Religious education (RE) is an important part of a school’s curriculum and can contribute to a young person’s personal, social, and academic development. When done well, it can develop children’s knowledge of British values and traditions, help them better understand those of other countries, and refine pupils’ ability to construct well-informed, balanced, and structured arguments. This is why RE remains a compulsory subject in all state-funded schools in England for each pupil up to the age of 18.

The department has no plans to publish additional non-statutory guidance on RE syllabus content in schools. The department’s policy is to allow RE curricula to be designed at a local level, whether this is through a locally agreed syllabus conference or by individual schools and academy trusts developing their own curricula. The department feels this is the most appropriate way for local demographics to be accounted for.

The department does however welcome the work that the Religious Education Council has done to assist curriculum developers by publishing its National Content Standard for RE in England.

Teachers are the foundation of the education system; there are no great schools without great teachers. The quality of teaching is the single most important in-school factor for improving pupil outcomes. This is particularly important for pupils from disadvantaged backgrounds.

The department is creating a world class teacher development system, which builds from Initial Teacher Training (ITT), through to early career support, specialisation, and onto school leadership. The funding breakdown requested over the last five years is included in the attached table. The department is providing support across a range of subjects via a network of hubs that help build teacher capability and pupil access to subjects. This focuses on support for teachers in schools and extends to sixth form provision in some schools.

In addition to this funding, in 2021, as part of the government’s long term recovery plan, £184 million of new funding was allocated to enable teachers employed at state-funded organisations to access fully funded training scholarships for National Professional Qualifications (NPQs) for three years until the end of the 2023/24 academic year. This includes two specialist NPQs in Leading Literacy (NPQLL) and the NPQ in Leading Primary Mathematics (NPQLPM). In March 2024, the government announced scholarship funding for NPQs for the October 2024 cohort. This includes a guarantee that the NPQLPM will be fully funded until October 2025 to further expand teaching of mathematics mastery approaches through primary education.

To ask the Secretary of State for Education, what steps she is taking to help reduce cases of (a) anti-Semitism and (b) Islamophobia on university campuses.

This government condemns in the strongest possible terms any form of racial or religiously motivated harassment or violence. In the context of the conflict in the Middle East, there have been unprecedented rises in antisemitic and Islamophobic incidents, which are abhorrent on every level. Universities should be welcoming and inclusive environments and higher education (HE) providers have a responsibility to take a zero tolerance approach to any form of racial or religious harassment. They have clear responsibilities under the Equality Act 2010 to adopt robust policies and procedures that enable them to investigate and swiftly address reports of racism.

The Community Security Trust has reported an unprecedented rise in antisemitic incidents, which is totally unacceptable.

To support Jewish students, the Secretary of State for Education and I wrote to all universities on 11 October 2023, urging them to respond swiftly to hate-related incidents and actively reassure Jewish students that they can study without fear of harassment or intimidation. I wrote again to Vice Chancellors on 16 November 2023, emphasising that they must use disciplinary measures wherever appropriate, highlighting the importance of police engagement, and reiterating that student visas could be suspended where a foreign national is found to have committed or incited acts of racial hatred. This was one of the key actions set out in the five-point plan for tackling antisemitism in HE, which was published on 5 November 2023. The plan also involves:

  • ​Calling for visas to be withdrawn from international students who incite racial hatred. Visas are a privilege, not a right, and the government will not hesitate to remove them from people who abuse them.
  • ​Logging specific cases and sharing them with the Office for Students for their consideration.
  • ​Continuing to make it clear in all discussions that acts that may be criminal should be referred to the police.
  • ​Establishing a Tackling Antisemitism Quality Seal which will be an award available to universities who can demonstrate the highest standards in tackling antisemitism.

On 22 November 2023, the government announced in the Autumn Statement an additional £7 million over three years to tackle antisemitism in education. The Quality Seal will be the cornerstone of this package for universities, providing a framework of measures that will make clear what good practice is in tackling antisemitism in HE, and making sure that universities are a safe and welcoming space for Jewish students and staff, as for all students and staff.

Anti-Muslim hatred is equally abhorrent and has no place in our society. No one should ever be a victim of hatred because of their religion or belief and the government is continuing to work with police and community partners to monitor and combat it.

This government is proud to have funded Tell MAMA, a service that supports victims of anti-Muslim hatred, with over £6 million since their inception in 2012. Tell MAMA’s work has been recognised internationally as a good practice model in recording and monitoring anti-Muslim hate. The organisation has documented 2,010 Islamophobic incidents in the UK between 7 October 2023 and 7 February 2024. This represents a steep rise from the 600 it recorded for the same period the year previously. The government will not tolerate religious hatred towards Muslims and that is why the Department for Levelling Up, Housing and Communities put in place an extra £4.9 million of protective security funding for Muslim mosques, faith schools and communities.

The new Protective Security for Mosques Scheme provides physical protective security measures (such as CCTV, intruder alarms and secure perimeter fencing) in both mosques and associated Muslim faith community centres. Protective security measures are also available to Muslim faith schools. Headteachers of eligible schools were contacted directly by the Home Office in January 2023 to register their interest.

Lastly, as my right hon. Friend, Minister Buchan stated on 4 March 2024, the Department for Levelling Up, Housing and Communities plan to appoint a new independent adviser on anti-Muslim hatred, and it will update the house shortly.

The department read Ofsted’s 2023 annual report with interest and is committed to ensuring high-quality provision of RE in schools. In order to improve teaching quality, we are offering a £10,000 bursary for RE trainee teachers starting initial teacher training courses in the academic year 2024/25. The department have published this information on the ‘Get Into Teaching’ website and will be marketing the offer to prospective teachers through other channels.

To support teachers when they are in post, and to ensure high standards and consistency of RE teaching, RE resources will be procured by Oak National Academy during the second tranche of its work. Oak will work closely with the sector and utilise sector experience when producing new materials for RE. This will ensure that high-quality lessons are available nationwide, benefitting both teachers and pupils, should schools opt to use them. Oak RE resources will be available for teaching from autumn 2024, with full packages expected to be available by autumn 2025.

The department also continues to offer eight-week subject knowledge enhancement (SKE) courses in the academic year 2023/24 for candidates who have the potential to become outstanding teachers but need to increase their subject knowledge. The eight-week SKE course, available in religious education, can be undertaken on a full-time or part-time basis but must be completed before qualified teacher status can be recommended and awarded. Eligible candidates could be entitled to a SKE bursary of £175 per week to support them financially whilst completing their SKE course.

Pupil behaviour is a priority for the government. No pupil should miss out on education because they feel unsafe, because their lesson is disrupted, or fall behind because their needs are not identified and supported.

In July 2022, the department published the updated ‘Behaviour in schools guidance’, which is the primary source of help and support for schools on developing and implementing a behaviour policy that can create a school culture with high expectations of behaviour. Schools should ensure that high standards and expectations of good behaviour pervade all aspects of school life, creating calm, safe and supportive environments where pupils and staff can work in safety and are respected.

The department trusts school leaders to develop tailored behaviour policies that reflect their school’s individual contexts and needs. Any school behaviour policy must be lawful, proportionate and reasonable and comply with the school’s duties under the Equality Act 2010 and the Education and Inspections Act 2006. Account must be taken of a pupil’s age, any special educational needs or disability they may have, and any religious requirements affecting them. Within these legal parameters, it is then for individual schools to develop their own policies.

This year, core school funding will total over £57.7 billion, which is an increase of £3.9 billion compared to the 2022/23 financial year. All schools have the freedom to choose how to spend their core funding according to their own unique circumstances and priorities, providing that all expenditure ultimately benefits their students. The department does not provide specific funding for religious education; it is for schools to decide the allocation of resources across different subject areas.

The department is offering a £10,000 bursary for RE trainee teachers that are starting initial teacher training courses in the 2024/25 academic year, with the aim to incentivise greater numbers of post-graduates to apply and increase the pipeline of RE specialists.

To support teachers when they are in post, and to ensure high standards and consistency of RE teaching, RE resources are currently being procured by Oak National Academy during the second tranche of its work. Oak will work closely with the sector and utilise sector experience when producing new materials for RE. This will ensure that high-quality lessons are available nationwide, benefitting both teachers and pupils, should schools opt to use them. Oak RE resources will be available for teaching from autumn 2024, with full packages expected to be available by autumn 2025.

The UK Government continues to monitor the persecution of religious groups in China, including Christians. The freedom to practice, change or share one's faith or belief without discrimination is a human right that all people should enjoy.

The space for religious freedom in China continues to deteriorate. For example, recent new Measures on the Administration of Religious Activity Venues legislation includes widespread restrictions on religious practice such as requirements for priests to conduct sermons promoting core socialist values and Xi Jinping Thought.

The British government works with international organisations and networks to promote and protect freedom of religion or belief for all where it is threatened. This includes work through the UN, the Organization for Security and Co-operation in Europe, the Council of Europe, and the International Religious Freedom or Belief Alliance.
