Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what plans he has to offer psychological support to the family members of people who have died during the covid-19 lockdown and who are unable to attend funerals.

A number of charities and voluntary organisations provide a range of valued services for people experiencing bereavement, including Cruse Bereavement Care which provides a national helpline as does the National Bereavement Partnership COVID-19 Hub. For National Health Service staff, a confidential bereavement support line and other sources of support are available at the following link:

The Government is taking a cross-Government approach to address bereavement support, and what is needed to ensure that families and friends of those deceased get the support they need - particularly during this very difficult time.

We are working with the NHS, arm’s length bodies and other organisations to assess the increased need for psychological support as a result of COVID-19 and are committed to ongoing engagement with the voluntary sector during the COVID-19 pandemic. We will continue to work closely to assess how we can support charities in doing their important work.

To ask the Secretary of State for Work and Pensions, what financial support her Department is providing to low-income families to help towards the cost of funerals during the covid-19 outbreak.

The Government provides support to bereaved families in a number of ways. The Funeral Expenses Payments scheme provides a significant contribution towards the cost of a simple, respectful funeral arranged by recipients of certain income based benefits or tax credits. The scheme pays necessary burial and cremation costs in full, as defined by legislation, plus up to £1000 for other expenses such as the cost of a coffin, church and funeral director fees, which was increased from £700 on 8 April. Scotland has a similar scheme, the Funeral Support Payment scheme. Support for funeral costs for all young people under 18 is provided by the Children’s Funeral Fund for England, with similar schemes in Scotland and Wales. Interest-free Social Fund Budgeting Loans and Universal Credit Budgeting Advances can also be used for funeral expenses. Further financial support is available through Bereavement Support Payments which help working age people whose spouse or civil partner dies.

My officials regularly engage with funeral and bereavement stakeholders to help them build awareness of the support available

In August 2018, the GOV.UK website was updated with a step-by-step guide about to do after someone has died, including arranging a funeral and applying for a Funeral Expenses Payments.

DWP is currently updating the leaflet that registrars give to people registering deaths. The revised version will include details of Funeral Expense Payments, and direct people to the GOV.UK step-by-step guide. DWP staff can also provide this information over the phone or in Jobcentres.

To ask the Secretary of State for Justice, whether the Government has plans to introduce a children's funeral fund.

The Government is committed to ensuring that all families who lose a child are given the support they need. We already have the Social Fund Funeral Expenses Payment scheme to support eligible bereaved families in need of financial support, and I am leading a piece of work across government to:

  • support Kevin Hollinrake’s Private Members’ Bill, to introduce Parental Bereavement (Leave and Pay) for parents who lose a child under the age of 18;
  • introduce a shorter application form for claims relating to children’s funerals from the Social Fund Funeral Expenses Payment scheme, making it easier for bereaved parents to apply for financial support; and
  • bring together information and support from across Government and more widely so it is easily accessible to bereaved parents.
