To ask His Majesty's Government what assessment they have made of reports by UN experts on 19 February of “credible allegations of egregious human rights violations” against Palestinian women and girls in Gaza and the West Bank by Israel Defence Forces; and whether they have offered practical support for investigating these alleged crimes, and for caring for survivors and witnesses.

The UK condemns human rights abuses and sexual violence unequivocally and without exception. As I [Lord Ahmad] said to the UN Security Council during the 11 March debate following the release of Special Representative Pramila Patten's report, it is vital that all reports of sexual violence are fully investigated to ensure justice for all victims and survivors and perpetrators are held to account.
The FCDO continues to closely monitor the situation in Israel and the Occupied Palestinian Territories and stands ready to further utilise our Preventing Sexual Violence in Conflict Initiative (PSVI) expertise and tools to ensure victims and survivors of CRSV, both Israeli and Palestinian, receive the holistic and survivor-centred support they need.
Through our PSVI programmes and dedicated funding totalling £60 million since 2012, we are leading work internationally to prevent conflict-related sexual violence and strengthen justice and support for all survivors.

To ask the Minister of State, Foreign, Commonwealth and Development Office, what steps he is taking to help support women and girls in Gaza.

We trebled our aid commitment during Financial Year 23-24 to support partners including the British Red Cross, UNICEF, the UN World Food Programme and the Egyptian Red Crescent. This includes £4.25 million to the United Nations sexual and reproductive health agency, to provide life-saving support to vulnerable women and girls in Gaza. This support is expected to reach about 111,500 women, around 1 in 5 of the adult women in Gaza. It will support up to 100 community midwives, the distribution of around 20,000 menstrual hygiene management kits and 45,000 clean delivery kits.
We have also provided targeted support for children through a £5.75 million contribution. This is supporting work to assist over 5,800 children with severe malnourishment and 853,000 children, adolescents and caregivers affected by the conflict, to receive emergency and child protection services, including mental health and psychosocial support.
Through our Preventing Sexual Violence in Conflict programmes and dedicated funding totalling £60 million since 2012, we are leading work internationally to prevent conflict-related sexual violence and strengthen justice and support for all survivors. We stand ready to use our PSVI expertise and tools to ensure victims and survivors of CRSV, both Israeli and Palestinian, receive the holistic and survivor-centred support they need.

To ask the Deputy Foreign Secretary, whether his Department is taking steps through the Preventing Sexual Violence in Conflict initiative to help support Ukrainian officials to investigate alleged acts of sexual violence by Russian forces since 2022.

The UK is working with Ukrainian authorities to hold those responsible for gender-based violence, including conflict-related sexual violence, in Ukraine to account. The UK has committed up to £6.2 million to enhance Ukraine's domestic capacity for war crimes investigations and to help embed international guidelines and best practice into the work of Ukrainian prosecutors and investigators, including on survivor-centred approaches. This assistance has been largely delivered through projects via the Atrocity Crimes Advisory Group for Ukraine, established with the US and EU, and deployments of UK experts, including the Preventing Sexual Violence in Conflict Initiative (PSVI) Team of Experts.

The Preventing Sexual Violence in Conflict Initiative (PSVI) International Conference, hosted by the former Foreign Secretary and Lord Ahmad on 28-29 November 2022 was a key opportunity to turn the dial on the global response to conflict-related sexual violence. Over 1,000 delegates attended, including survivors, civil society, multilateral partners, and representatives from at least 57 countries. 53 countries endorsed the Political Declaration made at the conference, with 42 countries making concrete national commitments. The total cost of delivering this conference was approximately £4.2 million, which was under the original budget.

Since the outbreak of conflict in April 2023, there has been a significant escalation of gender-based violence (GBV) in Sudan. The UK has pivoted our programme delivery to focus on GBV prevention, and protection and care for rape survivors. We have also integrated consideration of conflict-related sexual violence into the humanitarian system, making use of Women's Centres, mobile clinics and internally displaced persons' gathering points, for community engagement and service provision. In 2023, UK support provided for the delivery of 83,399 consultations offering sexual and reproductive health services, and delivered mental health and psychological support to over 104,225 people.

Reports of sexual violence perpetrated by Hamas on 7 October 2023 detail abhorrent acts of violence against Israeli women and girls. The UK stands in solidarity with all of the victims and survivors.
We condemn sexual violence unequivocally and without exception. These reports must be fully investigated to ensure justice for survivors and victims.
The international community should be clear in condemning sexual violence wherever it occurs, including in Israel.
Conflict-related sexual violence is an abuse of human rights and when perpetrated in the context of an armed conflict, can constitute a violation of international humanitarian law such as a war crime.

The UK is committed to preventing and responding to conflict-related sexual violence in Ethiopia. We have consistently called for an end to the appalling gender-based violence committed across Ethiopia, including sexual violence, particularly during the Tigray conflict. We therefore welcome the recent agreement to implement a comprehensive national Transitional Justice policy aimed at accountability, redress for victims, reconciliation, and healing. The UK has called for the perpetrators to be held to account and the importance of a victim-centered, gender-sensitive approach. We will work with the Ethiopian Government and civil society in their efforts to hold perpetrators to account, including building the capacity of the Ethiopian Human Rights Commission through the UK's Human Rights and Peacebuilding programme (HARP).

The UK is committed to preventing and responding to conflict-related sexual violence (CRSV), including through the PSVI Team of Experts. Since its launch, the UK has deployed experts over 90 times globally to enhance UK and international efforts.
From June to August 2021, an expert was deployed to Ethiopia to identify opportunities for scaling up the response to CRSV. We worked with partners to implement recommendations, including enhancing support for survivors, commissioning research into the dynamics of CRSV and deploying longer-term Gender expertise. From June to October 2022, another expert provided capacity-building training to civil society on CRSV. These deployments have provided the foundation for the UK's ongoing work on CRSV in country.
