To ask the Secretary of State for Defence, whether he plans to send additional defence capabilities to the (a) Gulf of Aden and (b) Red Sea region following the attack on HMS Diamond.

On 11 January 2024, Royal Air Force aircraft joined coalition forces in striking a number of facilities used by the Houthi rebel faction in Yemen to attack shipping in the southern Red Sea.

This followed the Houthis persistence in threatening merchant ships and deliberate targeting of HMS Diamond and US Navy vessels on 9 January 2024.

This limited, necessary and proportionate action in self-defence was taken alongside the United States against targets tied to these attacks, to degrade Houthi military capabilities and protect global shipping.

As announced during the 8 January 2024 Defence Orals, HMS Richmond is sailing from the UK to the Red Sea. We keep operational deployments under review to ensure that we are able to respond to the situation in the region.

To ask Her Majesty's Government what assessment they have made of the domestic situation in Eritrea.

We are concerned about reports of Eritrea's involvement in the current conflict in Tigray in Ethiopia, which has seen rocket attacks on Asmara and elsewhere in Eritrea by the Tigrayan People's Liberation Front (TPLF) since mid-November. We are urging Eritrea and all parties to de-escalate, urging unfettered humanitarian access to those in need and protection of civilians and human rights.

The Eritrean Government has introduced COVID-19 restrictions across the country, including a ban on travel between the main towns and closure of the hospitality sector, although Eritrea is largely case free other than in the quarantine camps in the border areas.

Desert locusts have badly affected the Southern Zone, including Asmara, as spraying is halted due to the conflict in Ethiopia. Eritrea is also experiencing food shortages, which are reported to be particularly severe in more remote locations including Northern and Southern Red Sea regions, that has led to a 25 percent increase in food prices since March.

Eritrea is also experiencing significant power outages across the country, with some areas without power for up to 12 hours per day.

UK Aid has funded life-saving humanitarian assistance in Eritrea since 2011; £2 million is planned to be disbursed through UNICEF in 2020/21 to provide access to safe hygiene and sanitation services and to help treat malnutrition in under-fives. During 2020 the UK has provided £25 million to support the UN Food and Agriculture Organisation (FAO) Regional Emergency Appeal for the locust outbreak in the Horn of Africa and Yemen.

To ask Her Majesty's Government what assessment they have made of the current situation in southern Yemen, following the declaration on 25 April by Aydarous al-Zubaidi of the establishment of self-rule in Aden and other southern provinces in that country.

The announcement of self-rule by the Southern Transitional Council is a dangerous move which risks prolonging the conflict. The UK supports the Saudi-brokered Riyadh Agreement between the Government of Yemen and the Southern Transitional Council. The Riyadh Agreement is the best means of restoring security and stability to Southern Yemen and the UK urges the parties to resume their efforts towards implementation. We are encouraging the parties to refrain from unconstructive acts and statements, and we are working with them to agree a way forward. This is more important than ever after the heavy flooding in the South and the recent confirmation of deaths in Yemen from COVID-19.

UK representatives are in regular contact with representatives of the United Arab Emirates (UAE) about the situation in Yemen and the importance of ensuring that Yemen's Southern Transitional Council remains committed to the implementation of the Riyadh Agreement. We note that since the Southern Transitional Council's 'self-rule' declaration, the UAE have reiterated their support for implementation of the Riyadh Agreement.

We are gravely concerned by the recent escalation of violence between southern and Yemeni Government forces in Aden. The UK calls on all parties to cease hostilities and engage urgently in talks.

We have always been clear about the fact that a political settlement is the only way to bring long-term peace, stability and security to Yemen. The Yemeni parties must engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict.

The issue of governance arrangements for southern Yemen is ultimately a question for the Yemeni people. The UK position - and that of the UN Security Council - is to support the unity, sovereignty and independence of Yemen. We urge all Yemeni groups to pursue political aspirations through peaceful dialogue and to refrain from violence.
