UN Security Council Resolution (UNSCR) 2023, adopted by the Security Council on 5 December 2011, for Eritrea undermining regional security in the Horn of Africa, extended sanctions against Eritrea originally imposed by UNSCR 1907 (2009). UNSCR 2444 of 14 November 2018 lifted these sanctions from Eritrea, but retained language on issues relating to relations between Eritrea and Djibouti. These issues were last discussed during negotiations on UNSCR 2498 on 15 November 2019, including the requirement for the UN Secretary General to report to the Security Council once a year.
