My Lords, the Virtual Proceedings on the Statement will now commence. I will call the Statement and the Minister will repeat the Statement in the usual way. I will then call the Front Benchers and the Minister to respond. After that, we begin the period of Back-Bench questions, which has been extended to 30 minutes. I will call each Back-Bench Member on the Speakers List to ask a supplementary question and the Minister to answer.
