I pay tribute to the hon. Member for Luton North (Sarah Owen) for sponsoring the Bill. I know that she met the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Sutton and Cheam (Paul Scully), earlier in the month—I think on the 10th—to discuss her ambition for the Bill, and I know from him that they had a very constructive conversation on the misuse of fireworks. I understand that this is an important issue to hon. Members, as was demonstrated in November by the attendance at the most recent Westminster Hall debate on fireworks licensing. I would therefore like to use this opportunity to explain the Government’s position on the matter as well as to address—
