I therefore invite noble Lords to do their utmost to keep their contributions within the time limits indicated on the Speakers List so that my noble friend Lady Byford has time to respond before the debate is brought to an end. In a helpful manner, I hope, I remind noble Lords that the Chamber Clocks show the time that has elapsed, indicating that noble Lords have already reached their speaking limit and will then be exceeding their time.
It might be helpful if Whips take the opportunity to remind noble Lords of these guidance rules in the Companion so that all noble Lords who have signed up to speak can make their full contribution to the House.
