As I have pointed out, the Government are doing a significant amount on energy efficiency. Of course we should always look to see what more can be done.

T4.   Will my right hon. Friend outline the discussions he has had with his colleagues in Government so as to act on the Climate Change Committee’s recommendation on the need for further support aligned to net zero to help people with their energy bills?

As my hon. Friend knows, support is being provided to help households. In particular, the most vulnerable households will receive at least £1,200 pounds of support. Of course, we also need to look at further energy-efficiency measures, and I am sure the new Prime Minister and Chancellor will look at all of that.

We will have to look at what bids come in in respect of how that funding is used, but I say again—I made this point yesterday at the Dispatch Box—that it is not just public money; we are also talking about private sector money coming alongside it. The hon. Gentleman will know that Hydrogen Strategy Now, a campaign group of more than 50 companies, has said that it is ready to invest £3 billion in hydrogen projects, and that was after the publication of the 10-point plan.

Our 10-point plan for a green industrial revolution, which we set out last month, has an ambition to support 250,000 highly skilled green jobs across the UK by 2030. The plans we published yesterday in the energy White Paper will further position the UK as a global leader in the future energy industry, not least by supporting the development of jobs and green infrastructure in low-carbon energy such as hydrogen, carbon capture, usage and storage, and of course nuclear.

I am grateful to the Secretary of State for that answer. The scale of the opportunity for employment growth in low-carbon industries is immense. If the right approach is adopted, there can be enormous benefits to coastal communities such as Lowestoft and Waveney. How does the Secretary of State intend to transform the UK’s approach to energy skills in order to capitalise on these great opportunities?

Once again, a Conservative colleague talks about jobs, which is what the energy White Paper and the 10-point plan are all about. My hon. Friend is a tireless champion for offshore wind, and for jobs and growth, in supporting his constituency. He will know that we have set up the green jobs taskforce, which was launched in November and is led by the Minister for Business, Energy and Clean Growth, my right hon. Friend the Member for Spelthorne (Kwasi Kwarteng). The taskforce brings together businesses and trade unions to assess how our jobs and skills should adapt to allow us to build back greener, and how the Government can support people in transitioning industries.

If there are parties out there who want to come forward with proposals for the hon. Gentleman’s constituency, we will of course look at them. The value of developing SMRs is that one will potentially be able to have factories in a number of places in time, and that will mean that we continue the agenda of levelling up across the country.

These proposals are extremely welcome as they provide a route map to the zero-carbon future. They can also bring enormous economic benefits to areas such as Waveney in Suffolk by creating a very wide range of jobs, whether working on Sizewell C or in offshore wind, reusing our oil and gas infrastructure, running local community electricity schemes, or retrofitting our homes and places of work. Can the Secretary of State confirm that a radical new skills strategy will sit alongside the White Paper?

My hon. Friend raises an incredibly important point. He will know that some weeks ago I set out some initial thoughts on a refreshed industrial strategy, and of course we must ensure that skills are at the front and centre of that. We in the Government have discussions around these matters, and I hope that during the early part of next year we will be able to set out a refreshed industrial strategy

Three months ago, the storm surge hit the east coast and caused considerable damage in a number of coastal communities including Lowestoft, in my constituency. Before Christmas I secured an Adjournment debate in which I highlighted the items of immediate concern. Today it is appropriate to review the situation, and to highlight what went well and the instances in which we can and must do better.

In Lowestoft, a small geographical area was hit very hard. The community rallied round and the area is gradually returning to normal, but many people will not be back in their homes for a number of weeks, and for some life will never be the same. The repairs to the sea defences have still not been completed, and it is a race against time to get the beaches open for the important tourism season. We need to learn lessons from the night of 5 December and consider how we can best manage flood risk, making the best possible use of the available resources, which will be limited. We must recognise that events such as those that we have witnessed, either directly or on television, will become more frequent.

There are three instances in which I believe that we should be doing things differently. First, we need a new framework for the management of flood risk from rivers. The Government’s management of flood risk must be simplified and streamlined. There is too much duplication of effort and inefficient use of resources, with funding shared between five levels of government. We need better co-ordination and simplification. All work related to flooding should ideally take place in one Department. Locally, a whole-river approach to flood management should be adopted, from source to the sea. Each catchment and each river is different, and each should be managed by local people, who invariably know best.

Since the scrapping of the National Rivers Authority in 1994, a more fragmented approach has been adopted, and we now need greater certainty and local flexibility. It is also important not to become fixated on specific ways of managing flood risk: it must be recognised that different solutions will be appropriate in different settings and on different rivers. I make this comment with specific regard to the issue of dredging. In some places it will solve a problem by creating additional capacity for holding water, while in others it may exacerbate a problem. In managing a river, it is important to use all the tools in the box, whether dredging, desilting, repairing of banks, the managing of vegetation downstream, slowing the flow, storing water or improving infiltration upstream.

There is a need for better and more regular ongoing maintenance with investment in pumps and drainage infrastructure. More licences should be granted to farmers to undertake regular minor work such as clearing blockages, desilting and vegetation maintenance, and I draw attention to my farming interests as detailed in the Register of Members’ Financial Interests.

Homeowners and businesses should also be armed with the tools and the information needed to defend their properties. There is a need to build resilience into the defence of individual properties. The £5,000 repair and renew grant for affected homes and businesses can play a very important role in achieving this, whether through the fitting of flood boards, covers to air bricks and the insulation of valves to prevent the backflow of sewage.

I held a public meeting last week on flooding issues in my constituency and those who are flooded welcomed this £5,000 repair and renew grant, but some who have not experienced internal flooding were concerned that they may do so in future. Does my hon. Friend share my view that the Government should consider introducing a scheme whereby they provide part-funding for those who want to make their homes resilient or have some kind of tax credit for that purpose?
