To ask the Secretary of State for Education, if she will make an assessment of the potential merits of providing free access to British sign language classes for the (a) parents and (b) caregivers of all newly-identified deaf children.

The Adult Education Budget (AEB) targets a wide range of eligible individuals including parents and caregivers of all newly-identified deaf children.
The Adult Education Budget (AEB) funds qualifications in, or focussing on, British Sign Language (BSL) up to and including Level 2. Approximately 60% of the AEB has been devolved to Mayoral Combined Authorities and the Greater London Authority, who determine which provision to fund for learners who live in their areas. The Education and Skills Funding Agency (ESFA) provides the remaining funding for learners who live in non-devolved areas, which includes Preston Constituency.
ESFA funded AEB qualifications include, for example, the Level 1 Award in BSL, which allows learners to communicate in BSL on a range of topics that involve simple, everyday language use, thereby giving them the basic skills and confidence in production and reception of BSL. It will depend on an individual’s circumstances as to whether they are entitled to free provision or expected to meet part of the cost through co-funding. Where community learning providers offer BSL courses, those providers are responsible for determining the course fees, including levels of fee remission.
For parents learning BSL on an AEB funded course, there is also additional support available. The AEB provides funding to colleges and providers to help adult learners overcome barriers preventing them from accessing learning. Providers have discretion to help learners meet costs such as transport, accommodation, books, equipment and childcare. Learning support funding also helps colleges and training providers to meet the additional needs of learners with learning difficulties and/or disabilities and the costs of reasonable adjustments as set out in the Equality Act 2010.

Remuneration policy is set by Ofcom’s People Committee. The basic salary for all colleagues is determined by considering each colleague’s responsibilities, skills and experience, together with relevant market benchmarking analysis. Ofcom conduct an annual equal pay audit for gender, ethnicity, and disability. They do not pay London weighting.

To ask the Secretary of State for Justice, whether his Department collects data on the number of individuals released on the End of Custody Supervised Licence scheme who have committed a criminal offence after their release.

We are constantly monitoring the use of End of Custody Supervised Licence (ECSL) and its impact.
We are taking action to drive down the reoffending rate for all offenders by investing in a wide range of rehabilitative interventions to get them into skills training, work, and stable accommodation. This includes delivering our groundbreaking transitional accommodation service, known as Community Accommodation Service – Tier 3 (CAS-3), so prison-leavers have a guaranteed 12 weeks of basic, temporary accommodation to provide a stable base on release. By January 2023, the proportion of offenders housed on the first night of their release from custody was 7.6 percentage points higher in CAS3 regions versus non-CAS3 regions.

To ask the Secretary of State for Work and Pensions, what steps he is taking to help individuals out of work improve their (a) numeracy and (b) literacy skills.

Jobcentre Plus Work Coaches engage with customers to better understand the steps needed to support their work search. Where essential skills needs are identified as a barrier to securing or progressing in employment, customers can be referred to available local provision which can include essential maths and numeracy training available through Multiply, English (literacy and English as a Second Language, ESOL) and digital skills, as well as other key vocational focussed opportunities.
Through DWP Train and Progress the length of time Universal Credit (UC) customers can undertake work-focused training has been extended. UC claimants are now able to attend full-time work-related training for up to 16 weeks.
For customers in England, we have ongoing collaboration at a national and local level with the Department for Education who fund adult education through the Adult Education Budget (AEB). Learning providers, many of which are Further Education colleges, deliver training to address customer skills needs in line with labour market demand. As skills is a devolved matter, similar discussions take place with key stakeholders in the Scottish and Welsh Governments to help ensure the employment and skills support offered to claimants in the devolved nations is aligned.

To ask the Secretary of State for Education, pursuant to the Answer of 1 March 2024 to Question 15588 on Digital Technology: Disadvantaged, whether she has made an assessment of the adequacy of availability of free or low cost internet training for people aged 65 and over to tackle digital exclusion.

The government recognises that digital skills are important for adults of all ages, and we are committed to improving their level of digital skills to support active participation in society.
From August 2020, the department introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications, up to level 1, free of charge. The new entitlement mirrors the existing legal entitlements for English and maths, and puts essential digital skills on an equal footing in the adult education system, as a third basic skill. The department introduced new Essential Digital Skills qualifications (EDSQs) at entry level and level 1 from August 2020, funded under the digital entitlement. EDSQs are based on the new national standards for essential digital skills and are designed to meet the diverse needs of adults with no or low digital skills, reflecting different learning needs, motivations and starting points.
To further enhance the essential digital skills offer for adults, from August 2023 the department introduced new digital Functional Skills qualifications (FSQs), which have replaced FSQs in Information and Communication Technology. Digital FSQs have standardised content and assessment, providing a benchmark of digital skills for employers. The department published the final subject content for digital FSQs in October 2021.
The government recognises that formal qualifications are not appropriate for everyone. That is why the department also funds community learning and other non-regulated learning, such as building confidence in essential digital skills, through the Adult Education Budget. Many local authorities and other further education providers are already delivering these courses that help equip adults with the essential digital skills they need for work, life and further learning.

The number of reoffenders aged 18 years or over by (a) age and (b) offence type for the year ending March 2023 will be published at the end of January 2025.
The attached tables show the number of reoffenders by (a) age and (b) index offence type for the year ending March 2022.
This Government is committed to reducing reoffending, and reoffending rates have fallen from 31.3% in 2011/12 to 25.2% in 2021/22. We are investing in rehabilitation to stop prison leavers falling back into crime – including tackling drug addiction, increasing the number of offenders in work and providing basic, short-term accommodation on release. We are also delivering the Prison Education Service which raises the level of numeracy, literacy and skills of prisoners, with the aim of securing jobs or apprenticeships after they leave custody.
On top of this, we are doubling the number of GPS tags available to courts for sentencing, ensuring more burglars and robbers are tagged which ultimately keeps our communities safer.

The UK prioritises foundational learning (literacy, numeracy and socio-emotional skills) for all children across our education programmes. This recognises that foundational learning is crucial to achieving higher order skills and reaping the full benefits of education. We are focused on delivering evidence-based interventions. A key part of the evidence on what works in literacy is ensuring that children learn in their mother tongue. We therefore advocate for the teaching of basic early education in children's native language. We encourage countries to delay the transition to another language of instruction to later in children's education once they have secured foundational learning.

Question to the Ministry of Defence:
To ask the Secretary of State for Defence, if he will make a comparative assessment of difficulties in recruitment to each of the armed forces.

The current level of Armed Forces recruitment is lower than we would wish, a challenge we face in common with our allies. Each of the single Services within the UK Armed Forces face the same difficulties in what is a particularly challenging and competitive recruitment environment. Defence and the single Services are working together to address these challenges collectively through a range of initiatives.
A number of short-term deliverables are being actioned to increasing the inflow into Armed Forces pipelines, all intended to increase the breadth of potential candidates and to drive efficiencies into recruitment systems. These ongoing and new initiatives are focused upon engaging the broad range of skills, experience and diversity needed to deliver that which our nation demands of our Armed Forces; and in the range of roles that are critical to enable this.
In June 2023 we committed to implementing the recommendations of the Haythornthwaite Review, a generational independent review of how we retain our current people and attract new ones. Its recommendations relate to policies and processes across a complex system of incentivisation and support. A formal Government Response, which will provide more detail on our approach to tackling each recommendation, will be published in early 2024. This will confirm which recommendations have been - or are in the process of being – delivered.
Other initiatives aimed at improving the recruitment and retention of our people include; Flexible Service, which introduces the potential for people to alter their career commitment for set periods of time, allowing more people to remain in the Armed Forces who may otherwise have decided to leave in order to meet competing demands and responsibilities; Wraparound Childcare, which Defence established in recognition of the importance of a robust childcare support system to enable the mobility, recruitment and retention of a Armed Forces personnel; acceptance of the Armed Forces’ Pay Review Body’s and Senior Salaries Review Body’s recommendations in full, ensuring that the overall remuneration package for Service personnel (which includes a good pension, subsidised accommodation, and a range of allowances on top of basic salary) remains competitive.
