Question to the Foreign, Commonwealth & Development Office:
To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.
Answered by David Rutley - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office)
Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

Question to the Foreign, Commonwealth & Development Office:
To ask the Minister of State, Foreign, Commonwealth and Development Office, if he will hold discussions with international partners on strengthening multilateral approaches to prevent the circumvention of sanctions against Russia through third countries.
Answered by Anne-Marie Trevelyan - Minister of State (Foreign, Commonwealth and Development Office)
The UK coordinates closely with the EU, US, G7 and other international partners to tackle circumvention via multilateral fora and strategic consultations. Senior officials attend the Sanctions Coordinators Forum in Brussels, most recently in February 2024 focusing on strengthening enforcement of Russia sanctions. With the EU, US and Japan we have agreed a list of 50 Common High Priority items; battlefield-critical components we are targeting through joint diplomatic engagement with third countries. With the US and EU we have jointly engaged with the UAE, Kazakhstan, Uzbekistan, Georgia, Armenia, Turkey, Kyrgyzstan, and Serbia, to highlight circumvention risks and offer technical support.

Question to the Foreign, Commonwealth & Development Office:
To ask the Minister of State, Foreign, Commonwealth and Development Office, what diplomatic steps he is taking to prevent businesses from evading sanctions by exporting goods to Russia via third countries.
Answered by Anne-Marie Trevelyan - Minister of State (Foreign, Commonwealth and Development Office)
Working closely with G7 partners, we have stepped up our engagement with third countries to support them to tackle circumvention of UK sanctions. We have sent joint delegations to UAE, Kazakhstan, Kyrgyzstan, Uzbekistan, Georgia, and Armenia, to highlight risks and offer technical support to government and business.
The UK Government supports businesses domestically to tackle sanctions evasion, including by publishing guidance for exporters and by publishing the "Common High Priority Items List" of goods critical to Russia's military. HMG is also standing up the Office of Trade Sanctions Implementation, which will boost the enforcement and implementation of UK trade sanctions.

Question to the Department for Business and Trade:
To ask His Majesty's Government what assessment they have made of the amount of drone equipment and heavy machinery going from the UK to Armenia, Uzbekistan and Kyrgyzstan which is then sent on to Russia.
Answered by Lord Offord of Garvel - Parliamentary Under Secretary of State (Department for Business and Trade)
HMG has sanctioned every item that Ukraine has found Russia using on the battlefield to date. This includes goods that could be used for drones and heavy machinery.
We maintain a Common High Priority List (CHPL) of items critical to the Russian military, to thwart attempts to circumvent sanctions through third countries.
We continue to engage with relevant countries and monitor our exports for signs of circumvention, to do everything we can to ensure that sanctioned UK technologies do not make it to Russia.

Question to the Department for Business and Trade:
To ask His Majesty's Government which directorate produces the list of invitees for the Uzbek–British Trade and Industry Council; and what are the criteria for selection for the invitees.
Answered by Lord Offord of Garvel - Parliamentary Under Secretary of State (Department for Business and Trade)
The British Embassy have set up a registration site that is open to all interested parties. The event is published publicly on the GREAT website, and the Department for Business and Trade and Uzbekistan's Ministry of Investment work together to amplify and raise awareness of the event among businesses. No criteria is applied to those that wish to register and attend.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what support the Government has provided to partners in (a) South and (b) Central Asia since Pakistan's decision to repatriate Afghan nationals.
Answered by Leo Docherty - Minister of State (Ministry of Defence) (Minister for the Armed Forces)
We have committed £16 million since September to the International Organisation for Migration in Afghanistan to support vulnerable undocumented people returning from Pakistan and Iran. Turkmenistan, Tajikistan and Uzbekistan have not reported any substantial cross-border movement following Pakistan's decision. We continue to monitor the situation for increased movement over the borders with Afghanistan, and for any indication others may also look to repatriate Afghans residing in Central Asia.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for for Foreign, Commonwealth and Development Affairs, how many Chevening scholarships have been awarded to each country for awarded for the 2023-24 academic year.
Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development)
Chevening operates in over 160 countries and territories. For the 2023-24 academic year, our budget of £57.7 million Official Development Assistance (ODA), £1.6 million non-ODA funding, and additional income of around £13.2 million from tuition fee-waivers and external partners allowed us to offer 1440 awards of which 1383 were from ODA funding and 57 from non-ODA funding. Attached is a table indicating numbers from each eligible country. For countries where we offered fewer than five places we withhold the exact number as this would contravene one of the data protection principles. In this case, Sections 40(2) and 40 (3A)(a) of the Freedom of Information Act apply.

Question to the Foreign, Commonwealth & Development Office:
To ask His Majesty's Government, with regard to the visit to the UK by Bakhtiyor Saidov, the Foreign Minister of Uzbekistan, on 24 July, what priority areas were put forward in discussion by (1) Uzbekistan, (2) the UK; and when they anticipate that a return visit will take place to Uzbekistan by the Foreign Secretary or another Secretary of State.
Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)
The Foreign Secretary met Uzbek Foreign Minister Bakhtiyor Saidov on 24 July to discuss how to advance our interests together, and how we can build stronger cooperation. The UK is committed to working with Uzbekistan across our many shared priorities: security, trade, human rights, climate and the war in Ukraine. The Foreign Secretary's travel plans over the next year are yet to be decided, however he is committed to increasing ties with Uzbekistan. The Minister for Europe and Central Asia, Leo Docherty, visited Uzbekistan on 6 June and has since visited the four other Central Asian Republics.
