To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to the Written Ministerial Statement of 13 March 2018 on Spring Statement, HCWS540, how much of that funding he has allocated to (a) programmes, (b) administration and (c) staffing in his Department.

HM Treasury has allocated over £2 billion of additional funding to departments and the Devolved Administrations for EU exit preparations so far. This breaks down as:

£412 million of additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office at Autumn Statement 2016.

£286 million of additional funding for 17/18 (a full breakdown of which can be found in Supplementary Estimates 17/18)

The Department for Environment, Food and Rural Affairs was allocated £310 million for costs arising as the UK leaves the EU in the Spring Statement 2018. Of this additional funding around £160 million has been allocated to cover staff pay requirements. The final breakdown between programme and administration spend will be confirmed in the Supplementary Estimates.

In addition, the department requires that our suppliers pay at least the National Minimum Wage.

No employees of the Department for International Trade are paid lower than the living wage as defined by the Living Wage Foundation, and we insist that suppliers pay at least the National Minimum Wage as part of our contracting policies and procedures.

To ask the Secretary of State for International Trade, what information he holds on the rate of remuneration for cleaners in his Department.

Cleaning services in buildings managed by the Department for International Trade are outsourced under a facilities management contract, and the supplier is responsible for setting rates of pay for its staff. The supplier has confirmed that all cleaning staff in buildings managed by the Department are paid at least the London Living Wage.

Where the Department for International Trade is a tenant in buildings belonging to other government departments, cleaners are employed by the property management company for the main landlord, and therefore, information is not held by the Department for International Trade about the rate of remuneration for cleaners in these buildings.

The total cost of sickness pay to domestic staff within the Department for International Trade (DIT), from 1 January 2017 – 31 December 2017 is as follows:

DIT domestic payroll: £241,333

UKEF payroll: £97,829

Total: £339,162

DIT and UKEF have reported data separately as two payroll providers are used.

UK Export Finance (UKEF) published its first Gender Pay Gap report on Monday 18 December, 2017. The full report can be found here:

UKEF’s pay gap for 2016/17 was (a) median: 16.26%, (b) mean: 15.97% and (c) bonus pay: 22.36%. The breakdown of the UKEF pay gap data is below. Figures which are preceded by a minus sign identify grades where female members of staff are paid more on average than male counterparts in the same grade.
