My noble friend is right. One of the things that the Sentencing Act did was eradicate—I might even call it a travesty—Friday release, whereby people were released from prison with nowhere to go and no chance of having anywhere to go. When people say they have beaten a drug or alcohol problem in prison and want to put their life straight upon release, we have to make sure that they are given adequate access to housing so that they can get their lives set up, make progress and become a useful member of society. My noble friend is right on that.

My Lords, as the daughter of a police officer who was the subject of an attempted murder attack by the IRA when I was a child, and as the wife of a retired police officer, I was absolutely appalled and dismayed when I heard the news that the killers of PC Harper were to be released. I implore the Minister and the Government to look at the experience of Northern Ireland and the early release of prisoners, not just the impact on prison spaces but the impact on victims and their families, the morale of the police service and, indeed, the undermining of the justice system entirely.

I pay tribute to the noble Baroness and the testimony that we have heard just now. We understand how difficult this is. I want to be very clear that more than 18,000 offenders will be unaffected by these reforms. We will, obviously, as part of these reforms, communicate openly with victims who have opted into the victim contact scheme. They have to be, as I have already said to your Lordships’ House, front and centre of our minds. The noble Baroness makes a valid point about learning from the experience of Northern Ireland, and I will make sure that it is fed back to colleagues.

I point out to the noble Baroness that, even in the most ambitious scenarios under the Government’s solar road map, only 0.4% of total UK land and up to 0.6% of total agricultural land is expected to be occupied by solar farms. Indeed, the changes that we made to the National Planning Policy Framework strengthened the ability of food businesses to grow and improve the productive use of their land. I gently say that there is a way that we can balance both clean energy generation and a growing and profitable farming sector.

My Lords, as a former Economy Minister in Northern Ireland, I know too well the importance of the agri-food sector to Northern Ireland. It is a key economic driver. We have a population of just 1.9 million, but we provide almost £10 billion-worth of food across the UK. Given that, do His Majesty’s Government accept that Northern Ireland is a very strategic part of the food supply for the United Kingdom?

Absolutely. We celebrate and enjoy the contribution that Northern Ireland makes to the agri-food sector. It is an important part of our UK economy.

The Government have always worked closely with the current Government of Wales and we will continue to work with any future Government in Wales. It will help if they continue to be led by the Labour Party, but we will see what the electorate decide. We are constantly aware that we must do more to support people into work. That is why we are going further with our jobs and careers services, the youth guarantee and pathways into work across the country.

My Lords, in Northern Ireland, economic inactivity remains stubbornly high, as it does across the UK. Sadly, we have the highest per capita. In that context, I welcome the Government’s defence growth deal, which was announced in Northern Ireland yesterday—some £50 million of investment. Do His Majesty’s Government see such growth deals as a mechanism to try to deal with those who are economically inactive to get them into worthwhile jobs?

I am pleased to welcome the noble Baroness’s welcome for the defence deal. It is vital. We talk about repairing and improving the country’s infrastructure, and here we are talking about the defence infrastructure. It is a source of many high-skilled, high-paid, good-quality jobs across the whole country, including in Northern Ireland. At this point in time, the defence of our country is foremost in our minds, and this deal shows that we are very serious about it.
