To ask the Secretary of State for Housing, Communities and Local Government, if he will issue guidance on holding Remembrance Sunday ceremonies in a covid-secure manner under the forthcoming national lockdown restrictions.

Guidance on holding outdoor Remembrance Sunday services has been published and can be found at; https://www.gov.uk/government/publications/local-authority-preparations-for-remembrance-sunday/local-authority-preparations-for-remembrance-sunday. Services at war memorials and local cenotaphs can take place providing all reasonable measures have been taken to limit the spread of the virus.

Services should be adapted to take account of social distancing guidelines, and event organisers should keep numbers of those attending and participating to a minimum.

Communal services of remembrance inside places of worship are not possible due to the new national restrictions that came into force on 5 November.

The Ministry of Housing, Communities and Local Government has provided advice for those planning to hold local services for Remembrance Sunday across the country.

DCMS is only responsible for organising and delivering the National Service of Remembrance at the Cenotaph on Whitehall on 8 November.

We have taken advice from Public Health England on the appropriate controls and mitigations to ensure safe social distancing and we will continually review the situation seeking advice from health experts and making necessary changes where and when required.


Those organising local Remembrance Sunday events across the UK should follow the guidance on outdoor events prepared and issued by the Events Industry Forum, with input from DCMS and in consultation with Public Health England and the Health and Safety Executive. This guidance can be found here. The Local Government Association has also issued guidance for local authorities about outdoor events here.

Should local authorities or other organisations wish to hold Remembrance Sunday events they should consult the relevant public health guidance on holding events during the pandemic and ensure appropriate licences are secured and that COVID-19 risk assessments are completed to ensure the risk of transmission is minimised.

The Government has published guidance for the safe use of Places of Worship, and for special religious services and gatherings during the pandemic. At Remembrance events inside places of worship or in public places there can be multiple groups of six people doing the same activity provided that these groups do not mingle.

We are planning for this year’s National Remembrance Sunday Service to take place on November 8. We will be putting in place a number of mitigations according to the official public health guidance so that this significant national event can take place safely. We will continue to monitor the situation and will make further changes should they become necessary.
