These Regulations amend Regulation (EC) No 561/2006 of the European Parliament and of the Council of 15 March 2006 on the harmonisation of certain social legislation relating to road transport and amending Council Regulations (EEC) No 3821/85 and (EC) No 2135/98 and repealing Council Regulation (EEC) No 3820/85 (“Regulation (EC) No 561/2006”) and modify Regulation (EU) No 165/2014 of the European Parliament and of the Council of 4 February 2014 on tachographs in road transport, repealing Council Regulation (EEC) No 3821/85 on recording equipment in road transport and amending Regulation (EC) No 561/2006 of the European Parliament and of the Council on the harmonisation of certain social legislation relating to road transport (“Regulation (EU) No 165/2014”), which both extend to the United Kingdom. These Regulations implement aspects of the Trade and Cooperation Agreement between the United Kingdom of Great Britain and Northern Ireland, of the one part, and the European Union and the European Atomic Energy Community, of the other part, done at Brussels and London on 30th December 2020 (“the TCA”), relating to road freight and passenger transport.
Road Transport (International Passenger Services) (Amendment) Regulations 2024

These Regulations implement the Protocol to Interbus regarding the international regular and special regular carriage of passengers by coach and bus (“the RSR Protocol”), which extended the Agreement on the international occasional carriage of passengers by coach and bus (Interbus Agreement) concluded in Brussels on 30th June 2001 (“the Interbus Agreement”), acceded to by the United Kingdom in October 2020.
Vehicle Drivers (Certificates of Professional Competence) (Amendment) Regulations 2024

These Regulations are made under sections 12(1), 13(2) and (3), 14(1), (2), (4)(b), (c) and (e) and (7) and 20(1) of the Retained EU Law (Revocation and Reform) Act 2023 (c. 28) (“the 2023 Act”) and section 31(1) of the European Union (Future Relationship) Act 2020 (c. 29). These Regulations revoke and replace regulations 6 to 9, 12, 13 and 14A, and make amendment to various other regulations of the Vehicle Drivers (Certificates of Professional Competence) Regulations 2007 (S.I. 2007/605) (“the 2007 Regulations”) which relate to road traffic in England and Wales, Scotland and Northern Ireland. The 2007 Regulations are secondary assimilated law within the meaning of section 12(2) of the 2023 Act.
Single Trade Window (Establishment, Operation and Information) Regulations 2024

These Regulations are made in exercise of the powers conferred by section 31(1) and (2) of the European Union (Future Relationship) Act 2020 (c. 29), in order to implement the obligations of the United Kingdom under Article 118 of the Trade and Cooperation Agreement between the United Kingdom of Great Britain and Northern Ireland, of the one part, and the European Union and the European Atomic Energy Community, of the other part (“the Trade and Cooperation Agreement”). Article 118 of the Trade and Cooperation Agreement relates to establishment of a single window (“single trade window”) that enables traders to submit documentation or data required for importation, exportation or transit of goods through a single entry point to participating authorities or agencies.
Goods Vehicles (International Road Transport Permits and Haulage Within the EU) Regulations 2024

These Regulations regulate the use of goods vehicles on journeys to, in or through the countries and territories in relation to which the United Kingdom has a relevant international agreement (within the meaning given by section 1(4) of the Haulage Permits and Trailer Registration Act 2018 (c. 19) (“the 2018 Act”)) relating to the transport of goods by road, and the movement of goods between two points in the EU.

Single Trade Window (Preparation) Regulations 2023

These Regulations authorise the Commissioners for His Majesty’s Revenue and Customs to incur expenditure to pave the way for the establishment of a single window in accordance with the United Kingdom’s obligations under Article 118 of the UK/EU and EAEC Trade and Cooperation Agreement. This will be known as the single trade window and will enable traders to submit documentation or data required for importation, exportation, or transit of goods through a single entry point.

These Regulations primarily reinstate provisions that were removed or amended in preparation for exiting the European Union.

Regulation 2 and the Schedule amend the European Union (Future Relationship) Act 2020 (c. 29) (“the Act”) to amend and update references in that Act to provisions of the Trade and Cooperation Agreement (as defined in section 37 of the Act). These Regulations are made in part in exercise of the powers in section 8(1) of the European Union (Withdrawal) Act 2018 (c.16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a) and (g) of that Act) arising from the withdrawal of the United Kingdom from the European Union. The retained direct EU law concerned relates to health security.

It also implements Article 310 of the Trade and Cooperation Agreement in respect of designating a regulatory authority for specified purposes relating to electricity and gas.
