To ask the Minister of State, Foreign, Commonwealth and Development Office, what assessment he has made of the implications for his polices of the Ugandan Constitutional Court’s decision to decline to nullify the Anti-Homosexuality Act 2023.

The UK Government is appalled that the Government of Uganda has signed the deeply discriminatory Anti-Homosexuality Bill 2023 into law.
It has increased violence and discrimination against LGBT+ people and is part of a wider roll-back of human rights. The Foreign Secretary and I [Minister Mitchell] commented to this effect on 3 April, following the Ugandan Constitutional Court's judgment. I [Minister Mitchell] met the Ugandan Minister of Justice and Constitutional Affairs on 3 April, underlining the importance of ensuring that people are free from persecution, regardless of sexuality. We will continue to support the human rights of LGBT+ people, and all Ugandans.

The Foreign Secretary visited Israel on 17 April and met with Israeli counterparts. During his visit he said to Prime Minister Netanyahu and Foreign Affairs Minister Katz that we must maintain focus on getting more aid into Gaza and getting hostages out.

The Foreign Secretary issued a statement on 6 March, following his meeting with Israeli Minister Benny Gantz. The Foreign Secretary made clear the steps Israel must take to increase aid into Gaza, and the UK's deep concern about the prospect of a military offensive in Rafah.

We are appalled by allegations that UNRWA staff were involved in the 7 October attack against Israel, a heinous act of terrorism that the UK Government has repeatedly condemned.
We are aware that the UN Office of Internal Oversight Services and Catherine Colonna have now provided their interim reports to the UN Secretary-General
We want UNRWA to give detailed undertakings about changes in personnel, policy and precedents to ensure this can never happen again.
We are working with allies to try to bring this situation to a rapid conclusion - not least because UNRWA have a vital role to play in providing aid and services in Gaza. We continue to urge Israel and all parties with relevant information to cooperate fully with the independent investigations.

The UK highly values its relationship with Mongolia. Last year we celebrated 60 years of diplomatic relations as the first Western nation to establish relations with Mongolia. We are set to agree a Joint Cooperation Roadmap with Mongolia this year, which will encompass the key aspects of the bilateral relationship. Ministerial travel is announced in the usual way.

The Foreign Secretary made a second statement on Hong Kong's new national security law (Article 23) on 19 March, in which he made clear our view that it will further damage the rights and freedoms enjoyed in the city. He stated that we expect the Hong Kong authorities to respect the rights and freedoms enshrined in the Basic Law, uphold its high degree of autonomy and act in accordance with its international commitments and legal obligations. We continue to raise our firm objection to the erosion of rights and freedoms in Hong Kong at the highest levels of government. The Prime Minister raised Hong Kong with Premier Li Qiang on 20 September at the G20 and the Foreign Secretary last raised Hong Kong with his counterpart, Chinese Foreign Minister Wang Yi on 16 February at the Munich Security Conference.

Any civilian death is a tragedy. Over 1,200 Israelis and foreign nationals have been killed in Israel, the vast majority on 7 October 2023 according to the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA). 253 hostages were also kidnapped and taken into Gaza on 7 October, of whom 124 have been returned to Israel (112 alive and 12 deceased). We continue to call for the immediate release of all remaining hostages.

The UK supports a thriving Kurdistan Region of Iraq (KRI) within a peaceful and prosperous Iraq. Through our diplomatic engagements, we continue to encourage cooperation between Baghdad and Erbil to resolve outstanding issues, including around Kurdish representation in Iraqi politics.
Elections are essential for the people of the KRI to express their voice and for the future of the region. We are monitoring the situation with long-overdue KRI elections closely and we are seeking a solution that allows free and fair elections to take place as soon as possible.
