Question to the Department for Work and Pensions:
To ask the Secretary of State for Work and Pensions, what steps he is taking to help individuals out of work improve their (a) numeracy and (b) literacy skills.

Jobcentre Plus Work Coaches engage with customers to better understand the steps needed to support their work search. Where essential skills needs are identified as a barrier to securing or progressing in employment, customers can be referred to available local provision which can include essential maths and numeracy training available through Multiply, English (literacy and English as a Second Language, ESOL) and digital skills, as well as other key vocational focussed opportunities.
Through DWP Train and Progress the length of time Universal Credit (UC) customers can undertake work-focused training has been extended. UC claimants are now able to attend full-time work-related training for up to 16 weeks.
For customers in England, we have ongoing collaboration at a national and local level with the Department for Education who fund adult education through the Adult Education Budget (AEB). Learning providers, many of which are Further Education colleges, deliver training to address customer skills needs in line with labour market demand. As skills is a devolved matter, similar discussions take place with key stakeholders in the Scottish and Welsh Governments to help ensure the employment and skills support offered to claimants in the devolved nations is aligned.

To ask His Majesty's Government, further to the Written Answer by Lord Ahmad of Wimbledon on 7 March (HL2663), whether they have made any estimate of the number of camps, including the so-called anti-extremism centres and re-education camps, in (1) Tibet and (2) the rest of China.

The Government refers to credible external estimates, in particular those from the United Nations, of numbers of individuals in China detained under various circumstances and within certain geographies. For example, the April 2023 UN Special Procedures found "[h]undreds of thousands of Tibetans have reportedly been 'transferred' from their traditional rural lives to low-skilled and low-paid employment since 2015" noting "the labour transfer programme is facilitated by a network of 'vocational training centres', which focus less on developing professional skills and more on cultural and political indoctrination in a militarised environment." As noted in the Government's response to Written Question HL2663, with regard to the situation in Xinjiang, in 2018 the UN Committee on the Elimination of Racial Discrimination estimated "upwards of a million people were being held in so-called counter-extremism centres and another two million had been forced into what the Chinese refer to as 're-education camps' for political and cultural indoctrination."

To ask the Secretary of State for Work and Pensions, what steps he is taking to support people who are on Universal Credit to access free adult education.

Universal Credit (UC) claimants are required to undertake activity to address skills needs if this will help them enter and retain employment or find better paid work. Jobcentre Plus Work Coaches engage with claimants to identify and address these needs through options ranging from the Department for Education’s Skills Bootcamps; careers advice from National Careers Service advisors, many of whom are co-located in Jobcentre offices or DWP’s successful (Sector Based Work Academy Programmes).
DWP’s Sector-based Work Academy Programmes (SWAPs) help employers who have immediate and future employment needs by providing short work focussed opportunities to fill local job vacancies. Through the adult education budget, Government funds the skills training that employers require and in return employers agree to offer work experience placements and a guaranteed offer of an interview for a live vacancy. Data for the financial years 2021/22, 2022/23 and 2023/24 to date shows that, as of 28 January 2024, there were a total of 266,330 starts to a Sector-based Work Academy Programme. Final start figures for 2023/24 will be available early next financial year.
For claimants who need vocational and essential skills training (English/maths/digital), to support their work search goals, it was announced at Spring budget 2023 that the length of time UC claimants can undertake full time work-related training has been extended to up to 16 weeks. This means eligible claimants are able to access a wider range of courses, including those made available through the DfE Free Courses for Jobs initiative.
Additionally, local Jobcentre Plus partnership teams work directly with colleges and training providers in their area to ensure claimants have access to the right skills support. Jobcentre Plus partnership leads also participate in DfE’s employer representative body led Local Skills improvement Partnerships across England, which are articulating local employer skills needs for consideration by colleges and local training providers.

We do not have a breakdown by project category of future spend. Programme allocations are continually reviewed to respond to changing global needs, including humanitarian crises, fluctuations in GNI and other ODA allocation decisions.

The department produces two average point score measures at GCSE, Average Attainment 8 and Average Ebacc APS. Average Attainment 8 was first introduced to all schools in the 2015/16 academic year, and Average Ebacc APS was first introduced in the 2017/18 academic year. Figures are based on pupils at the end of key stage 4 who attended state-funded schools in England.
The A level average point score (APS) for each local authority in England, including number of students and average grade from 2014/15 to 2022/23, are available from the links below.
Prior to that, APS data for local authorities covered all level 3 qualifications (A levels, but also other level 3 academic and vocational qualifications) where links are provided for the 2009/10 to 2013/14 academic years.
All figures are based on students at the end of 16-18 study who attended state-funded schools and colleges in England.
Note that APS data for the 2015/16 to 2022/23 academic years for A levels is on a scale of 0-60, where a grade A* is given 60 points and a grade E is 10 points. APS data for the 2009/10 to 2014/15 academic years uses an older QCDA points scale where A level grades are on the scale 0-300, where a grade A* is 300 points and a grade E is 150 points. Vocational qualification grades are scaled 0-270.

Question to the Department for Education:
To ask the Secretary of State for Education, whether she is taking steps to encourage collaboration between colleges and universities to (a) widen participation in tertiary education and (b) promote social mobility.

The department is investing in Institutes of Technology (IoT). IoTs are prestigious, high-quality education providers that are created through innovative collaborations that bring together the best of existing further education (FE) colleges and higher education (HE) providers with local employers. To date the IoT Network comprises 77 colleges, 35 HE providers and 99 employers. By offering a range of specialised courses, from Higher Technical Qualifications to apprenticeships, IoTs empower students to develop the practical skills and knowledge required to excel in key sectors such as engineering, healthcare digital technology and manufacturing.
FE and HE Providers across the country already collaborate at local levels to deliver education and training, ensuring learner and employer needs are met. Some of these partnerships are formal, longstanding arrangements for colleges to deliver degrees but less formal arrangements with specific courses in FE occurring to ensure progression for those who wish to go into HE.
In Plymouth, City College is working with Plymouth Marjon University and the University of Plymouth to offer foundation degrees, higher national certificates and higher national diplomas, as well as traditional degrees.
Collaborative working forms a significant part of the department’s HE access and participation reforms, which were launched in 2021. As part of these the department has tasked the Office for Students to strongly encourage universities to work with schools and colleges to drive up standards and encourage aspiration and attainment. The department wants to see universities stepping up to support students through the paths that benefit them the most, including through apprenticeships, higher technical qualifications, and vocational education as well as degrees.
The department is aware that diversifying modes of study can be an important method of broadening access and participation. HE providers have been strongly encouraged to set themselves ambitious, measurable targets to significantly increase the proportion of students on higher and degree apprenticeships, Level 4 and Level 5 courses and part time study. The department is also providing £40 million over the next two years to support degree apprenticeship providers to expand and help more people access this provision.
Uni Connect, which the department is funding at £30 million for the 2023/24 academic year, brings together partnerships of universities, colleges and other local organisations to offer activities, advice and information on the benefits and realities of going to university or college.

Question to the Department for Levelling Up, Housing & Communities:
To ask the Secretary of State for Levelling Up, Housing and Communities, if he will publish a housebuilding workforce plan to help tackle skills shortages in the housebuilding sector.

Primary responsibility for the skills and workforce pipeline of any sector must sit with that sector – something that is particularly the case in a profitable sector such as housebuilding.
The Government has an extensive programme of work in augmenting skills development across multiple industries, including through the role of vocational qualifications such as T-Levels.
In May 2023, the Department for Education commissioned an independent review of the Engineering Construction Industry Training Board and the Construction Industry Training Board. The review is in its concluding stages and ministers will consider the Government response to the report and publication in due course.

To ask the Secretary of State for Justice, which external (a) educational and (b) vocational training providers work in the secure estate.

There are four main education providers across the adult secure estate in England. Milton Keynes College, Novus, People Plus and Weston College provide the majority of education services, including vocational delivery.
Education in Welsh establishments includes both public and private-sector provision. At HMP Cardiff, HMP Swansea, HMP Usk and HMP Prescoed, education is delivered by HMPPS staff. At HMP Berwyn, education is provided by Novus Cambria, which is a joint venture between Coleg Cambria and LTE Group (Novus). HMP & YOI Parc also has a private education provider, Novus Gower, which is a joint venture between Gower College and LTE Group (Novus).
In addition to this provision, Governors in England have access to 469 organisations that provide education services, including vocational delivery. Wales also has access to a range of other education providers, including the Prison Education Trust, Shannon Trust, the Open University, and vocational training providers such as Safety Counts, Simian Training, GLA Group and Future Skills.

Question to the Department for Education:
To ask the Secretary of State for Education, how much has been spent on marketing for (a) Institutes of Technology, (b) T Levels and (c) Higher Technical Qualifications in each year since 2017.

From January 2022, the department has moved away from delivering individual campaigns for each policy product and started delivery of joined up, audience-led campaigns under the banner of Skills for Life, which covers T Levels, Institutes of Technology, Higher Technical Qualifications and others.
Up to and including the 2020/21 financial year, there was a T Level specific marketing campaign with incurred costs of £400,000 in the 2018/19 financial year, £2,667,975 in the 2019/20 financial year and £4,109,207 in the 2020/21 financial year.
The Skills for Life campaign is ongoing. The overall spend for 2023/24 was £12,085,527, as detailed in my response to 7043 on 8 January 2024, which is available at: https://questions-statements.parliament.uk/written-questions/detail/2023-12-14/7043. For the 2021/22 financial year the overall spend was £4,092,000. In the 2022/23 financial year overall spend was £12,400,000.

To ask the Secretary of State for Education, what fiscal steps she is taking to support (a) training programmes, (b) apprenticeships and (c) other efforts to promote (i) job creation and (ii) skills development in Bury South constituency.

The government is committed to creating a world leading skills system which is employer-focused, high quality and fit for the future. The government’s reforms are strengthening higher education (HE) and further education (FE) to help more people get good jobs and upskill and retrain throughout their lives, as well as to improve national productivity and economic growth. The government’s reforms are backed with an additional investment of £3.8 billion over the course of this Parliament to strengthen HE and FE.
This additional funding will help providers such as those in Bury to deliver high quality education and training.
Bury College serves the Bury South constituency and received £25.3 million to deliver learning and skills training programmes in 2022/23 for 16 to18 year olds and apprentices for local employers. Bury College has also received capital investment of over £12 million since 2019.
Bury College offers a wide range of post-16 education and training from pre-entry level qualifications, A levels, T Levels, vocational courses at Levels 1 to 3, and apprenticeships in health and public services, business administration, engineering, retail and commercial enterprise, and education and training. It also has a University Centre and works in partnership with several local universities to deliver a range of HE courses at Higher National Diploma, Foundation Degree and Degree level to the local community. Bury College also receives funding for adult education programmes via Greater Manchester Combined Authority.
Bury College is a partner of the Greater Manchester Institute of Technology, led by The University of Salford, and has received £1.353 million of funding for refurbishments and specialist equipment in Heath Innovation, Science, Technology, Engineering and Mathematics, Enterprise and Sports provision. Bury College will account for 25% of all learners at the Institute of Technology. This equates to approximately 200 learners in 2023/24.
The area is also served by Holy Cross College, a Catholic sixth form college, which received £12.89 million to deliver learning programmes for 16 to18 year olds in 2022/23. It delivers a largely academic Level 3 programme and a small Level 2 cohort. Holy Cross College has a University Centre delivering HE both through a direct contract with Office for Students and in partnership with Liverpool Hope University.
The department is increasing investment in the apprenticeships system in England to £2.7 billion by 2024/25 to support employers of all sizes and in all areas of the country, including Bury South, to grow their businesses with the skilled apprentices they need. Since 2010, there have been 11,380 apprenticeship starts in Bury South.
The department has introduced the Free Courses for Jobs scheme which enables eligible adults to gain a qualification for free. Residents in Bury can access provision in a range of sector subject areas delivered through colleges and training providers in the area.
In addition, the department has also introduced Skills Bootcamps, which are free, flexible courses of up to 16 weeks, giving people the opportunity to build up sector-specific skills and fast track to an interview with an employer. In each of the 2023/24 and 2024/25 financial years, the department has allocated £7.5 million to Greater Manchester Combined Authority to deliver Skills Bootcamps in the Greater Manchester area, including in Bury South via grant funding.
T Levels will equip more young people with the skills, knowledge and experience to access skilled employment or further study. From September 2023, 18 T Levels will be available and will be delivered through nearly 300 providers across all regions of the country. Bury college is delivering T Levels in business administration, legal, financial, and accounting, education and childcare, and health and engineering in 2023/24. The college intends to introduce further T Levels in catering and hospitality, construction and the built environment, creative and digital, and hair and beauty in 2024/25.
