Commons ChamberLet me say first that the Prime Minister has been totally resolute in pursuing the net zero agenda, which is about delivering not just an environmental benefit but jobs and economic growth across the country. The hon. Gentleman referred to the Conservative party leadership; certainly from what I have seen and heard, all three of the remaining contenders are fully committed to that agenda.
Will my right hon. Friend comment on the ability of the current structure of government to achieve the ambitious target of the nationally determined contribution, namely a 68% reduction in emissions compared with 1990 levels by 2030?
My right hon. Friend has raised this issue with me before. It will of course be up to the new Prime Minister to see how he or she wants to strengthen the structures of government, but the key aim is for us to deliver on the commitments that we have made , and that is what we will be judged on at the next election.

Commons ChamberThe hon. Gentleman knows that the North Sea Transition Authority launched the UK’s first ever carbon storage licensing round yesterday. I am very happy to meet him or to ensure that a Minister from the Department for Business, Energy and Industrial Strategy meets him.
My right hon. Friend has just told the House that at the G20 meeting of environment and climate change Ministers, the agreement was reached to phase out global coal. Did he support that measure on behalf of Her Majesty’s Government?
As my right hon. Friend said, the agreement we reached was for the G7 to phase out domestic coal. Of course, we want to see that happen in developing economies across the world and that is why we are working, as we did with South Africa, to ensure that funding is made available to a number of other countries that are major emitters to ensure that they are able to make that transition to clean energy.

Commons ChamberSince March 2021 and through the 2021 Budget and spending review, the Government have committed a total of £30 billion of domestic investment for the green industrial revolution. Not only that, but we are ensuring that many tens of billions of pounds of private investment flows into green transition.
Is extraction of fossil fuels from new oil and gas fields consistent with meeting our climate change commitments during the transition?
As I have said, we want to see a managed transition. That is not going to happen overnight. My right hon. Friend will also know that we have set out in our domestic energy security strategy that future licensing rounds will have to be compatible with the climate compatibility checkpoint, which will be set out shortly.

Commons ChamberAs the Chair of the Business, Energy and Industrial Strategy Committee knows, all countries have committed to come back to their 2030 emissions-reduction targets by 2022, if necessary. Of course, the G20 is responsible for 80% of global emissions and will have to lead the way.
Important steps were made at COP26 but some were left incomplete. In my right hon. Friend’s remaining time as COP President, until November, on what particular item will he seek to make the most progress?
My right hon. Friend is right: a whole range of commitments were made, some of which will continue beyond the end of 2022. As I said, a key commitment was for countries to revisit their emissions-reduction targets by the end of 2022. We will work with the COP27 presidency from Egypt to ensure that countries deliver.

Commons ChamberAs I said, I will set that out in writing. If we consider all the commitments made by countries, including the net zero commitments and long-term strategies, there are credible reports that suggest we are heading to below 2°. Of course this is the start of a decade of action, which is why we need to push forward during this year.
Does my right hon. Friend believe that the current structure of Government is adequate to ensure that the UK can deliver a more ambitious nationally determined contribution at COP27?
The make-up and structure of the Government are obviously a matter for the Prime Minister—I know my right hon. Friend will have raised that issue at the Liaison Committee—but our current NDC is aligned to net zero.

Commons ChamberOverall, the NDCs that have been put forward are not adequate, because by 30 July 78 countries had still not published updated NDCs. However, the 113 updated NDCs that had been submitted would lead to a reduction in emissions of 12% by 2030. If we also take into account the subset of 70 countries with updated NDCs and net zero commitments through long-term strategies, those would lead to a 26% reduction in emissions.
In the COP26 President’s discussions around nationally determined contributions, has he come across a single country other than the UK that has committed to count international aviation and maritime emissions in its net zero strategy?
My right hon. Friend is right. This is just another example of the UK leading on climate ambition. We remain fully committed to global action to tackle international aviation and shipping emissions through the international processes at the International Civil Aviation Organisation and the International Maritime Organisation.

It was particularly pleasing to note that some of those working in the project had made the transition from the oil and gas sector owing to their transferable engineering skills. As I set out, the fund has been launched, and I know that my right hon. Friend the Minister for Business, Energy and Clean Growth will be delighted to meet my hon. Friend to discuss the issue further.

Commons ChamberAs someone who was partly responsible for preparing the 10-point plan, may I suggest that the hon. Gentleman actually reads the detail of it? I have discussed the sector-specific points in it with individuals in different sectors of industry, who have found it quite compelling. Of course I agree that we need to be doing more, and that is why I have committed to publishing the comprehensive net zero strategy ahead of COP26.
What steps is my right hon. Friend taking, in his extensive discussions with leaders around the world on making progress at COP26, to develop a global standard or taxonomy of climate change impact in financial reporting and in green labelling investment products?
As my right hon. Friend will know, the UK has taken a leading role in climate-related disclosures by implementing a green taxonomy and, very importantly, by making TCFD-aligned disclosures—recommended by the Taskforce on Climate-related Financial Disclosures —mandatory across the economy by 2025. In the conversations that I have with Governments around the world, I am urging other countries to follow a similar approach on financial disclosures. My right hon. Friend talks about asset owners in the financial services sector, and we are also encouraging asset owners and asset managers to make net zero commitments.
