To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what progress has been made on the project to develop the port and town of Little Bay in Montserrat.

Through the UK's Caribbean Infrastructure Fund (UKCIF), HMG has supported the Montserrat Port Development Project with a grant of £28.3 million that will allow the construction of a new 130 metre long pier in Little Bay. The pier is being designed to ensure calm mooring conditions in most weather conditions for the majority of vessels that call at Little Bay, including ferries, cargo and container ships, cruise ships and pleasure craft. Work is underway, relocation of coral has been completed and dredging is ongoing. Completion is scheduled for the first half of 2024.

The UK Government is supporting the Government of Montserrat through Budget Support funding to deliver public service, including Tourism Division, and by funding a development project to build a modern, climate resilient port including the construction of a new 130m long pier that will act as a breakwater to ensure calm mooring conditions in most weather conditions for the majority of vessels. This new infrastructure will result in increased opportunities for tourism related activities as luxury cruise ships or tenders from larger cruise ships will be better accommodated at the port and will improve opportunities for passenger access via ferries.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to help the Overseas Territories respond to hybrid threats from hostile state actors in (a) cyber, (b) information, (c) media and (d) political domains.

The UK holds responsibility to support all Overseas Territories to safeguard from threats to their internal and external security. This includes from hostile state actors. The FCDO and the Home Office provide a wide range of support to the Overseas Territories in this regard. This includes a UK police superintendent and temporary Commissioner seconded to Montserrat police; a 16-strong serious crime investigation team deployed in the Turks and Caicos Islands; and establishing a vetting agency in the British Virgin Islands.
The Home Office is also conducting National Cyber Risk Assessments across the Overseas Territories to identify potential vulnerabilities and risks to critical national infrastructure. Recommendations on mitigation of those risks are provided as part of these assessments, as is support for implementation.
We will continue to explore ways in which the Overseas Territories can maintain international support in countering hostile actors.

DWP holds data relating to the late and non-return of a Life Certificate for the 2019 period, which resulted in the temporary suspension of a customer’s State Pension payments. In 2019, 26,206 claims were temporarily suspended, which is broken down by country as shown in the following table: -

As a result of the outbreak of COVID in 2020, DWP suspended the Life Certificate exercise in March 2020, to ensure that our customers were not negatively impacted by any postal service issues which could have resulted in their State Pension payments being temporarily suspended. Therefore, DWP does not hold any data for this period.
DWP reintroduced the Life Certificate exercise in November 2021. Therefore, DWP does not hold any data for 2021, as any potential suspensions would be applied after 16 weeks of issue of the Life Certificate, which would mean that the suspension occurred in 2022.
The Management Information used has been taken from the same operational source data systems as our published administrative data. However, as this Management Information is not a recognised National or Official Statistic, it has not been subjected to the same level of Quality Assurance. To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped in 2022 because of life certificate forms and postal issues, broken down by country.

DWP allows 16 weeks for the completed Life Certificate to be returned under normal circumstances. In 2022, DWP was notified of the postal issues effecting deliveries in Canada. In light of this, we reinstated the State Pension of those effected and extended the normal 16-week time limit by another 48 weeks for the completed Life Certificates to be returned.
DWP does not maintain data regarding the temporary suspension of International State Pensions owing to postal issues, as this is not something the Department is able to determine. However, DWP does hold data for the temporary suspensions due to the non/late return of a Life Certificate in 2022.
The number of UK State Pension customers whose payments were temporarily suspended due to the non/late return of Life Certificates issued in 2022 was 37,517; this is broken down by country as follows: -

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent assessment he has made of the potential risk of volcanic activity in Montserrat.

The FCDO supports the work of the Montserrat Volcano Observatory (MVO) who constantly monitor volcanic activity, and funds a Scientific Advisory Committee (SAC) who visit Montserrat annually to assess volcanic activity. The 2022 visit by the SAC concluded that there has been a subtle change in the activity of the volcano since 2019. This demonstrates that the volcanic system is still active and a restart of lava extrusion remains a possibility. However, this observed activity does not indicate that lava extrusion is imminent or inevitable. The MVO continues to analyse the data and closely monitors the volcano.

The UK Government is committed to supporting the economic development of Montserrat as part of our enduring commitment to the Overseas Territories. The FCDO is funding a five-year £30 million capital investment programme which will deliver a package of infrastructure projects, including a subsea fibre cable and a new hospital. The FCDO is also providing £28.3 million to develop a new port which will improve access to the island. The UK also provides approximately 65 per cent of the Government of Montserrat's recurrent budget which supports the delivery of key public services and funding to improve local resilience from a variety of government funding streams.
