SI explanatory text These Regulations amend transitional provisions in assimilated legislation and subordinate legislation, in respect of Great Britain, by extending the current transitional arrangements concerning the requirements that apply to imported products until 1st February 2027. In addition, regulation 6 also replaces references to legislation applicable in the EU, for the purposes of provisions under which imported goods may be certified to equivalent EU standards, so as to keep those references up-to-date following legislative changes within the EU and updates the contact information of the Australian Agency authorised to issue hops import certifications.

SI explanatory text These Regulations are made under the Agriculture Act 2020 (c. 21) in consequence of the introduction of delinked payments under section 12 of that Act in place of direct payments under the Basic Payment Scheme in England. They modify the application of the appeals provisions in Part 5 of the Common Agricultural Policy (Control and Enforcement, Cross-Compliance, Scrutiny of Transactions and Appeals) Regulations 2014 (S.I. 2014/3263) (“the principal Regulations”) to Pillar 1 decisions which relate to direct payments so as to introduce a statutory time limit for requesting the reconsideration of, and for bringing appeals against, any such Pillar 1 decisions made by the Secretary of State. These Regulations extend to England and Wales but apply only to Pillar 1 decisions in England which relate to direct payments.

SI explanatory text These Regulations amend retained Council Regulation (EC) No 834/2007 on organic production and labelling of organic products (EUR 2007/834) and its implementing regulations Commission Regulation (EC) No 889/2008 (EUR 2008/889) and Commission Regulation (EC) No 1235/2008 (EUR 2008/1235). Regulation No 1235/2008 implements the rules for imports of organic products from third countries. Currently Annex 1 to the Regulation lists countries and control bodies which comply with UK organic standards, Annex 3 lists countries assessed to have equivalent organic standards, and Annex 4 lists those control bodies assessed to have equivalent organic standards. The Secretary of State has power by regulations to amend each list in certain circumstances.

SI explanatory text These Regulations, which apply to England only, are made under the Agriculture Act 2020 (c.21). The Secretary of State has the power to give financial assistance to farmers, foresters and other beneficiaries responsible for the management of land for purposes listed in section 1(1) and (2) of that Act. SI explanatory text These Regulations are made under the Agriculture Act 2020, to ensure that the United Kingdom does not breach its obligations under the World Trade Organisation Agreement on Agriculture (“AoA”) in relation to domestic support. They specify the amounts of amber box domestic support (which may have trade distorting effects and is therefore limited under the AoA) which may be given in each country in the United Kingdom (regulation 4) and prohibit any country in the United Kingdom from giving more (regulation 7). They also set out the procedure for each country to give notice of new schemes or amendments to existing schemes (regulation 5), how the classification of such schemes under the AoA is to be determined (regulation 6), and make provision for annual notifications to be give identifying the domestic support given in the United Kingdom (regulation 8), and permit the Secretary of State to request further information where this is needed to enable the United Kingdom to satisfy its obligations under the AoA (regulation 9).
