Commons ChamberMy right hon. Friend did an enormous amount of work in this area as Minister for Asia, and I pay tribute to him. He will know that the major humanitarian crisis is caused by Myanmar’s military. He will also know that we recently announced the provision of an extra £87 million for food, healthcare and shelter, not just for the refugees but for those who are hosting them. The Minister in the House of Lords, Baroness Sugg, is currently in Bangladesh looking into these issues.
In north-east Nigeria, almost 2 million people have been internally displaced. In a disturbing development, the Nigerian Government have closed two major international non-governmental organisations, posing a risk to thousands of lives. May I urge the Secretary of State to do all that he can to press the Nigerian Government to enable those NGOs to operate, because they are about saving lives?
The hon. Gentleman is absolutely right. We are extremely concerned about this issue, and we have raised it with the Nigerian Government. We have asked them to complete their investigations as swiftly as possible. He is absolutely right: those organisations provide support to millions of vulnerable people, and we must make sure that that work continues.

Commons ChamberMy hon. Friend raises a really important point, which is that basic sanitation and the availability of clean water are vital. I saw one of the projects in Ethiopia that has been funded through DFID, and I had an opportunity to meet some of those who are benefiting from it. I spoke to a lady who previously spent five hours a day getting water for her children, and now she is able to spend that time working, raising money to educate her kids.
I congratulate the Secretary of State on his appointment to this important role in government. I welcome very warmly both his statement and the commitment the UK made at the G7 to Education Cannot Wait. Clearly, we need other donors to rise to the challenge in the way the UK has. What will he be doing over the next few weeks to ensure that the full replenishment of Education Cannot Wait is achieved, so that children living as refugees get the education that they deserve?
I thank the hon. Gentleman for his question, but also for the very fine work he does in leading his International Development Committee. We have always had a very good relationship and I very much hope that that will continue.
I agree with the hon. Gentleman that we need to be doing even more in promoting not just the UK but others to corral in finance into this area. I talked in the statement about the amount of money that was corralled in last year at UNGA. As I have said, girls’ education will be a key focus of the work we will do at this year’s General Assembly.

I did not say that it is not a problem, and of course I want to ensure that everyone, both in Liverpool and across the country, gets the help they need.
Adults in workless families are four times more likely to be in poverty than those in working families, and children who live in workless households are five times more likely to be in poverty than those in a house where all adults work. We want to see more people in work, and we want to support more people into work. In recent years, the Government have undertaken the most ambitious reform to the welfare system in decades to ensure that work always pays. This reform is already delivering real and lasting change to the lives of many of the most disadvantaged people in our society. Nationally, there are almost 1 million fewer workless households than in 2010. Indeed, workless households are now at an all-time low. In the north-west, the region that many Opposition Members represent, there are around 87,000 fewer workless households than there were seven years ago.
I am grateful to the Minister for giving way. In a sense, he is answering the earlier question, because if the numbers of workless households are going down, yet food bank usage is going up, surely we have a real challenge about families where people are in work still having to access food banks, because of low pay and insecure work.
I know that this a very emotive subject and I understand that hon. Members are keen to get answers. I will seek to provide some of those if I may make progress. The latest data shows that the employment rate in the Liverpool city region has seen a 4.1 percentage point increase since 2010 and the comparable national figure shows an increase of 4.2 percentage points.
We have had a discussion about food poverty and more generally about poverty rates. The case is, whichever way you look at poverty rates—relative or absolute; before or after housing costs—none are higher than in 2010. The proportion of people in absolute poverty is at a record low. Across the country, there are 600,000 fewer people in absolute poverty compared with 2010, and in the north-west there are 100,000 fewer people in absolute poverty compared with the three years up to 2010.
Of course, we want to do everything that we can to make sure that those numbers go down further. Let me explain what we are doing in welfare reform to make that happen.
I have to disagree with the hon. Lady’s comment from a sedentary position. It does, because for every extra hour people work, they get to keep more of the money they earn.
Universal credit claimants are able to find work faster and stay in work for longer than those under the system it replaces. Indeed, 86% of people under universal credit are actively looking to increase the hours that they work, compared with only 38% on jobseeker’s allowance.
We have to ensure that help is provided as people seek to find employment. The Government are providing a wide range of support targeted to each individual’s personal circumstances. Under universal credit, people have access to more tools than ever before to underpin their work search and help with budgeting, digital skills, preparing CVs and getting ready for job interviews.
The Minister is obviously ranging somewhat more widely on universal credit. Will he respond to the very specific question that the shadow Minister and I raised about the cliff edge in the rules in universal credit that relate to free school meals? Will he and the Government look again at a very significant negative side of the reform?
The hon. Gentleman knows that free school meals are universal for all children from reception to year 2, and currently all children who are the offspring of universal credit claimants are entitled to free school meals. There has been a consultation, which has closed, and the Department for Education will respond.
I am undertaking a programme of visits to jobcentres across the country. It is important for me as the Employment Minister to talk not only to the people who work in those jobcentres, but to those people who are there as customers. Last week, I visited the jobcentre in my local area, Reading, twice, first to talk to the people who run it; and secondly to talk to individual claimants. I sat in on one of the interviews and asked one of these ladies what she made of universal credit. She said:
“Universal credit is amazingly simple.”
Those are not my words, but the words of an individual who went—[Interruption.]

Commons ChamberI will give way shortly, but I want to develop my argument first.
The most important ingredients of success in education are the quality of leadership and the quality of teaching and learning; the Secretary of State is nodding his assent. It is vital that those ingredients are backed by a credible set of qualifications. We support reforming the structure of the examination system to deal with unhealthy competition between exam boards. If that means a single exam board, we will consider those plans in detail, and I understand that the Select Committee is due to make proposals to deal with that precise challenge shortly. Sensible, thought-through and evidence-based measures to increase rigour and tackle grade inflation will have the full support of the Opposition, but let us be clear about the fundamental difference between us and the Education Secretary: the proposal to divide pupils at 14 into winners and losers.
When the Deputy Prime Minister woke up in Rio last Thursday, he said about the Secretary of State’s proposals:
“I am not in favour of anything that would lead to a two-tier system where children at quite a young age are somehow cast on a scrap heap. What you want is an exam system which is fit for the future”
and
“doesn’t turn the clock back to the past…so it works for the many and not just…the few.”
I agree with that sentiment. The question for Liberal Democrat colleagues is whether they have the courage to vote for our motion, which supports the words of their leader.
Labour made a real difference to our education system—there is no doubt about that. However, at the same time as grade inflation was on the rise we were dropping in the international league tables on maths, English and science. Should not the hon. Gentleman be apologising for the disservice he has done to our young people, or is he now championing mediocrity once again?
Well read, I suppose. I must correct my earlier remark when I referred to Liberal Democrat colleagues because I think there is only one Liberal Democrat Member in the Chamber. [Hon. Members: “Two!”] Sorry, there are two. I was going to comment on the absence of the Liberal Democrat Minister of State, Department for Education, the hon. Member for Brent Central (Sarah Teather), but we have instead the Liberal Democrat Minister of State, Foreign and Commonwealth Office, the hon. Member for Taunton Deane (Mr Browne). I think the percentage would be just under 2%—that is my calculation.
Last week, the Daily Mail, in a leaked story, reported:
“None of the plans require an Act of Parliament.”
This week, according to the Government’s amendment on the Order Paper, the Government are calling for proposals that are approved by Parliament. May I welcome yet another U-turn by the Government to give Parliament a proper say, but may I suggest that as well as changing the process, the Secretary of State should change the substance of these leaked proposals? Today’s debate provides the House with an opportunity to reject a move to bring back a system that was created in the 1950s and abolished in the 1980s.
These proposals were leaked just as pupils were sitting their GCSEs. As nervous and stressed young people were queuing up to sit hugely important exams, the Secretary of State was saying that those exams were worthless. How insulting to young people who have studied and revised so hard. How insulting to parents who have helped their children through the stress of exams and how insulting to our brilliant teachers who have worked so hard to prepare their pupils. Why are these changes being made now and why are they being rushed? Is the Secretary of State concerned that his other policies will result in a fall in school standards? Is it that he needs to mask the reduction in standards by abolishing the main existing measure of secondary school results? Is that why the Government are so determined to do this?
