Commons ChamberThe situation in respect of the tolls is that they could be raised and returned to £3 overnight under the order currently in place, without any consultation with the public.
This is what happens at present. A toll inquiry is held—at great cost to the board—at regular intervals, to which local MPs, including myself and many other Members present, trot up and argue passionately against any rise in the tolls, often on social or economic grounds. The bridge board’s primary responsibility and function, however, is, and will remain, repaying the debt, so those arguments are completely irrelevant.
Huge sums of money are spent whenever an inquiry is demanded and is granted by the Secretary of State, and at the end of that process the inspector’s recommendation has always been that the tolls must be raised. The Bill will allow the bridge board to raise the tolls in line with the retail prices index, should it wish to do so—although I hasten to add that the bridge board has recently said it expects to hold the tolls at £1.50, so there would be a real-terms cut year on year for the next three or four years at the very least.
The charade of a process that has gone on until now in respect of toll rises did not give the public any real say. There was a lot of debate and a lot of hot air was generated, but at the end of the day the situation fundamentally came down to the bridge board’s finances and therefore every toll rise was always consented to, with the exception of one, when a Minister intervened in the run-up to an election.
Is my hon. Friend saying that once the cost of the bridge has been repaid the toll will substantially reduce or disappear?
We may all be dead and buried by the time that happens—I include myself in that. The freedoms introduced by the Bill will allow the bridge board to refinance in a way that it currently cannot, and it will be for the bridge board to determine what it wishes to do with the bridge once the cost has been repaid. It may want to start raising money for a replacement bridge, because I am assured that the existing bridge will reach the end of its lifespan at some point.
Under the Bill, the bridge board will be entitled to raise tolls in line with RPI. As part of the changes, it has for the first time established user groups and business groups to engage the public properly in any consultation. The situation will be largely unchanged, however: the primary focus will always be whether the bridge board’s finances are sound and whether it can repay the debt, which is its No. 1 legal responsibility. That is done through the tolls, as has always been the case. It is not done at general expense to the taxpayer. Indeed, we have paid for the bridge four times over and still owe about £150 million. The situation in respect of tolls will be unchanged, therefore, except that we will not have to go through this potential charade of having an inquiry at the end of which there is no real discretion.
We are all in agreement about this Bill. We have all supported the campaign for a long time. The fact that tolls have halved has had a huge impact locally.

I hope my hon. Friend will forgive me, but when I look at the map he is holding up, it looks to me more like 60% blue. But let us not get into an argument; whether the area is 40% or 60%, something is wrong.
There are, as we have mentioned in the debate, about 310,000 Israeli settlers in Area C. There are 149 settlements—okay, people might dispute that, but it is more than 100—and there are about 100 outposts, which are illegal under both international law and Israeli civil law. Already, it is said, about four of the settlements could rightly be called cities. That is quite big. Under international law, all settlements are illegal and outposts are most definitely illegal.
Two kinds of people live in Area C. There are Israelis, who are subject to Israeli civil law, loosely—as I understand it—because they sometimes do not pay much attention to the Israeli police. In fairness, they are sometimes, apparently, in defiance of what Israeli police are trying to do. The other kind of people living there are Palestinians. They are subject to military law. That is wrong. When I visited Area C, the difference was quite clear. Palestinians cannot build where they live, except in a small percentage—1%, 2% or 3%—of the country; nor do they have freedom of movement. They have to stay in their home area. For example, a Palestinian living in Area C with relatives in East Jerusalem cannot easily go to visit them. That is wrong.
Does my hon. Friend accept, on the movement issue, that 100 roadblocks have been removed and movements between Israel and the west bank and within the west bank have increased significantly? Who does he blame for the lack of progress on a negotiated peace settlement? Everyone knows that the 1967 line will not be the final settlement, so who does my hon. Friend blame? Does he blame the Israelis or does he blame the Palestinian side?
I thank my hon. Friend for that intervention. The answer to his question is that I do not blame either side. I have been involved in too many negotiations for the UN to start from a position of saying “You’re wrong” to one side or the other. The answer is: negotiate. There is wrong on both sides in this matter.

Not at all, but I thank my hon. Friend for giving way. Like other hon. Members in their contributions, he has hit on the nub of the situation, which is that we want to encourage economic development. That is probably the best way of going towards peace, but it is not the fact that continued Israeli frustration is harming the economy. The economy in the west bank is growing significantly. The number of work permits issued to citizens in the west bank to work in Israel has increased, and the number of work permits issued to west bank residents to work in the settlements has also increased. Trade between the west bank and Israel has increased substantially year on year in the last few years.

Commons ChamberI do, and I thank the hon. Gentleman for his support. We all want to honour the military covenant; there is no doubt about that across the House. We might sometimes disagree about how best to achieve that, but I think sorting out our coronial system is key to it, and appointing a chief coroner, as agreed on a cross-party basis previously, certainly honours the covenant.
Some polling has been undertaken on this issue, so I can inform the House what the public appear to think about this important matter. Recent polling conducted by ComRes tells us that eight out of 10 people believe the way we treat bereaved armed forces families says a lot about our values as a nation. A further 85% say that families deserve as much support as we can possibly give through the system, while three quarters agree that Britain owes a great debt to the families of those who sacrifice their lives in the service of the country. Furthermore, more than three quarters say we must support the families of deceased armed forces personnel in order to honour the memory of those who have given their lives. That is something that I am sure is shared on all sides.
I am not quite sure what that means. Does my hon. Friend mean to say that independent coroners do not currently support the families or does he think that the imposition of a chief coroner will make it better for them? I am quite taken by the idea that we already have independent coroners who talk on behalf of the families and say some things we do not like. I am concerned that a chief coroner might put orders down that people have to obey. I like the independence of coroners.
I thank my hon. and gallant Friend for that intervention, as it demonstrates why the Government’s position does exactly the opposite to what he wants. By placing this in the hands of Ministers, which is what the Government propose, rather than in the hands of a chief coroner, we risk losing independence completely. As to going through the coronial system, sadly, some people have gone through it and have been treated appallingly. I shall provide some examples later. My hon. Friend’s intervention rather supports my arguments.
