghari-Ratcliffe’s case formally raised it to the level of a state issue. We continue to take further action where we judge that it will help to secure her full and permanent release. For the time being, we welcome the fact that she has been allowed to return home and has not been taken to prison.

My Lords, following on from my noble colleagues’ questions, can the Minister assure us that Nazanin Zaghari-Ratcliffe will be able to have medical check-ups through the embassy every week and that a permanent person will visit her every other day from the embassy? At the moment, I feel she is in a very fragile state, with no continuity of people to be with her besides her family.

My Lords, what has happened through the announcement by the Chinese is a breach of the joint declaration.

The noble Lord is correct to say that the BNO status made provisions specifically for those who would stay resident in Hong Kong. Within that, special provisions were granted that would allow them to visit the UK without visa access, but the joint declaration has been breached. We have always retained that we have an obligation to those with BNO status and those who are eligible for that status. We are now carrying out measures and have made announcements to that effect to support them. For those who wish to come to the UK, there is a pathway to citizenship. They must go through due process, meaning that, after their arrival, they will be given leave to remain. Importantly, they will have the right to remain and work in the United Kingdom. After the five-year period, they will be allowed to embark on a route to citizenship. That is the right thing to do; it is within our obligations to the people of Hong Kong.

As to what the Chinese reaction will be to that, we implore them to recognise that Hong Kong has a special status. It has served the Chinese and the global community well. We should seek to retain the freedoms and liberties that it has enjoyed since the signing of that agreement.

My Lords, I thank the Foreign Secretary for his Statement yesterday. There have been two deeply disturbing and related developments in Hong Kong in the past few days. One has been the police brutality against pro-democracy protesters. The United Kingdom must lead an international inquiry into that police brutality, as the pepper spray and the arrests have a chilling effect on democracy. The second adverse development is the adoption of the so-called national security legislation under which the arrests were made. This is a breach of the joint declaration. It is an assault on peaceful protest and human rights. There is to be a sinister national security office, run from the mainland; the independence of the judiciary is undermined; and the chief executive is not the chief justice but will select the judges for the cases alleged to concern national security. This is deeply worrying.

My Lords, I agree with the noble Baroness. I have covered many of the points she has raised, and it will be suffice to say for the record that I agree with many of her concerns. Let me assure her that we are raising this with partners, looking at how we can collaborate and concentrate support, and bilaterally with the Chinese Administration directly.

My Lords, the noble Earl raises an important issue. I assure all noble Lords that we raise the importance of media freedom in all our interactions with Egypt. I recall my last visit to Egypt in my capacity as Human Rights Minister, and that was high up the agenda. Most recently, my right honourable friend the Minister for the Middle East raised it in ministerial dialogue in March, including the specific cases the noble Earl highlighted.

My Lords, we are used to autocracies suppressing freedom of expression, and we expect democracies to support freedom of expression. It is a matter of great sadness when a country with a great democratic tradition and a great history of freedom of the press such as the United States goes the way of autocracies and physically attacks journalists who are doing their job.

My Lords, I assure the noble Baroness that we raise this issue of media freedom in bilateral conversations as well as through multilateral fora, and we will continue to do so. If you are a democracy, of course, the responsibility becomes ever greater. The freedom of the press and protection of the media is a fundamental pillar of good governance and democracy.
