I agree with the noble Baroness that everyone deserves to feel safe in our country. We will work with and celebrate our faith and belief communities to improve understanding of different religions, support tolerance and build a more cohesive and resilient country.
We need to continue to support programmes such as Near Neighbours, which brings people together in religiously and ethnically diverse neighbourhoods to collaborate on community initiatives. We also want to grow Inter Faith Week. I have seen a lot of the very good work that is done in interfaith initiatives in my community. It builds an understanding and interaction between people of different faiths. We also need to promote the role of the Standing Advisory Council on Religious Education by supporting improved analysis of its annual reports to understand the role that it can help to play in communities, leading to cohesion. We are taking action to deliver the £92 million places of worship renewal fund to champion freedom of religion or belief globally through sustained diplomatic engagement and multilateral partnerships.
I understand the point that the noble Baroness made. The reason for the definition in the report was to tackle the very large percentage of our Muslim community who are suffering from crimes at the moment. I will run a session next week on the whole report, and I hope that people come along to that. The whole programme is directed to making sure that we have more cohesive communities overall.

My Lords, I declare an interest as the CEO of the Muslim Women’s Network UK. I was also a member of the working group on the definition. There was an orchestrated campaign to derail the work. Thankfully, it did not, and I thank the Government for adopting the definition.
Are the Government going to compile a list of all the misleading arguments that are being spread out there—the campaign is continuing—so that the public are aware of the counterarguments? The consequence of the misinformation—the disinformation, more accurately—is abuse of Muslim women. They are being targeted. We got a call today with a report of a Muslim woman on the Tube who was told to take off her headscarf. Why are the Government not addressing the safety of Muslim women? I would appreciate it if the Minister did not give the standard answers that I have received before from the Government—£40 million to mosques, millions to the British Muslim Trust and Pride in Place. What specific action is there for Muslim women? It almost feels as if the safety of Muslim women does not matter.

I start by reassuring the noble Baroness that the safety of Muslim women matters a great deal indeed. I could quote the figures of the sums. We are working with the British Muslim Trust to help tackle anti-Muslim hostility. We all have to concentrate on making sure that this actually happens in reality. Through our work across communities on cohesion, combined with the education programme—that will probably be slower—we need make sure that people understand different religions. I hope that will start to tackle the hostility. Having a definition in place is important in helping organisations right across the board—in the case of the Tube line, for example, it might be Transport for London—to understand what this means.

I thank my noble friend for making the point about thanking the working group. This has been a very sensitive and very detailed piece of work for it to do, and I am very grateful to the working group, my honourable friend the Minister for Faith in the other place and, of course, my noble friend Lord Khan, who started working on this and did a great deal of work on it previously.
My point, which my noble friend echoed, is that if we cannot clearly define an issue, we cannot properly identify, measure or address it. A definition provides the clarity needed to respond consistently and effectively. It helps distinguish between legitimate debate—which remains fully protected—and unacceptable hostility, prejudice and discrimination directed at individuals. Very importantly, there are elements of the definition that refer to legal procedures and other elements that are aimed more at society’s acceptance that we should not be hostile towards our communities.

My Lords, the right reverend Prelate asks a very important question. It is an independent group chaired by the former Attorney-General, Dominic Grieve KC. It is for him to decide, but it is pretty clear that any definition of anti-Muslim hatred or Islamophobia should have multiple perspectives from multiple communities and absolutely uphold our fundamental right of freedom of speech.

My Lords, first of all, I thank the Minister for attending the launch of Muslim Heritage Month earlier this week. I also commend the Government on starting the work on the definition of Islamophobia, or anti-Muslim prejudice.
I am really glad that the Tell MAMA funding has been reviewed. I had been raising red flags and concerns about the Tell MAMA project for one year, with a 10-page letter and 30 questions—Oral Questions and Written Questions. I am glad that has now resulted in an open bidding process. By the way, it is not a charity. Can the Government provide assurances that whoever is selected has community buy-in? Hopefully, it will be several organisations, because the Muslim community is very diverse and large.

My Lords, we are absolutely committed to tackling Islamophobia. Our Government are only 10 weeks old, but in this time, I have crossed the country from Southport to Sunderland to Camden to hear directly from communities, with more meetings planned. I am deeply saddened by recent horrific scenes and hateful attacks against Muslims, causing unacceptable fear. We are refreshing our strategic approach to tackling all forms of hatred, including Islamophobia, and we will update the House shortly.

My Lords, I am publishing a report today called Anti-Muslim Hate: Concerns and Experiences. I have sent a draft of it to the Minister and will send a final copy today. Will the Government formally respond to my report? Key findings included 80% of Muslims who experienced hate crimes not reporting them and 73% being very worried about their safety after the riots. What action will the Government take to increase reporting and improve the safety of Muslim communities—not just of mosques but of Muslims walking down the road and Muslims online using social media?

My Lords, the noble Baroness has raised some important questions regarding hate crimes against Muslims in our country. I am particularly thankful to her for all the important work she has done, including leading the Muslim Women’s Network UK and advocating for Muslim communities, and women especially, at the highest levels. I look forward to meeting her tomorrow. Anti-Muslim hatred is abhorrent and has no place in our society. We will continue to take swift action to address anti-Muslim hatred, and this includes safeguarding Muslim women. MHCLG is reviewing Dame Sara Khan’s advice, and we will provide updates on social cohesion work in due course.

My Lords, anti-Muslim hatred is abhorrent and has no place in our society. From ensuring the safety of worshippers and working with the police to supporting victims, we will continue to take swift action to address anti-Muslim hatred, and this includes safeguarding Muslim women. We are committed to tackling anti-Muslim hatred through a co-ordinated cross-departmental effort. To this end, we will provide £117.6 million to protect mosques and Muslim faith schools across the country until 2028.

I thank the Minister for meeting me last week, when I shared concerns about Tell MAMA, in that Muslim communities do not have trust and confidence in Tell MAMA. I have written a letter to the Government with 31 questions about Tell MAMA, and the Government have not answered them. When will the Government answer my questions in full, and when will Tell MAMA’s data be made available in full? When will Tell MAMA’s poor governance and the quality of its work be assessed? When will its funding be reviewed? It gets around £1 million a year, and no one knows what it does with this money. Why the lack of transparency when it comes to Tell MAMA?

We have funded Tell MAMA since 2012 to monitor and support victims of anti-Muslim hatred. Tell MAMA is subject to internal grant funding review processes and due diligence checks. This is the case for all funded partners’ processes before any funding agreement can be processed annually. Therefore, Tell MAMA engages regularly with DLUHC officials monitoring its progress. Relationships with all government-funded partners are kept under constant review, and we will ensure that concerns around any governance or accounting matters are considered. Given that many of the noble Baroness’s 31 questions raise such concerns, it would not be appropriate for me to comment specifically at this time, but I will revert to her privately.

I can answer part of the question, but the other part is yet to be worked out in terms of the detailed processes. The Secretary of State referred in the other House to the types of groups and extremism that we are concerned about. This was not in any way an exhaustive list and it certainly was not “the” list. The process of making those assessments, following the evidence and collecting all the data is ongoing. It has not been completed and therefore there is no list. I will be able to share that with the House as and when that work is completed.
On someone who has left an organisation, rejected the ideology and now wants to be considered in a different light, I suspect that will need to be on a case-by-case basis, and the evidence and data will need to follow it. There will be experts in the group who will be able to make that judgment. I suspect they have not yet got far enough down the processes to determine the timeline.

My Lords, there have been examples, recently and in the past, of Conservative politicians making unfounded allegations, particularly against Muslims, that have resulted in the paying of damages. Words have consequences, such as death threats, damage to reputation, loss of livelihood and mental ill-health. This new extremism definition could be abused to make false allegations that inflict lasting damage. What safeguards will be put in place to ensure that power and position are not abused?
I am also very worried about the safety of Muslim women. Last Wednesday, a Muslim woman came to see me. On the eve of the definition being released, she was subjected to hate crime on the Tube on her way home. She has reported it to the police but most Muslim women do not do so. I am really worried about the safety of Muslim women. When will the Government start to engage with Muslim women’s groups? How many have the Government engaged with? I run the only national Muslim women’s organisation, so I declare that interest. To date, we have had no engagement.

I thank the noble Baroness for her questions. I will commit to replying in writing on how many of those groups the department has engaged with. The Minister, my noble friend Lady Scott of Bybrook, is responsible for that engagement with those faith groups so I will ensure that we collate the information and write to the noble Baroness.
If anybody uses inappropriate language it should be condemned and called out immediately. I personally would feel comfortable doing that. However, I will confirm that anybody who is an elected representative will not be on the list.
