Written Question
Coronavirus: Disease Control
Monday 20th July 2020

Asked by: Graham Brady (Conservative - Altrincham and Sale West)

Question to the Leader of the House:

To ask the Leader of the House, what covid-19 related provisions the Government has put in place since 1 March 2020; under what statutory powers each provision was put in place; on what date each provision was (a) announced and (b) laid before Parliament; and on what date each provision (i) came into force and (ii) was approved by Parliament.

Answered by Jacob Rees-Mogg

Since 1 March 2020, and as of Monday 20 July, the Government has laid 127 statutory instruments in response to the Coronavirus pandemic. This has enabled the Government to swiftly put in place the legislation needed and we will continue to bring forward further SIs for Parliament to consider, as required. The table below provides a list of each SI, outlining the powers it was made under; the date it was laid before Parliament; the date the SI came into force; and, where applicable, the date it was approved by Parliament.

The Government continues to make every effort to ensure that announcements are made in good time ahead of the legislation being brought forward, while balancing the need for urgent action to deal with the pandemic.

Written Question
South Asian Network: Finance
Wednesday 18th March 2020

Asked by: Gareth Thomas (Labour (Co-op) - Harrow West)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, pursuant to the Answer of 2 March 2020 to Question 21133 on Overseas Companies: India, how much funding was allocated to the South Asia Network for staff and non-pay expenditure in (a) 2017-18 and (b) 2018-19; and if she will make a statement.

Answered by Graham Stuart - Minister of State (Department for Energy Security and Net Zero)

The final budget delegated to the South Asia region for the financial year 2018-19 was £4.30m, comprising £3.25m for local staff and non-pay expenditure and £1.05m relating to salary costs for civil servants based in the region.

The final budget delegated to the South Asia region for the financial year 2017-18 was £2.85m for local staff and non-pay expenditure. In 2017-18 budgets for salary costs relating to civil servants based in overseas regions were not delegated but held centrally.

These figures do not include elements of wider Department for International Trade budgets, which are not set at an overseas regional level but do support the delivery of trade in overseas regions, including in South Asia.

We regularly change departmental budgets to align with progress against delivery plans.

Written Question
Department for International Trade: Rents and Staff
Monday 24th February 2020

Asked by: Layla Moran (Liberal Democrat - Oxford West and Abingdon)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, what estimate she has made to the cost of the public purse of the (a) staffing and (b) rent of (i) DIT East of England, (ii) DIT North East, (iii) DIT South West, (iv) DIT East Midlands, (v) DIT North West, (vi) DIT West Midlands, (vii) DIT London, (viii) DIT South East, and (ix) DIT Yorkshire and the Humber.

Answered by Conor Burns

The Department for International Trade’s (DIT) staff across the UK operate in a nine-region structure across England, as well as having a presence in Scotland, all of which work to support businesses across the whole of the UK to export and grow overseas, as well as to attract Foreign Direct Investment. The current forecast staff pay costs for these teams in 2019-20 are set out below.

Region

Staff Costs (2019-20)

East of England

£273,867

North East

£265,428

South West

£222,869

East & West Midlands*

£1,374,359

North West

£637,337

London and Scotland**

£507,155

South East

£374,511

Yorkshire and Humber

£420,829

Grand Total

£4,076,355

* Staff costs are recorded against the Midlands as a whole and are not separated between East and West Midlands

** Staff costs for staff who support London and staff who support Scotland are reported together and can not be separated.

Other functions at DIT are not organised into English regions.

The 2019-20 full year forecast staff costs of all civil servants and other staff working in the UK is £139,114,653.

The annual property rental costs in 2019-20 of all DIT’s buildings by English region are:-

Region

Property Rental Costs (2019-20)

East of England

£32,000

North East

£24,000

South West

£20,000

East Midlands

£40,000

West Midlands

£45,692

North West

£39,649

London

£8,973,578

South East

£298,711

Yorkshire and the Humber

£42,695

Grand Total

£9,516,325

These buildings accommodate staff from a number of different teams from across DIT. It is not possible to identify the rental costs of space in these buildings occupied solely by the regional teams supporting businesses to export.

Written Question
Department for International Trade: Pay
Thursday 23rd January 2020

Asked by: Chris Stephens (Scottish National Party - Glasgow South West)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, whether her Department complies with the requirement set out in section 3.1.8 of the Civil Service Management Code that time off with pay for safety representatives will not be set against facility time allowed under existing arrangements.

Answered by Conor Burns

The Government recognises there are significant benefits to both employers and employees when organisations and unions work together effectively to deliver high quality public services, but facility time within the public sector must be accountable and represent value for money.

The Department for International Trade (DIT) has an obligation to provide reasonable paid time off to recognised trade union representatives to undertake trade union duties. This includes paid time off for safety representatives as set out in section 3.1.8 of the Civil Service Management Code. This is also referenced in the internal Industrial Relations Policy, which is accessible to staff.

DIT also publishes information relating to facility time for recognised trade union representatives at Gov.uk.

Written Question
Department for International Development: Pay
Wednesday 22nd January 2020

Asked by: Chris Stephens (Scottish National Party - Glasgow South West)

Question to the Department for International Development:

To ask the Secretary of State for International Development, whether his Department complies with the requirement set out in section 3.1.8 of the Civil Service Management Code that time off with pay for safety representatives will not be set against facility time allowed under existing arrangements.

Answered by Andrew Murrison - Parliamentary Under-Secretary (Ministry of Defence)

DFID, like all Government Departments, has an obligation to provide reasonable paid time off to recognised trade union representatives to undertake trade union duties. This includes paid time off for safety representatives, as set out in section 3.1.8 of the Civil Service Management Code.

In line with this legislative obligation, set out in the Trade Union Act (2016), information relating to facility time for relevant union officials is published annually, with facility time defined by that Act as including time off taken by a relevant union official that is permitted by the official’s employer (including where this arises under “regulations made under section 2(4) of the Health and Safety at Work etc. Act 1974”).

Written Question
Department for International Trade: Pay
Tuesday 21st January 2020

Asked by: Grahame Morris (Labour - Easington)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, how many and what proportion of staff in her Department would receive an increase in their salary in the event that their hourly pay rate was (a) £8.72, (b) £9.30 and (c) £10.

Answered by Conor Burns

All civil servants are paid at least the current statutory National Minimum or National Living Wage rates of £7.70 and £8.21 per hour respectively.

All Department for International Trade employees currently on payroll, including UK Export Finance employees, are currently paid above the hourly rates outlined in this question. Therefore, none of the Department’s employees would see a change in their salary if these rates increased.

Written Question
Department for International Trade: Pay
Tuesday 21st January 2020

Asked by: Grahame Morris (Labour - Easington)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, with reference to the increase in the National Living wage announced by the Government on 31 December 2019, what discussions she is having with private sector companies undertaking facility management work for her Department to ensure that the cost of wage increases for their employees are not passed on to her Department.

Answered by Conor Burns

The Department for International Trade does not hold any facilities management contracts with private sector companies. All of the department’s facilities management services are provided via the Government Property Agency.

Written Question
Department for International Trade: Living Wage
Monday 28th October 2019

Asked by: Matthew Pennycook (Labour - Greenwich and Woolwich)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, how many staff in her Department are paid less than the London Living Wage; and what requirements her Department places on contractors to pay the London Living Wage to London-based staff.

Answered by Conor Burns

The Department for International Trade, including UK Export Finance does not employ any permanent staff within London as defined by the Living Wage Foundation paid below the London Living Wage of £10.55ph. As of 24th October, the Department does have 7 temporary members of staff who are employed within London on either the Summer Diversity Internship Programme (SDIP) or Occupational Internship Schemes run by the Department. The rate for the SDIP is set across government by the Cabinet Office at £350 per week or £9.43ph. We apply the same rate for all of the Departments internship schemes to ensure fairness.

All outsourced providers are required to pay as a minimum, either the National Minimum Wage or the National Living Wage.

Written Question
Exports: Import Duties
Wednesday 17th July 2019

Asked by: Jo Stevens (Labour - Cardiff Central)

Question to the Department for International Trade:

To ask the Secretary of State for International Trade, what estimate his Department has made of the annual gross value of tariffs that would be paid by UK businesses on exports in the event that the UK leaves the EU without an agreement.

Answered by George Hollingbery

The UK remains committed to leaving the EU with a deal prior to the 31st October, however should it leave without a deal, UK producers may face new tariffs on some of their exports, which importers of their products will be liable to pay. The annual gross value of these tariffs would be subject to the volume of trade that is likely to take place after exit, as well as the tariff rates applied by specific trading partners.

Information on the current EU’s Most Favoured Nation (MFN) tariff rates are published by the Commission at the following website: https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32018R1602&from=EN

UK producers who export to existing preferential trading partners by virtue of existing EU free trade agreements may face these countries’ MFN tariff rates, but only where these agreements have not been successfully rolled over prior to leaving. To date, the UK has signed or agreed in principle agreements with countries that account for 63% of the UK’s trade with all the countries with which the UK is seeking continuity in the event of a potential No Deal (based on total goods and services trade - imports and exports - with the UK, according to ONS data, 2018). Work is continuing intensively on remaining agreements.

There will be no change to the tariff rates faced by UK exporters exporting to countries with which we do not have a preferential trading agreement.
