My Lords, we have three Second Readings to get through today, and by custom we try to finish by 3 pm, although that is not rigidly enforced. For that reason, there is an advisory speaking time of six minutes. I hope that noble Lords will try to adhere to it so that those speaking at the end of today’s proceedings can also go home when they should. I thank noble Lords for adhering to this.
