Question to the Leader of the House:
To ask the Leader of the House, what covid-19 related provisions the Government has put in place since 1 March 2020; under what statutory powers each provision was put in place; on what date each provision was (a) announced and (b) laid before Parliament; and on what date each provision (i) came into force and (ii) was approved by Parliament.

Since 1 March 2020, and as of Monday 20 July, the Government has laid 127 statutory instruments in response to the Coronavirus pandemic. This has enabled the Government to swiftly put in place the legislation needed and we will continue to bring forward further SIs for Parliament to consider, as required. The table below provides a list of each SI, outlining the powers it was made under; the date it was laid before Parliament; the date the SI came into force; and, where applicable, the date it was approved by Parliament.
The Government continues to make every effort to ensure that announcements are made in good time ahead of the legislation being brought forward, while balancing the need for urgent action to deal with the pandemic.

Ministerial Directions are published on gov.uk. As set out in paragraph 3.4.5. of “Managing Public Money”,[1] it is the responsibility of the relevant accounting officer to arrange for the existence of the direction to be published, no later than in the next report and accounts, unless the matter must be kept confidential.
There have been 27 Ministerial Directions published since April 2011, set out in the table attached. Prior to this date, publication was not required.

The final budget delegated to the South Asia region for the financial year 2018-19 was £4.30m, comprising £3.25m for local staff and non-pay expenditure and £1.05m relating to salary costs for civil servants based in the region.
The final budget delegated to the South Asia region for the financial year 2017-18 was £2.85m for local staff and non-pay expenditure. In 2017-18 budgets for salary costs relating to civil servants based in overseas regions were not delegated but held centrally.
These figures do not include elements of wider Department for International Trade budgets, which are not set at an overseas regional level but do support the delivery of trade in overseas regions, including in South Asia.
We regularly change departmental budgets to align with progress against delivery plans.

The Department for International Trade’s (DIT) staff across the UK operate in a nine-region structure across England, as well as having a presence in Scotland, all of which work to support businesses across the whole of the UK to export and grow overseas, as well as to attract Foreign Direct Investment. The current forecast staff pay costs for these teams in 2019-20 are set out below.

The Government recognises there are significant benefits to both employers and employees when organisations and unions work together effectively to deliver high quality public services, but facility time within the public sector must be accountable and represent value for money.
The Department for International Trade (DIT) has an obligation to provide reasonable paid time off to recognised trade union representatives to undertake trade union duties. This includes paid time off for safety representatives as set out in section 3.1.8 of the Civil Service Management Code. This is also referenced in the internal Industrial Relations Policy, which is accessible to staff.
DIT also publishes information relating to facility time for recognised trade union representatives at Gov.uk.

DFID, like all Government Departments, has an obligation to provide reasonable paid time off to recognised trade union representatives to undertake trade union duties. This includes paid time off for safety representatives, as set out in section 3.1.8 of the Civil Service Management Code.
In line with this legislative obligation, set out in the Trade Union Act (2016), information relating to facility time for relevant union officials is published annually, with facility time defined by that Act as including time off taken by a relevant union official that is permitted by the official’s employer (including where this arises under “regulations made under section 2(4) of the Health and Safety at Work etc. Act 1974”).

All civil servants are paid at least the current statutory National Minimum or National Living Wage rates of £7.70 and £8.21 per hour respectively.
All Department for International Trade employees currently on payroll, including UK Export Finance employees, are currently paid above the hourly rates outlined in this question. Therefore, none of the Department’s employees would see a change in their salary if these rates increased.

The Department for International Trade, including UK Export Finance does not employ any permanent staff within London as defined by the Living Wage Foundation paid below the London Living Wage of £10.55ph. As of 24th October, the Department does have 7 temporary members of staff who are employed within London on either the Summer Diversity Internship Programme (SDIP) or Occupational Internship Schemes run by the Department. The rate for the SDIP is set across government by the Cabinet Office at £350 per week or £9.43ph. We apply the same rate for all of the Departments internship schemes to ensure fairness.
All outsourced providers are required to pay as a minimum, either the National Minimum Wage or the National Living Wage.

To ask the Secretary of State for International Trade, what estimate his Department has made of the annual gross value of tariffs that would be paid by UK businesses on exports in the event that the UK leaves the EU without an agreement.

The UK remains committed to leaving the EU with a deal prior to the 31st October, however should it leave without a deal, UK producers may face new tariffs on some of their exports, which importers of their products will be liable to pay. The annual gross value of these tariffs would be subject to the volume of trade that is likely to take place after exit, as well as the tariff rates applied by specific trading partners.

UK producers who export to existing preferential trading partners by virtue of existing EU free trade agreements may face these countries’ MFN tariff rates, but only where these agreements have not been successfully rolled over prior to leaving. To date, the UK has signed or agreed in principle agreements with countries that account for 63% of the UK’s trade with all the countries with which the UK is seeking continuity in the event of a potential No Deal (based on total goods and services trade - imports and exports - with the UK, according to ONS data, 2018). Work is continuing intensively on remaining agreements.
There will be no change to the tariff rates faced by UK exporters exporting to countries with which we do not have a preferential trading agreement.
