The noble Baroness is right and that is why the UK is engaging actively in this debate. I will ask my colleagues across government in whose department this sits to provide an update, which I will share with the noble Baroness.

My Lords, only 2% of people in low-income countries have received vaccines—woefully short of what is needed if we are to put this behind us. I echo the point made by the noble Lord, Lord Oates: we are still president of the G7 and we should use that power to convene another meeting, a global summit on vaccines. I ask the Minister to put this to the Government.

My Lords, one of the main challenges we face, in line with every developed country, is rendering our existing housing stock, including heritage buildings, more energy efficient. This is a priority for MHCLG, and colleagues are working up a plan to ensure that department delivers its share of the net-zero commitment to which we are legally bound, as noble Lords will know.

My Lords, one of the most defining geopolitical issues of the day is the worsening relationship between China and the West, yet when it comes to solving issues around climate change we need to collaborate, not clash, with China. Can the Minister confirm that China will participate in COP 26? What would progress look like for China in the climate domain?

My Lords, I am sure the noble Lord would acknowledge the contributions the Government have made to various challenges that we face domestically. That has called for hard decisions, including looking at ODA. As I said earlier, we will look to restore 0.7% at the earliest opportunity.

My Lords, through our aid budget we are able to insure ourselves against mass migration, terrorism, pandemics and environmental destruction, as well as standing by our commitment to the world’s poor. Our cut to 0.5% from 0.7% is, as others have said, a double whammy alongside a shrinking economy. It also means that when we return to 0.7%, as the Government have committed, when the fiscal outlook improves there will be a windfall. What will the Minister spend that windfall on? Is it to go to many of the programmes that we are going to cut today, and does that not speak to short-termism at the expense of the British national interest?

My Lords, let me assure my noble friend that, while have had to make reductions in ODA, we will remain very much focused— as the WMS that we laid last night indicates—on key priorities, including the issues of humanitarian preparedness and climate change. Priorities for the future will be determined at that time, but there are projects that we are invested in for the long term and that will continue.

I agree with the noble Baroness in her opening remarks. On the issue of finance, we are currently reviewing FCDO priorities. She may press me, and she is entitled to, but I cannot give a specific answer at this time.

Now that we have cut our ties with the EU, we need to be more, not less, focused on how we maximise our influence around the world. We have many assets at our disposal: a strong economy, our aid budget, our military, our membership of many influential bodies and we are chairing the G7 and COP 26 this year. However, our language and how we deploy it through the likes of the BBC World Service and BBC World News remains one of our greatest assets, as others have already iterated in this debate. I ask the Minister to reassure us that, as we look to review the licence fee, we do not cut funds to these most valuable assets—especially as we are competing with state media outlets from the likes of China and Russia.

I have listened very carefully to my noble friend and I agree with her. Like many noble Lords, indeed all noble Lords, I welcome the role the BBC continues to play, and the Government are very supportive. I take specific note of the concerns raised on the issue of funding. I am sure the input from today’s questions will feature in our thinking as we move forward on the future funding of the BBC World Service.

United States: Global Priorities and Climate Change

My Lords, we are engaging with the incoming Administration in line with the mandates, rules and precedents in the United States. Once the Administration take formal leadership, we will engage on the issues the noble Lord has mentioned. We are engaging extensively with the current US Administration, as we will with the new Administration during our leadership of the G7.

My Lords, there is a danger that if US troops leave Afghanistan ahead of the conclusion of the peace talks in Doha, the talks will fail. This will make a mockery of attempts to build lasting peace in the region after decades of sacrificing the lives of our service men and women. I urge the Minister that, as a trusted ally of the USA and a member of NATO, we impress upon the soon to be new President Biden the need to rethink the hurried withdrawal and link draw-down to progress with the peace talks.

My Lords, my noble friend raises an important point. I assure her that we remain committed to the Afghan defence and security forces, and we will be working closely with all our NATO allies and partners, including the United States, on the peace negotiations currently taking place. On our specific commitment, my noble friend will be aware that we recently committed £70 million towards security, and at the recent pledging summit we committed a further £155 million towards development. We are all hoping for a strong, inclusive Afghanistan for the future.

The noble Baroness is quite right to raise this. Engagements are going on regarding the US withdrawal between other NATO partners who continue to have a presence on the ground, because security has to be the primary objective in securing the gains that have been made. I assure the noble Baroness that I am looking at all the programmes in Afghanistan with the very purpose of seeing how we can strengthen partnership working to ensure that we continue to deliver them.

My Lords, we do not yet know the outcome of the peace talks between the Taliban and Afghanistan, but we know for certain that US withdrawal of troops is imminent and that the Taliban’s reach is wide and deep across the community. I seek assurances from the Minister that he will not just continue to support education for girls, but look more creatively at ways in which we can teach in communities, including within homes, which are unlikely to fall foul of the Taliban.

I can certainly give that assurance to my noble friend. Indeed, the challenges of Covid and the pandemic have shown how we can enable learning through technology. I certainly want to look at that area further, not just in Afghanistan, but in other areas across the world.

Taiwan

My Lords, I will of course be pleased to take back those comments to my right honourable friend. It is important that we recognise the democratic process in Taiwan. I take this opportunity to pay tribute to the noble Lord’s work on the relationship between the United Kingdom and Taiwan, specifically on trade. It is, I am sure, in part his efforts, alongside those of British companies, that have resulted in a rising level of trade. Indeed, UK exports to Taiwan grew by 40.8% last year.

Does the Minister believe that the President of the United States would feel bound by the 1979 Taiwan Relations Act? It states that America will

“consider any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, a threat to the peace and security of the Western Pacific area and of grave concern to the United States”,

and will

“make available to Taiwan such defense articles and defense services in such quantity as may be necessary to enable Taiwan to maintain a sufficient self-defense capability.”

My Lords, my noble friend will appreciate that it is not for me to comment on United States policy. I can, however, reaffirm that the United Kingdom remains committed to our relationship with Taiwan. As I said in response to an earlier question, we are committed to the importance of trade and culture, and we have seen the prosperity of that: the economy of Taiwan is bigger than that of many Asian economies. It is important that we strengthen our work in this respect. On the wider point of resolving any issues between Taipei and Beijing, it is important that both sides negotiate the issues that need to be addressed. That is the best way forward.
