To ask the Secretary of State for the Home Department, whether the Government provides support for young people who have been arrested for rough sleeping under the Vagrancy Act.

The Government has made the unprecedented commitment to end rough sleeping within this Parliament and to fully enforce the Homelessness Reduction Act. We have already embarked on a strategy to shift the focus to prevention and move vulnerable individuals into multi-agency support, backed by £2.4 billion over three years.

The government’s ‘Ending Rough Sleeping for Good’ strategy published in 2022 recognises that young people face particular challenges in accessing and maintaining accommodation. The Department for Levelling Up, Housing and Communities is funding £2.5 million is being provided through the Rough Sleeping Initiative 2022-25 to fund youth services in local areas. The youth interventions provide funding to 8 local authorities across England to develop specialist youth support such as outreach workers, prevention officers and specialist housing for those under 25. The Single Homelessness Accommodation Programme (SHAP) is also delivering over 2,000 homes by March 2025, including 650 homes for young people sleeping rough or at risk of rough sleeping and funding for wrap-around support tailored to individual needs.

Where anyone is arrested, Liaison and Diversion (L&D) services have been introduced into police custody, to seek to ensure that vulnerable people are identified and offered access to the help they may need. A key component of these schemes is to provide referrals to community treatment and support services and to provide advice to police custody staff on how best to support people with these vulnerabilities.

In certain circumstances, local authorities have a duty to provide accommodation to young people in their area aged under 18 deemed ‘in need’ under the Children’s Act 1989.

To ask the Secretary of State for Culture, Media and Sport, what steps her Department is taking to (a) enable partnership working and (b) increase collaboration between schools, youth organisations and sport providers.

The Government recognises the importance of encouraging partnership working between schools, youth organisations, and sports providers to provide opportunities for young people. Our current Enrichment Partnerships pilot, which was a joint bid with the Department for Education, is working closely with schools, youth organisations, councils and enrichment and sports providers to test whether greater coordination locally can enhance school enrichment offers and remove barriers to participation, create efficiencies (reducing the burden on school staff resources) and unlock existing funding and provision.

The Government-funded network of 450 School Games Organisers (SGO) works directly with local schools and sports providers to coordinate inclusive sport competitions across 40 different sports and activities. In the 2022/23 academic year, the SGO network provided over 2.2 million opportunities for children to take part in local, inclusive sport and physical activity.

Our updated statutory guidance and peer review programme for Local Authorities aims to encourage best practice of local youth provision and advice on how to create a sufficient and unified approach to out of school provision for young people. We also are providing £320,000 to Regional Youth Work Units across England (RYWUs) over the next two years, to build upon their current practices and ensure a consistent minimum level of regional leadership. The funding will support RYWUs to influence youth policy, develop partnerships, support and grow the youth workforce, ensure young people's voices are heard, and improve collaboration across the regions.

Working with the Young People Foundation Trust, DCMS also encourages and supports local youth partnerships through the Local Partnerships Fund. The fund is designed to encourage productive connections between youth services and councils, schools, local sporting and smaller community based organisations, as well as local businesses and funders so they can provide a more holistic experience for young people.

To ask the Secretary of State for the Home Department, whether he has made a recent assessment of the effectiveness of the enforcement of regulations on the sale of bladed items (a) to and (b) by persons under the age of 18.

Since 2019, the Home Office has provided over £5 million of funding for a Violence Reduction Unit in Wales (known as the Wales Violence Prevention Unit (VPU)) which is providing a multi-agency, preventative response designed to tackle the drivers of serious violence and knife crime. Over the same period, we have invested c.£3.5 million (including c.£535k in 2023/24) in ‘hotspot policing’ to boost the policing response to serious violence in South Wales. In 24/25, we are providing c.£4.4 million of funding to all force areas in Wales under the Hotspot Response fund to deliver high-visibility patrols and problem-solving tactics in the streets and neighbourhoods worst affected by serious violence and Anti Social Behaviour.

The Wales VPU is tasked with investing in evidence-based approaches designed to steer vulnerable young people away from involvement in violence. As part of this approach, the VPU is funding local interventions including A&E Navigators, delivering advice, support and guidance to patients of any age who have experienced violence with injury, with the aim of engaging with those injured whilst they are in hospital to help break the cycle of violence at the point of crisis. The VPU is also funding youth workers to deliver sessions to young people within both education and community settings covering issues such as knife crime. Additionally, just under £1m was awarded in 2023/24 to support delivery of the Serious Violence Duty across Wales.

We have also introduced new legislation which, subject to parliamentary approval, will ban zombie-style knives and machetes from 24 September 2024. Through the Criminal Justice Bill 2023, we are providing more powers for police to seize knives held in private that they believe will be used for unlawful violence, increasing the maximum penalty for the offences of selling prohibited weapons and selling knives to under 18s and creating a new offence of possessing an article with blade or point or an offensive weapon with intent to commit unlawful violence.

It is an offence to sell bladed articles to people under the age of 18 and with measures in the Offensive Weapons Act 2019 we strengthened the requirements for age verification, and made it an offence to send bladed articles to residential addresses after they are bought online, unless the seller has arrangements in place with the delivery company to ensure that the product would not be delivered into the hands of a person under 18. This legislation is enforced by Trading Standards and the police. The Home Office does not hold enforcement data in relation to breaches of this legislation.

The Online Safety Act 2023 has finished its parliamentary passage and received Royal Assent on 26 October 2023. The Government's intention is to have the regime operational as soon as possible.

Ofcom published the first draft codes of practice on illegal content for consultation on 9 November 2023. The Government expects these to be finalised in late 2024. These codes of practice will set out the steps companies can take to fulfil the duties for illegal content. In scope services will either need to follow these codes, or show their approach is equally effective. Tech companies will need to remove and limit the spread of illegal content. This means less illegal content online and when it does appear it will be removed quicker.

Schedule 7 of the Act sets out a series of priority offences which includes the sale of weapons. Companies will need to take particularly robust action to prevent the proliferation of this content online and ensure that their services are not used for offending. This means companies will need to proactively mitigate the risk that their services are used for illegal activity or to share this illegal content, to design their services to mitigate the risk of this occurring and to remove any content that does appear as soon as they are made aware of it.

The Government recognises the vital role that youth services and activities, and the workforce that delivers them, play in improving the life chances and wellbeing of young people.

While local authorities are responsible for delivering youth provision, the Government has worked closely with local authorities to update statutory guidance to support this delivery. The Government additionally provides significant funding to support youth services, with over £1.1 billion provided to the youth sector from DCMS In England between 2015 and 2021.

Furthermore, over this Spending Review Period, DCMS is investing over £500 million in youth services to deliver the National Youth Guarantee, a government commitment that by 2025, every young person will have access to regular clubs and activities, adventures away from home and opportunities to volunteer. This includes a significant number of interventions. For example, the Youth Investment Fund is delivering grants to build, renovate and expand youth centres, and the Million Hours Fund has created more than a million hours of youth activities in antisocial behaviour hotspots.

To support the workforce, DCMS funds the National Youth Agency (NYA) to set professional standards, qualifications and a curriculum for youth work. In addition, over the past three years we have worked with the NYA to provide bursaries to help more than 2000 youth workers access training and qualifications. DCMS also provides funding to the Regional Youth Work Units to ensure a consistent minimum level of regional leadership, as well as funding to create new Local Youth Partnerships and support existing ones to encourage and build local coordination.

The Youth Offer launched 20 September 2020 and provides support for 16–24-year-olds who are on Universal Credit to help them move into employment. It includes three elements:

  • The Youth Employment Programme, which provides young people dedicated intensive Work Coach support in finding & applying for jobs, with additional assistance available for those who have recently begun their Universal Credit claim.
  • Youth Hubs, which bring together in one location DWP services with local support provided by youth experts. This ensures that the needs of young people are matched to services that help them tackle barriers to employment.
  • Youth Employability Coaches, who are focused on supporting young people furthest from the labour market overcome complex challenges so that they can move into work.

As of the 1st of March 2024, there have been 1,200 starts to the Youth Offer in South Holland and The Deepings constituency, and a total of 17,420 starts in the Lincolnshire region. These figures are part of the overall 1,123,000 total starts on the Youth Offer.

Having 43 HLOs working across a wider set of music education partnerships from September 2024 should bring significant benefits to children, young people and schools, as HLOs will be able to be more strategic, building stronger partnerships with those they work with, resulting in high-quality support in every local area and to ensure there are no local ‘cold spots’ where access to provision is limited.

This should also support a more consistent high-quality approach to music education for all children regardless of where they live or go to school, by offering:

  • Improved and more equitable access to a diverse range of musical activities, opportunities, teachers, instruments and equipment.
  • Greater consistency of provision and ability to scale up effective programmes and ways of working for children and young people and schools.
  • Greater access to more advanced ensembles and a wider range of progression opportunities.
  • Greater access to the cultural capital centred around urban centres, thus improving connections and reducing isolation for rural communities.
  • More strategic leadership and governance, plus a wider range of employment opportunities and progression routes for the music education workforce.
  • Access to greater resources, capacity and capability to use government funding to leverage further investment.
  • An increased profile with wider musical stakeholders and a stronger connection with the music industry.

Schools alone cannot provide the range of services needed for a good quality music education and Music Hubs provide many services that contribute to schools delivering high-quality music provision. Furthermore, Music Hubs will play a critical role in supporting schools who opt to implement the Model Music Curriculum published in 2021 and for schools implementing their Music Development Plans from September 2024. In time, Music Hubs will also support schools opting to use music curriculum resources from Oak National Academy, who will publish their full suite of key stage 3 and 4 resources in the summer and who recently announced a partner to produce a suite of key stages 1 and 2 resources.

The government has a long-standing commitment to high-quality music education and this is reflected in the government’s National Plan for Music Education published in June 2022. This sets out the vision to enable all children and young people to learn to sing, play an instrument and create music together, and have the opportunity to progress their musical interests and talents, including professionally by 2030. The department believes that Music Hubs play a vital role in ensuring children and young people across the country can access high-quality music education and this government values the many achievements that the existing Music Hub network has made since 2012.

The department has invested around £380 million of funding into Music Hubs between 2016 and 2021. As part of the National Plan for Music Education 2022, the department also announced £79 million of funding per year for the Music Hub programme, up to and including the 2024/25 academic year, to provide assurance and stability in music education. The department is also providing £25 million capital funding for musical instruments as part of the programme. The department will consider future funding for the next spending review in due course.

On average, the grant funding has consistently provided around 40% of a hub’s total income and hubs have historically used this to leverage other income streams over the lifespan of the programme. To ask the Secretary of State for Justice, whether he is taking steps to ensure that young offenders are provided therapeutic support (a) in the community and (b) in secure settings.

Youth Offending Teams (YOTs) are central to supporting children in the community who are on the cusp of offending, as well as those who have already offended. Working as multi-agency teams, with representatives from police, probation, education, health and social services, and specialist workers, such as accommodation officers and substance misuse workers, they are able to tailor their interventions and referrals based on an assessment of a child's vulnerabilities, risk and needs. YOTs are increasingly moving towards becoming a ‘trauma-informed’ service, and most have access to a Child and Adolescent Mental Health Services practitioner who will assess children and provide early intervention to young people coming into contact with the justice system.

In secure settings, in collaboration with Health partners, the Youth Custody Service is committed to the delivery of an individualised, trauma-informed model of care for every child in custody across England and Wales. This approach ensures every child has access to a needs-based programme of therapy, interventions, treatment, and education. Interventions include a range of cognitive behavioural programmes, counselling psychology services and Family Therapy to promote desistance from future offending.
