Lords ChamberMy Lords, it is encouraging to see, even without being asked by the Government, the flurry of businesses returning their business rates relief. We all have to tackle this pandemic together and the effect on different employers has been disparate. I can assure the noble Lord that, on apprenticeships, we have offered employers £2,000 for anybody under the age of 25 they take on, and £1,500 for anybody over the age of 25. We are doing what we can to support them, as well as the £2 billion Kickstart scheme, which offers six-month jobs for those between 16 and 24 on universal credit to give them an entry into the workplace.
My Lords, women in low-paid insecure work have borne the triple threat of job losses, falling income and the explosion of unpaid care needs during the Covid pandemic. What work is being done by the Government now to address the structural barriers that women—working-class women in particular—face, including to combat low pay and secure further gains on shared childcare and caring responsibilities more generally?
My Lords, I also have the privilege of being the Minister for Women, and we are looking at the entitlement to flexible working. I am also pleased that we are focused on ensuring that the economic recovery is for women as well. We have been encouraged by how the digital skills boot camps have not only met targets for women’s participation but exceeded them. I am pleased to say that, in April 2021, the national living wage will be going up 2.2% to £8.91, so we are looking to help women in particular gain the advantages of the economy recovering.

Lords ChamberMy Lords, music is indeed on the national curriculum and is compulsory in maintained schools for children between the ages of five and 14, and they should be offered one subject at GCSE beyond that. However, £500 million has been invested in hubs and other schemes to ensure that young people, particularly from disadvantaged backgrounds, have access to music.
My Lords, is the Minister as shocked as I was that research from Teach First shows that a child can still get through their entire GCSEs without studying a single book by a black author? What is she going to do to change that? Will she consider encouraging a scheme whereby schools get pupils more engaged in selecting books by black authors and topics that reflect black British history?
My Lords, as I have outlined, it is open to teachers, whether they are teaching the national curriculum in maintained schools or in academies, to include literature from a variety of authors. There are suggestions in the national curriculum that they choose authors from black and minority ethnic backgrounds.

Lords ChamberMy Lords, I pay tribute to my noble friend for his tenacity and perseverance with university technical colleges, and thoroughly enjoyed the recent round table that I hosted on UTCs. We are indeed seeing more children from disadvantaged backgrounds going to university: 23.1% went into higher education, the highest proportion since records began. We also know that 59.1% of black students are now entering higher education, so, along with the efforts of UTCs, I pay tribute to the efforts of schools, which are paying dividends.
My Lords, the Social Mobility Commission report looks only at boys, and apparently the model cannot be adjusted for part-time work. What work is being done in government to look at the impact of gender inequalities on social mobility, including issues such as part-time work, increased caring responsibilities and low pay? That way, we can properly judge the policy changes needed to address inequality and social mobility issues for boys and girls, particularly post Covid.
As noble Lords will be aware, I also hold the privilege of being the Minister for Women. Unfortunately, the link data that the LEO relies on does not contain women’s data at the moment, but we are aware of the increased caring responsibilities that women are taking on, particularly during the pandemic. Subject to consultation, there will be an employment Bill that will make flexible working the default option, unless there is good reason otherwise. There is also a proposal for a £1 billion childcare fund, so we are aware of the importance of that issue for women in the workplace.

Lords ChamberMy Lords, apprenticeships are indeed a valuable opportunity for many young people. The ASK programme—apprenticeship support and knowledge—equips teachers to make sure that young people are aware of these opportunities. The funding I have outlined is in addition to the £1,000 already given to employers to take on apprentices who are aged 16 to 18 or are under 25 with an EHC plan. During the crisis, their training has been made flexible so that it can be done remotely, and we have encouraged employers to furlough apprentices when they can.
My Lords, I draw attention to my declaration in the register of interests. The Minister will know that the most recent Social Mobility Commission audit found that the Government had not done enough to help disadvantaged 16 to 19 year-olds with a student premium or to help the poorest into post-school training. Will Ministers now reverse cuts to further education colleges and act to increase participation in adult education? What steps will they take to ensure that, post Covid, low-income, working-class households will get fairer access to higher education?
My Lords, as part of the skills recovery package, the Chancellor announced £100 million to support young people who want a high-value level 2 or 3 qualification where there might not be employment opportunities. FE capital is part of the “build, build, build” response to the recovery. A White Paper in the autumn will outline this Government’s priority to have an FE sector that is no longer the Cinderella of the higher education sector.

Lords ChamberMy Lords, it is anticipated that the calculated grades that students receive in the summer will enable the majority of them to progress to the next stage as they had hoped. The noble Baroness is correct that the Ofqual consultation proposal reflects the Government’s intention that, for those students who do not believe the calculated grade reflects their attainment, all subjects should be on offer for examinations to be taken in the autumn.
My Lords, the Education Policy Institute has called for a catch-up plan to prevent a significant widening of the attainment gap between poor children and the rest of the pupil population. Does the Minister support a one-year doubling of pupil premiums for poorer pupils entering years 1, 7 and 11 and a doubling of the disadvantage funding made available for students set to enter year 13? If not, why not?
My Lords, the Government give £2.4 billion a year at the moment in the pupil premium. As the noble Lord will be aware, there was the announcement of an additional £14.4 billion to schools over the next three years, which will begin to feed its way into the system. He is correct: we are aware of the need for catch-up and for targeted support, including over the summer, but there is no intention at the moment for schools to be open throughout the summer.

Lords ChamberMy Lords, as I have outlined, the Government’s resource task force is specifically including the devolved Administrations. The changes to student finance affect students in Northern Ireland and Wales as well. We are in close touch with colleagues in Scotland, particularly in relation to English students who will study there and Scottish students who will come to the UK.
My Lords, I declare my interest as a recently appointed member and vice-chair of GB MET, a local FE college. The Government are allowing universities to charge students the full £9,250 annual tuition fee while our campuses remain closed—as long as there are “highest standards of online teaching”. Does the Minister accept that many courses are simply unsuitable for online learning? Students cannot access studios, laboratories, libraries and placements during the current pandemic. The market-driven higher education system has forced students to see themselves as consumers, and they are not getting what they have paid for. It is not fair on students nor on the university institutions.
My Lords, most universities have adopted online provision. The Office for Students has been very clear to the sector that the quality of provision that is being offered should be maintained during this period. If a student has any complaints about the quality of what they are being offered, they should deal with it first with their university—but, as the noble Lord will aware, the Office of the Independent Adjudicator for Higher Education can adjudicate on the quality of student provision at a university.
I am grateful to the most reverend Primate. I obviously agree, but it is not “mere exhortation”. The EHRC guidance on freedom of expression on campus was put together with a number of stakeholders, including Universities UK, to deal with exactly the issues that have been faced. The universities have been reminded of their duty in relation to no-platforming and the closing down of free speech by the Office for Students, which is responsible for student well-being and safeguarding on campus. However, in the recent legislation, your Lordships’ House ensured that universities are autonomous institutions. Although the Secretary of State can issue guidance, this has to take into account the autonomy of those institutions.
I completely agree with the Minister on this point, but more government pressure needs to be put on the Office for Students, which has a distinct responsibility for this. Although it is a relatively new regulator, this is an important role. What more can the Government do to put pressure on the OfS?
My Lords, in response to the Equality and Human Rights Commission’s recent report on racial harassment on campus, the Office for Students issued a consultation on expectations to the providers. The Government are in no doubt, however, that universities should take rigorous action when free speech is being closed down or when any student faces hatred or harassment, whether physical or online. The regulator has only had its full powers since August this year. I remind your Lordships that this House voted for the autonomy of our academic institutions. The Government are, therefore, using guidance to put what pressure they can on universities.

Lords ChamberMy Lords, given that the Queen’s Speech was little more than a poorly disguised election gimmick, it is surprising that there were no new proposals for legislation or policy on education, never mind higher education. To recap: the Government have failed to respond to the Augar review, published in May 2019, or to bring forward their own proposals for a sustainable model for HE funding. The Conservative-led coalition Government trebled tuition fees, overseeing a system in which the average student now graduates £50,000-plus in debt, while students from the most disadvantaged backgrounds graduate with an average debt of some £57,000. The system urgently needs to be reformed. Labour has committed to scrapping university tuition fees so that education is genuinely free for all and students do not face the prospect of a lifetime of student debt simply for seeking a decent education.
On HE funding, this is all the Government have to say:
“We are committed to making sure that higher education funding reflects a sustainable model that supports high quality provision, maintaining our world-leading reputation for higher education and delivering value for money for both students and the taxpayer”.
In a nod to parental concerns about what good value looks like, they added:
“We want to ensure we deliver better value for students in post-18 education, have more options that offer the right education for each individual, and provide the best access for disadvantaged young people”.
As part of a search for the safety of the long grass, they added finally:
“We are undertaking a review of post-18 education to ensure we have a joined-up education system that is accessible to all”.
Who can argue with much of that? However, it is clear that the current funding system is not working for students, nor for those in FE and HE providers.
Meanwhile, universities are struggling to manage the impact of successive real-term cuts in their budgets. In the face of wage inflation and increasing pension contributions, not only does this have an impact on teaching, vital services and staffing, as costs outpace income, but it also makes forward investment planning more difficult, storing up problems for future generations and for students themselves. The system urgently needs to be reformed, yet the Queen’s Speech made no reference to the Augar review—no doubt in fear of raising expectations that cannot be met, as I said.
At the time, the previous Education Secretary promised that the Government would,
“come forward with the conclusion of the review at the end of the year, at the spending review. That has always been the plan”.—[Official Report, Commons, 4/6/19; col. 58.]
In the absence of the Government’s response to the Augar review, will the Minister set out a timetable for bringing forward proposals? Surely we have waited long enough. Universities need us to end the uncertainty, not least because our universities have to compete for students in a global market to ensure funding.
On widening participation, the Government say that they want to,
“provide the best access for disadvantaged young people”.
However, their decision to abolish grants worth £3,500 and replace them with additional loans that will have to be repaid was a mistake—a mistake that has left some of the poorest students saddled with a lifetime of debt. The Queen’s Speech was an ideal opportunity for the Government to announce the reinstatement of grants and a policy that would have been warmly welcomed across the House. It is therefore disappointing to see such a glaring omission at a time when income disparities are rising and are at their widest ever. In visiting universities over the past few months, I have been impressed by the steps that many of them are taking to change their demographic and widen participation. Birmingham is a particularly good example, with its dedicated support to students from hard-to-reach communities. Why are the Government not making this happen as standard?
Immigration policy is also an area of concern for the higher education sector, given that universities are dependent on overseas students for financial support and because of the tie-ups on international research projects. The Government’s Queen’s Speech pledged to introduce,
“a more accessible visa system to attract global scientific and research talent”.
This rings a bit hollow. It is worth reminding ourselves that 12% of the world’s international students attend UK universities and, as other Peers have noted, four of the top 10 global universities are here in the UK. We welcome the Government’s policy on work-study visas offering international students a two-year visa after graduation, up from the absurd situation they inherited under Theresa May. Can the Minister advise us of when the new system will come into play? Will it apply to entrants starting in 2020 or for students who are currently here, and how has this change been promoted? Given that the restrictions on post-study work visas was blamed for a drop in international student enrolments, communicating the U-turn will be key to reversing this trend by ensuring that prospective overseas students see the UK as a possibility.
On research and development, the Government said that they would be setting out plans in the autumn to significantly raise and boost public R&D funding. The statement has attracted support, but the other statement on introducing a US-style advanced research projects agency has alarmed the research community as it seems to miss the key point about research in UK universities. We need stability and certainty, something which at present is sadly missing. According to the Royal Society, since 2015 funding for Horizon 2020 has fallen by 28%, or €0.5 billion, and UK applications have dropped by a third. It is understandable that leading researchers do not want to gamble with their careers when they have no sense of whether the UK will be willing and able to maintain its global scientific leadership.
Through the Queen’s Speech, the Government announced plans to create a UK equivalent of the US Defense Advanced Research Projects Agency and to cut down on research funding bureaucracy. Over the past two years, UK scientists have already witnessed a huge reshaping of the funding landscape with the formation of UKRI. With this in mind, how will such a new body complement the work of UKRI? Moreover, does the Minister share our concerns and those raised by academics that the research and innovation communities—

I am conscious of that and I am coming to a close. Does the Minister share our concerns and those raised by academics about the creation of a new and different process running alongside the current one?
Finally, we have uncertainties about the future of research funding in the universities that help to drive the innovation that is vital to our economy. This fictional Queen’s Speech is a missed opportunity to answer hard questions—questions that will not go away.
