My Lords, the Virtual Proceedings on the Statement will now commence. I will call the Statement and the Minister will repeat it in the usual way. I will then call the Front-Benchers and the Minister to respond. After that, we begin the period of Back-Bench questions, which has been extended to 30 minutes. I will call each Back-Bench Member on the speakers’ list to ask a supplementary question and the Minister will then respond. I will then call the next Back-Bench Member. I ask each speaker to ensure that their microphone is unmuted prior to asking a supplementary question. Each speaker’s microphone will be returned to mute once their supplementary question has finished. In accordance with guidance agreed by the Procedure Committee, if Members are not listed, it is not possible for them to ask a supplementary question or to take part in proceedings.
