To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

We have regular engagement with our allies, including Canada, on the conflict. Canada has made clear that, while it has not approved new licences for military equipment since 8 January of this year, it has not suspended extant licences approved before that date.

To ask the Minister of State, Foreign, Commonwealth and Development Office, whether the Government plans to resume funding for UNRWA following the decisions of (a) Canada, (b) Australia, (c) Sweden and (d) Finland to resume their funding for that organisation.

We are appalled by allegations that UNRWA staff were involved in the 7 October attack against Israel, a heinous act of terrorism that the UK Government has repeatedly condemned. We have paused any future funding of UNRWA.

We remain committed to getting humanitarian aid to the people in Gaza who desperately need it, including through other UN agencies and British charities.

Our decision to pause future funding to UNRWA has no impact on the UK's contribution to the humanitarian response. We are aware that the UN Office of Internal Oversight Services and Catherine Colonna have now provided their interim reports to the UN Secretary-General. We want UNRWA to give detailed undertakings about changes in personnel, policy and precedents to ensure this can never happen again.

We are working with allies to try to bring this situation to a rapid conclusion, not least because UNRWA has a vital role to play in providing aid and services in Gaza.

Engaging with businesses in Northern Ireland (NI) is a key priority for the Department for Business and Trade. The “Made in the UK, Sold to the World” campaign continues to raise awareness of export benefits and the free UK government support available to help businesses grow internationally.

This year, the department’s Northern Ireland team has promoted specific opportunities to NI businesses through the Australia and New Zealand Roadshow and the Food and Drink Export Council’s Peer-to-Peer event in Cookstown. Businesses are encouraged to use the department’s services like the UK Export Academy and provide peer support via our Export Champion programme.

To ask His Majesty's Government, following concerns raised by farmers regarding changes to the standard of food imports, what steps they are taking to address the impact of post-Brexit trade deals on British farmers.

All food and drink products imported into the UK, including those from countries we have trade agreements with, must comply with the UK’s import requirements and standards. The independent Trade and Agriculture Commission concluded that our Free Trade Agreements with Australia, New Zealand and CPTPP are consistent with the maintenance of UK statutory protections in relation to animal and plant health, animal welfare and the environment.

Supporting UK food and agriculture is an integral part of the UK’s trade strategy. The Prime Minister made this clear at the Farm to Fork Summit in May 2023 and in his open letter to farmers. This letter, alongside the 2022 National Food Strategy, sets out the principles that guide our approach to agriculture and trade. We are putting farmers at the heart of British trade by delivering new export opportunities, protecting our sensitive sectors and our high food safety standards, upholding UK production standards and removing market access barriers.

The Government is committed to rewarding hard work through a fair and simple tax system that is also competitive internationally. The Government is taking a responsible approach by delivering tax cuts within the fiscal rules.

The tweet of 6 January 2024 was based on the most recently published data from the OECD’s Taxing Wages 2023 publication. This shows the total personal tax liability divided by salary for a single employed individual with no children on average earnings for Germany (37.4%), Italy (28.8%), France (27.7%), Canada (25.6%), the US (24.8%) and Japan (22.3%). Following the 2p NICs cut made at Autumn Statement, the effective personal tax rate for an employee on £44,300 (the OECD’s figure for UK average earnings) reduced from 23.6% to 21.5%, which would be the lowest rate in the G7, according to the latest available OECD data. This has fallen to 20.1% following the further 2p NICs cut made at Spring Budget.

The potential merits of the adoption of the Trauma Informed Approach into DWP services, will benefit all customers including those with mental ill health who are unemployed. Adopting the principles of the approach into the core of our business will help us to ensure that anyone interacting with our services feels as safe, empowered and understood as possible; this will underpin our ongoing commitment to compassionate coaching and tailored services.

We have a dedicated programme which will integrate the six key pillars of the approach as defined by the Office for Health Improvements and Disparities (December, 2022) which are safety, trustworthiness, choice, empowerment, collaboration and cultural consideration. Our programme looks at these six pillars within the contexts of application to our colleagues, our customers, our culture, and the context of our interaction- whether that is a physical, telephony, digital or postal interaction. There is significant emphasis within the design of the programme regarding what more can be done to prevent trauma and re-traumatisation for both our customers and our colleagues. We are learning from best practice demonstrated by organisations such as NHS Education Scotland, Work Services Australia and the Wales ACES Hub to shape the future prioritisation of this work.

When developing policies, the Department routinely carries out assessments against the Public Sector Equality Duty to ensure that due regard is given to our responsibilities under the Equality Act 2010.
