Travel: Concessions

Question to the Department for Transport:

To ask Her Majesty's Government from whom they commissioned the recent report on the English National Concessionary Travel Scheme, as reported in Passenger Transport on 18 January; what was the cost of that report; and, in concluding that the English National Concessionary Travel Scheme offered low value for money, against what criteria that conclusion was reached.

The report ‘Evaluation of Concessionary Bus Travel - The impacts of the free bus pass’ was written by analysts in the Department for Transport. Other than staff time, no expense was incurred in compiling it.

The analysis was carried out following Departmental WebTAG and Treasury Green Book guidance. The report concludes that the scheme offered low to medium value for money if assessed against that guidance.
