To ask the Secretary of State for Transport, what funds his Department has allocated to help improve local traffic movements in the last five years.

The Department has a number of funding streams which can help improve local traffic movements. These include the Integrated Transport Block, which can support small-scale local improvements, and the Highway Maintenance Block which helps deliver smoother roads. In addition, there are a number of wider Government funds such as the Levelling Up Fund, Active Travel Fund and Future High Streets all of which have supported improvements to local roads.

As announced in the Plan for Drivers, the Department has provided £50 million to local authorities to upgrade traffic signals to help improve traffic flow. This includes £30 million to replace outdated equipment, and £20 million to reduce poor traffic light sequencing through innovative technology that responds to live traffic conditions. To ask His Majesty's Government what assessment they have made of risk of damage to public highways from subsidence caused by global warming; what is the current budget for repairs following subsidence; and what grants are available to private landowners for such repairs.

Chapter 4 of the Third UK Climate Change Risk Assessment Technical Report assesses the climate-related risks and opportunities to infrastructure in the UK. Part 4.8 of that document considers the risks to subterranean and surface infrastructure from subsidence.

National Highways is responsible for the operation, maintenance, renewal and enhancement of the Strategic Road Network, funded by the Government in 5-year roads periods with objectives set out in Road Investment Strategies. The second Road Investment Strategy (2020-2025) includes action to enhance all-weather resilience of the strategic road network, to minimise the risk of incidents and their impact for road users. National Highways also reports under the adaptation reporting power of the Climate Change Act 2008 on what it is doing to check climate resilience against the latest Met Office Climate Projections and undertake actions to improve resilience across its network. The next round of adaptation reporting closes at the end of 2024.

In respect of local roads, the Department is providing over £5.5 billion of highways maintenance funding between 2020/21 – 2024/25 for eligible highway authorities outside London and those receiving City Region Sustainable Transport Settlements (CRSTS). This funding is not ring-fenced, and authorities may choose to use it to maintain their network, including repairs to the highway following subsidence and actions to make networks more resilient to changing weather patterns. The Government has also announced that it will provide an additional £8.3 billion of reallocated HS2 funds over this year and the next decade to help authorities to transform their highway networks.

The Department for Transport does not provide grants to private landowners for repairing subsidence damage.

The Government has announced, as part of the Prime Minister’s Network North plan, that an additional £8.3 billion will be provided to local highway authorities across England over the period 2023/24 to 2033/34 to enable them to maintain and resurface local roads. £150 million of this additional funding has been made available to local authorities in 2023/24 and a further £150 million will be made available in 2024/25. This uplift, in additional to the £200 million funding increase announced in the 2023 Spring Budget, means that local highway authorities across England, including North Northamptonshire, are receiving around 30% more highway maintenance capital grant funding in the 2023/24 financial year than in the previous financial year.

The funding is for the resurfacing of carriageways, cycleways and footways to prevent potholes and other road defects from occurring, as well as to help keep local bridges and other highway structures open and safe. It is up to the respective highway authority how best to spend it to fulfil their statutory duty under Section 41 of the Highways Act 1980.

Motorists can already report potholes and other road defects through their respective local highway authority websites. The additional funding will enable local authorities to do more to tackle potholes and other problems reported by motorists. The Department has asked all local highway authorities to publish details of how the additional funding is being spent, and these reports should already be on authorities’ websites. This will help raise awareness of highway maintenance issues and may encourage more road users to report potholes.

To ask the Secretary of State for Transport, how much reallocated HS2 funding has been given to Lincolnshire County Council for road resurfacing.

Lincolnshire County Council will receive a minimum additional overall uplift of £287.7 million between 2023-24 and 2033-34 as a result of reallocating HS2 funding. £4.9 million of this has already been paid out in the current financial year with a further £4.9 million to follow in 2024/25, and Lincolnshire is receiving around 30% more capital funding for highway maintenance in the current financial year than it did in the previous financial year.

Funding allocations beyond 2024/25 are a matter for the next Spending Review.

The Government takes the condition of local roads very seriously, which is why it has reallocated £8.3 billion of HS2 funding to help tackle some of the issues highlighted in the report in question. This funding will be on top of what local authorities were expecting to receive over the next decade, and will, over time, allow them to transform the condition of their local highway networks.

In the 2023/24 financial year, the base level of funding before the additional £8.3 billion multi-year funding uplift was announced was £1.15 billion. This included the one-off £200 million uplift announced in Budget 2023. Prior to this the 2021 Spending Review had confirmed that the core level of funding for local highway maintenance would be a total of £915 million per year, to be shared between all eligible local highway authorities in England over the period 2022/23 to 2024/25. Authorities in London and in receipt of City Region Sustainable Transport Settlements (CRSTS) are treated separately.

To ask the Secretary of State for Transport, how much reallocated HS2 funding has been given to Bournemouth, Christchurch and Poole Council for road resurfacing.

Over the period 2023/24 to 2033/34 Bournemouth, Christchurch and Poole Council will receive at least £18.9 million of reallocated HS2 funding for highways maintenance, including road resurfacing.

As I’ve previously set out, Network North will see every penny of the £19.8 billion committed to the Northern leg of HS2 reinvested in the North. Every penny of the £9.6 billion committed to the Midlands leg will be reinvested in the Midlands. The £6.5 billion saved through our rescoped approach at Euston will be spread across every other region in the country – and it is from this pot that this funding comes.

In line with the published allocations, the Department for Transport has paid £604,000 of this to Bournemouth, Christchurch and Poole Council this financial year; the Council will receive the same amount in 2024/25. Future allocations are a matter for the next Spending Review.

This information is not held. In England local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the highway network in their area, including footways. Further information and best practice on the Well-managed Highway infrastructure Code of Practice is available from the UK Roads Leadership Group. Based on previous research, the Department estimates that on average local highway authorities spend around 9% of their highway maintenance budgets on maintaining footways.
