My noble friend makes a very good point about trying to increase footfall on the high street at the same time as increasing the use of electric vehicles. The on-street residential charge-point scheme is available to all local authorities to provide public charge points for their residents who do not have access to private parking. To date, the scheme has supported over 105 local authorities to fund over 3,900 charge points, and this year another £20 million is available to ensure that more local authorities can benefit. Additionally, I am aware that Ofgem are talking to people such as Costa Coffee and Marks & Spencer to see whether we can put more charge points at their out-of-town sites.
My Lords, if home electricity prices apply, the cost per mile to propel a typical electric car will be very much lower than that needed to propel a fossil-fuel car. However, two-thirds of the cost of petrol and diesel is duty and VAT. Do the Government plan to tax electricity for electric cars in a similar way, or will they retrieve the approximately £30 billion lost to the Exchequer by other means, such as the long-rumoured road pricing, and how would such changes be phased in?
The noble Lord will appreciate that matters of taxation are for the Chancellor, but the Government have set out that, as we move forward with this transition away from petrol and diesel cars and vans, we will need to ensure that the tax system continues to encourage the uptake of electric vehicles. Revenues from motoring taxes must keep pace with this change to ensure that we can continue to fund the first-class public services and infrastructure that people and families across the UK expect. I am sure that the Treasury will be looking at other ways of taxing electric vehicles in the future.
I entirely agree with the noble Baroness as we have a world-leading position in the production of both green and blue hydrogen. I also welcome the Freeport East Hydrogen Hub. In an ideal world we would see Sizewell C being built by workers transported on hydrogen buses made by Wrightbus. We would see all the heavy loading gear at the ports driven by hydrogen-powered cranes and JCB diggers, which have been adapted for hydrogen.
My Lords, I ask the Minister: how much support is being given to the development of high-temperature gas-cooled reactors—HTGRs—to produce hydrogen? All forms of nuclear reactors can be used to generate hydrogen—I strongly support the proposals for Sizewell B and C—but the high-temperature capabilities of HGTRs make them especially suitable for producing hydrogen because they enable the relatively efficient hydrogen reforming and closed-cycle thermochemical processes for hydrogen production.
The noble Lord is entirely right: the HGTRs are a very promising AMR technology which the Government have supported with £30 million for feasibility and development of AMR designs and the £170 million committed in the 10-point plan. I am delighted that the National Nuclear Laboratory and the Japan Atomic Energy Agency have been working together on this project and produced a report last October calling for increased collaboration on their technical agreements.
I recognise the concern that my noble friend raises in his question. However, the cost of not decarbonising heat and developing greener buildings could be an awful lot greater if it falls on future generations. The benefits will be the ability to export green technologies developed in the UK, with support for many more jobs in the green economy. The Government already spend £1 billion per annum supporting poorer households through the ECO and the warm homes discount.
Are the Government in their heat and housing strategy doing everything possible to use the heat from nuclear power stations? Some 40% of the energy from nuclear reactors, including small modular reactors, is emitted in the form of heat, which can be captured in district heating systems to heat buildings. It can also be used to produce hydrogen and other low-carbon fuels, thereby making the cost of nuclear power competitive with that of renewables.
The noble Lord is quite right on the science of his question. Indeed, the heat produced by nuclear power stations can be used for many other purposes, rather than just heat networks. After all, nuclear power stations in France are sited often much closer to conurbations than they are here. As for heat networks, the pipe infrastructure is fuel agnostic. Once infrastructure is in place, heat networks can be developed to exploit a range of lower-carbon heat sources. The Government believe that nuclear could have a role in beyond-the-grid applications, including hydrogen production. All nuclear reactor technologies have the potential to feed into the hydrogen market, by producing either low-cost electricity or heat for increasingly efficient electrolysis production.
