I absolutely agree with my noble friend. There have been various interventions with technology over recent years. For example, the addition of gate lines necessarily meant that certain members of staff did not need to check tickets, and that is absolutely right. They can do far more valuable things. It is about helping passengers to get where they need to go, whether they have reduced mobility or not.

My Lords, there has been mention of the issues for disabled passengers. The Office of Rail and Road published its annual report today, which showed that only 66% of those with physical impairments received their pre-booked assistance. That is a one in three chance of not getting assistance, despite booking in advance. Can the Minister please explore how this situation can be improved, so that people with disabilities can use the railways?

That is absolutely at the front of our minds when considering these changes. The ORR also published statistics which showed that there has been a 68% increase in passengers who need assistance to use our railways. Of course, getting people out from ticket offices and on to platforms and into gathering areas and waiting rooms to enable those people to travel more freely is top of mind.

Certainly, the department has worked incredibly hard on this and continues to do so. We had a public consultation back in February, and we are deeply engaged with the industry, particularly the specialist haulage industry, which is so important. We know that about one in five hauliers has already set up within the EU, and many more have plans to do so. We recognise that the dual-registration system will not benefit absolutely everybody. However, it is the case under the TCA that many hauliers will be able to make use of their two cross-trades within the bilateral EU-UK movements that they can make. So it does not mean that all touring is off the table. We believe that, at the moment, we have the best possible solution, in light of the current response from the EU.

The Minister will be aware that, alongside cabotage, CITES and carnet regulations are adding further cost and complexity to post-Brexit touring. Last week at the EU-UK Parliamentary Partnership Assembly in Brussels, there was welcome support for my argument that, given that both sides say that they offered a deal that the other rejected, it means that we have common cause—and it is an issue that we could, in fact, resolve quickly, unlike some of the more complicated issues on the table. Does the Minister agree and, if so, will the Government consider a cultural exemption for all three Cs—cabotage, carnets and CITES—as the most practical solution to a problem that we all want to resolve?

The noble Baroness raises some important points, and I shall ensure that my department and the Government make sure that we make the most of the areas where we already have agreement. However, I am afraid that we know that the EU will not accept greater amounts of cabotage.

I cannot agree that it is unreliable and desperately inadequate. We cannot control from Whitehall where EV chargers are—that would be utterly mad. We must work with the local delivery partners—the local authorities—and the private sector. At the end of the day, it will be the private sector which puts these charges in place. It will not be Whitehall, so we must ensure that the local authorities have the skills to figure out where their communities need their chargers. We are particularly concerned about those who do not have access to off-street parking, and we will be asking local authorities to focus on those people.

My Lords, as a Westminster resident I enjoy access to a fast-growing network of relatively inexpensive and efficient chargers fitted into existing lamp-posts, in a partnership between the city council and ubitricity. How many towns and cities benefit from this very practical approach? What can the Government do to incentivise these partnerships between local authorities and commercial providers?

The noble Baroness is right: there are some excellent interventions. That is why we must upskill the local authorities and increase their knowledge of what is going on. The Department for Transport has funded the Energy Saving Trust. It runs a local government support programme and provides free impartial advice. There are webinars on best practice, particularly in rural areas, and we are about to publish the EV infrastructure guide, a technical guide which will cover the sorts of things which the noble Baroness talks about. It will enable local authorities to find the right solution for their area.

I am afraid that I cannot agree with the noble Lord, Lord Bradshaw. The Government support public transport. Indeed, we are funnelling vast amounts of taxpayers’ money into making sure that the services are there for the people who need them. He mentioned 40% to 70% capacity; I have no idea where those figures come from. Capacity is nothing like that on public transport. With 100% of services, we are looking at capacity of less than 30%. There is a balance to be achieved. We want people to use public transport in future but using it right now would be counterproductive and may risk our ability to control the virus.

My Lords, I support the use of face coverings in principle but are the Government fully aware of the challenges that this presents for people living with disabilities, including those who need to lip-read? I know that exemptions are in place but they are not clearly advertised; nor are staff adequately trained to deal with them. This has left people with disabilities being refused entry and being reported to police by fellow travellers; some have had to pay for GP letters that prove their exemption. Will the Minister commit to reviewing communications and mandating transport staff training so that people who cannot wear face coverings can travel safely without further questioning and harassment?

The issue that the noble Baroness brings up is extremely worrying. We do not want people having to get GP letters. That is not what is intended. When we put these regulations in place, we did an equalities impact assessment and took advice from the Disabled Persons Transport Advisory Committee to make sure that we understand fully the sorts of exemptions that are needed. We are working closely with operators to put in place exemption schemes, which may include badges, lanyards or cards that people can show to other individuals—and, just as importantly, to transport operators and police—to show that, for whatever reason, they are exempt from wearing a face covering.

I cannot guarantee to the noble Baroness exactly where we will end up in the relationship between local authorities and hire scheme providers, but she is quite right to say that different countries and different cities have taken different approaches. For example, in Barcelona, there are only hire shops—you cannot just pick up one of these things from the streets—but in Paris, for example, they are currently legislating to treat e-scooters much like e-bikes. Different countries are doing different things. I want to ensure that we do the right thing for London and other big cities where, no doubt, such schemes would take off.

My Lords, can the noble Baroness clarify whether there is currently a requirement for dockless e-bike operators to have any kind of licence, given that they are effectively trading on a public highway? Does it not seem slightly odd that there is no requirement for them to have some kind of regulation in place?

I will have to write to the noble Baroness on that point. It is my impression that they do not require a specific licence per se but I will have to check that with officials.
