To ask the Minister of State, Foreign, Commonwealth and Development Office, what steps he is taking to promote stability in the (a) region of Kurdistan and (b) surrounding area.

Through our diplomatic engagements, we continue to encourage greater cooperation between Baghdad and Erbil to resolve their outstanding issues, as well as between the political parties in the Kurdistan Region of Iraq (KRI).
Our focus remains on bolstering the region's stability through our bilateral programming and defence offer. As a leading member of the Global Coalition, the UK supports the Iraqi Security Forces and the Kurdish Peshmerga to tackle the threat from Daesh and promote stability. This is in addition to the UK's contribution to NATO Mission in Iraq.

Elections are essential for the people of the KRI to express their voice and for the future of the region. We are monitoring the situation with long-overdue KRI elections closely and we are seeking a solution that allows free and fair elections to take place as soon as possible.

The UK supports a secure, stable, and thriving Kurdistan Region in Iraq (KRI) within a peaceful and prosperous Iraq. The UK regularly engages with leaders of the KRI and Kurdistan Regional Government (KRG), including through their representations in London. We maintain our diplomatic presence in the KRI through the British Consulate General in Erbil. Through this platform, we cooperate closely on our shared bilateral priorities, such as security and migration issues.
The importance of our strategic partnership with the KRI was further reinforced by visits of the Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon in March 2023, and Security Minister, Tom Tughendhat in August.

On 16 March 2024, the 36th anniversary of the Halabja Chemical Attack, the British Consulate General Erbil visited Halabja and paid their respects at the 1988 Chemical Attack Commemoration.
The British Consulate General Erbil participates each year in these important commemorations and the UK remains committed in its support for the peace, stability and prosperity of the people of the Kurdistan Region of Iraq.

To ask the Minister of State, Foreign, Commonwealth and Development Office, if he will make an assessment of the adequacy of progress towards implementing the Sinjar agreement in Iraq.

Progress towards implementing the Sinjar Agreement has been hindered by a number of factors, including tensions between the Government of Iraq and the Kurdistan Regional Government and the extremely complex politics of the region. We encourage the governments to agree a candidate to appoint as mayor of Sinjar, an important and necessary step to improve the security situation and lives of people living there. The UK continues to work with international partners on this issue.

Promotion of the right to Freedom of Religion or Belief (FoRB) is a longstanding priority for the UK. We frequently raise ethnic and religious minorities with the Government of Iraq and Kurdistan Regional Government, calling for greater protection and deeper inclusion in national and local government.
Although we welcome the announcement that Kurdistan Region of Iraq (KRI) elections will be held on 10 June, we continue to assess the implications of the rulings by the Federal Supreme Court to remove 11 quota seats for ethnic and religious minorities.

Freedom of Religion or Belief (FoRB) is a longstanding priority for the UK and we are firmly committed to the protection of ethnic and religious minorities in Iraq, including the Kurdistan region. Lord (Tariq) Ahmad, Minister for the Middle East and North Africa, held a roundtable with religious leaders during his visit to Iraq in February 2023, in which he heard from them directly about factors affecting their communities, including militia presence, the legacy of conflict, exclusion and sectarianism and lack of legal protection. We frequently raise these with the Government of Iraq and Kurdistan Regional Government, calling for greater protection and deeper inclusion in national and local government.
