To ask the Secretary of State for Justice, how many people completed unpaid work on the Community Payback Rapid Deployment Project pilot schemes between June and December 2023; how many hours of unpaid work were completed; and how many and what proportion of those hours were attributable to schemes run in the (a) Greater Manchester, (b) East of England, (c) Wales and (d) North East Probation Service regions.

Between 19 June and 31 December 2023, a total of 8,809 community payback hours have been completed as a part of the Community Payback Rapid Deployment Project pilot scheme by 509 different people.

To ask the Secretary of State for Health and Social Care, what guidance her Department issues NHS trusts on establishing commissioning structures for Health Technology Assessments; and whether trusts have discretion to adopt different processes.

Ministers have not met with Greater Manchester NHS Board about the statutory commissioning of National Institute for Health and Care Excellence (NICE) recommended medicines. Similarly I am informed that NHS England is not aware of any such discussions.

The National Health Service in England is legally required to make funding available for treatments recommended in NICE technology appraisal and highly specialised technologies guidance, normally within three months of the publication of final guidance. This requirement is reflected in the NHS Constitution as a right to drugs and treatments that have been recommended by NICE for use in the NHS, if their doctor believes they are clinically appropriate.

The NHS Standard Contract is mandated by NHS England for use by commissioners for all contracts for healthcare services other than primary care. The 2024/25 standard contract states that, where any service involves or may involve the prescribing of medicines, the provider must ensure that its formulary reflects all relevant positive NICE technology appraisals. NICE’s guideline on developing and updating local formularies states that when a NICE technology appraisal recommends a medicine, it should be adopted into the local formulary automatically if clinically appropriate and relevant to the services provided by the organisation, and that this process should take place within three months.

Organised Crime: Cross Border Cooperation

To ask His Majesty's Government what plans they have to address the problem of criminal gangs intentionally crossing police force borders to exploit weaknesses in policing methods.

We know serious and organised crime (SOC) does not respect police force borders which is why all police forces in England and Wales collaborate and share resources, funding and specialist capabilities to deliver Regional Organised Crime Units (ROCUs) to lead complex cross-border SOC investigations. There are nine ROCUs in England and Wales with equivalent capability in London.

Alongside approximately £70m in direct funding from the Home Office in 2023/24, Chief Constables, PCCs and Mayors with PCC functions have recently provided significant resource to the ROCU network by allocating 725 extra officers to ROCUs between 1 April 2021 and 31 March 2023. Those officers are working in partnership now to tackle drugs supply and enablers, including firearms and criminal finances.

County lines is a major cross-cutting issue involving a range of criminality including drugs, violence, criminal gangs and child criminal exploitation, and involves the police, a wide range of Government departments, local government agencies and voluntary and community sector organisations. County lines gangs often export drugs across county borders from one police force area to another.

This Government is determined to crack down on county lines gangs which is why we are investing up to £145m over three years in our County Lines Programme to tackle the most violent and exploitative drug supply model yet seen. Through the County Lines Programme, we have established dedicated county lines taskforces in the four force areas exporting the majority of lines (MPS, Merseyside, West Midlands and Greater Manchester Police) as well as the British Transport Police to tackle the national rail network. We are also funding the National County Lines Coordination Centre (NCLCC), to monitor the intelligence picture and co-ordinate the national law enforcement response. The NCLCC has been vital in strengthening the law enforcement response, promoting best practice, and enabling police forces to work together to tackle this complex issue.

Since the County Lines Programme was launched in 2019, police activity has resulted in over 5,600 line closures, over 16,500 arrests and over 8,800 safeguarding referrals. This includes over 2,500 line closures since April 2022, surpassing the Drugs Strategy commitment of over 2,000 line closures by April 2025. Having met this target in half the time, we have now committed to close a further 1,000 lines by August 2024, bringing the total since the Drugs Strategy was launched in April 2022 to over 3,000.

The decision to close any court only happens following full public consultation, and only when effective access to justice can be maintained. Courts that have closed were either underused, dilapidated or too close to another existing HMCTS location in the same local area.

In recent years there has been considerable recruitment of magistrates in Greater Manchester, both for the Adult Court and the Family Court, and current magistrate numbers are sufficient to manage the volume of work in Greater Manchester.

The Department for Science, Innovation and Technology is responsible for coordinating HMG digital inclusion policy as part of its commitment to ensuring that no one is left behind in the digital age. Digital inclusion is a cross-cutting issue that spans social engagement, education, employment, access to services and many more elements of everyday life.

The Department for Science, Innovation and Technology leads on telecoms and digital infrastructure, including Project Gigabit, the Government’s £5 billion mission to deliver lightning-fast, reliable broadband to the hardest to reach parts of the UK. In the Wigan constituency, over 98% of premises can access a superfast connection (>=30Mbps), while 92% can access a gigabit-capable connection, up from 0.8% in December 2019. Both of these current figures are higher than the national averages of 97% and 81% for superfast and gigabit-capable coverage, respectively.

More broadly across Government, the Cabinet Office is working to remove barriers and ensure online services are as inclusive as possible by making public sector websites accessible to as many people as possible. The Cabinet Office leads on the Service Standard, a set of principles government service teams and departments must adhere to when creating and running new public services – such as the NHS – and some Local Authorities, including Greater Manchester Combined Authority, have committed to using these as well.

Training is available for elderly people wishing to acquire essential digital skills. Department for Education has introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications, up to level 1, free of charge. Essential Digital Skills Qualifications, introduced alongside the digital entitlement, are based on new national standards which set out the digital skills people need to get on in life and work.

We also recognise that ongoing support is essential to overcome barriers of access. Our network of 2,900 public libraries across England provide a trusted network of accessible locations with staff, volunteers, free Wi-Fi, public PCs, and assisted digital access to a wide range of digital services.

Stepping Hill Hospital is run by the Stockport NHS Foundation Trust. The Greater Manchester Integrated Care Board (ICB), of which Stockport NHS Foundation Trust is a partner member, has been allocated £158 million in operational capital in 2023/24, totalling to over £500 million in operational capital funding over the spending review period of 2022/23 to 2024/25. This allocation is prioritised by the ICB, according to local needs. In addition to the above funding, the trust received over £42 million in capital funding from national programmes between 2020/21 and 2022/23. Future National Health Service capital funding will be determined at future spending reviews.

Prison leavers without settled accommodation are almost 50 per cent more likely to re-offend compared with those with settled accommodation: a settled place to live is a key factor in reducing re-offending, cutting crime and protecting the public.

HMPPS Community Accommodation Service (CAS) currently provides transitional accommodation via three tiers of support, each focused on a different cohort. CAS1 (Approved Premises) is used as a public protection resource to accommodate higher-risk offenders. CAS2 provides accommodation for medium-risk defendants on bail and prisoners eligible for release under home detention curfew. CAS3 is our ground-breaking new temporary accommodation service.

HMPPS launched CAS3 in July 2021, providing up to 12 weeks’ guaranteed accommodation on release for those leaving prison at risk of homelessness, with support to move on to settled accommodation. Initially implemented in five probation regions (Yorkshire and the Humber; North West; Greater Manchester; East of England; and Kent, Surrey and Sussex), the service was rolled out to Wales in June 2022. From April 2023, the CAS3 service was operating in all probation regions in England and Wales.

Between 2019-20 and 2022-23, the proportion of prison leavers who were homeless upon release decreased by five percentage points, from 16 per cent to 11 per cent.

By January 2023, the proportion of offenders housed on the first night of release from custody was 7.6 percentage points higher in CAS3 regions in comparison with regions where CAS3 had yet to be implemented.
