This Government is committed to securing the long-term future of the UK aviation sector, recognising the vital connectivity it provides between the UK and the rest of the world. Currently, the Department has no plans to introduce a new National Airport Strategy.

The Government has been clear that the UK’s trading relationship with the EU can be improved in several areas. The Department continues to engage with the European Union (EU) Commission on areas where future cooperation or recognition could support UK interests. The Aviation Night Noise Effects (ANNE) study is a current study examining the relationship of aviation noise on sleep disturbance and annoyance, and how this varies by different times of night. The study is funded by the Department for Transport and is a collaboration between St George’s, University of London, NatCen Social Research, Noise Consultants Limited, and the University of Pennsylvania. The final results of the ANNE study are expected to be published in Autumn 2026.

To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential merits of using renewable liquid fuels in the decarbonisation of home heating for households that are not connected to the mains gas grid.

The Government believes that renewable liquid fuels could play a limited role in heating. As sustainable biomass is a limited resource, we expect to prioritise the use of renewable liquid fuels in sectors like aviation, and potentially homes that are not readily suitable for heat pumps, as these offer the greatest opportunity to reduce emissions and have fewest options to decarbonise through alternative low carbon technologies.

I have already had the pleasure of visiting airports upgrading airport security equipment and seeing the new security equipment in operation. I, and my department, continue to regularly engage with airports to ensure the implementation of the Next Generation Security Checkpoint remains on track. Where new equipment is installed, it will improve the passenger experience but most importantly improve the already high standards of security in the UK.

To ask the Secretary of State for Defence, whether he is taking steps to permit people living with HIV to serve (a) as pilots, (b) as air traffic controllers and (c) in other roles in the armed forces.

As a new Government, we are commissioning a review into the circumstances where those who are living with HIV are not permitted to fulfil some roles within the Armed Forces.

After recent changes there are only a very small number of roles where those living with HIV are currently excluded from serving, including aircrew and pilots. We note changes made to rules around civil aviation in respect of people living with HIV and I have asked the Department to consider whether the current policy measures, especially given advances in PREP, are consistent with the values and standards of our Armed Forces.

I have asked for this review to be delivered swiftly. I would be happy to meet the righ hon. Member and cross-party colleagues to discuss this matter further with a view to a decision being taken by the Ministers in the coming weeks.

To ask the Secretary of State for Transport, what discussions she has had with representatives of the aviation industry on levels of compensation for passengers whose flights are cancelled.

Regulation 261/2004 sets out passenger rights in the event of certain flight disruptions. Under this Regulation, passengers who have their flight cancelled are entitled to a refund or alternative flight. In some circumstances, passengers may also be entitled to additional compensation.

Government is committed to working with industry and stakeholders to ensure consumers continue to have a high level of protection whilst travelling by air.

Question

To ask the Scottish Government what its position is on offering compensation to islanders using lifeline services, such as boats or airlines, when their trips are cancelled due to adverse weather conditions, and what measures it is taking to financially support island residents who need to attend NHS appointments on the mainland.

No compensation is available, from CalMac Ferries or NorthLink Ferries, for islanders when their trip is cancelled.

Airline passengers should expect air services to operate as scheduled. The aviation regulatory regime is Reserved to the UK Government and the Scottish Government has no power to intervene in the operation of air services. Passenger rights in relation to aviation in the UK, including in relation to service disruption, are overseen by the Civil Aviation Authority (CAA).

In respect of islanders attending NHS appointments, under the Highlands and Islands Travel Scheme, financial support for travel to hospital is available for patients and authorised escorts, according to eligibility criteria and medical requirements. Health boards are responsible for reimbursing patient travel expenses, in line with Scottish Government guidance, and are expected to support patients to identify and access support available.
